For our site office in Riyadh, we are looking for

Technical Manager - Codes & Specifications - 100% (m/f)

The ideal candidate will have the technical judgement to establish a consistent compliance framework across a multidisciplinary programme. They will distinguish mandatory provisions from project preferences, explain competing interpretations clearly and help teams resolve deviations with an adequate technical basis. The candidate should bring a precise approach to specification language and the confidence to challenge inconsistencies that could affect safety, performance or acceptance.

Responsibilities:

• Define the programme's codes, standards and specification framework, including the hierarchy of applicable requirements.
• Establish discipline specification templates and review procedures to maintain consistent terminology and technical provisions.
• Review and approve specifications across disciplines, checking alignment with design criteria, drawings and client requirements.
• Assess compliance with Saudi Building Code, NFPA and client security standards and identify omissions or conflicting provisions.
• Lead resolution of code interpretation queries with discipline specialists and relevant stakeholders.
• Manage proposed technical deviations, documenting the justification, performance implications and required approval route.
• Maintain the technical standards register and assess the programme impact of updates to applicable codes.
• Check that specification requirements address product performance, testing, acceptance and maintainability where relevant.
• Support design reviews and technical workshops and track specification and compliance comments to close-out.
• Report recurring compliance gaps and provide guidance to improve consistency across design packages.

Requirements:

• Bachelor's degree in Engineering or Architecture.
• 15+ years in design or technical assurance, including specification writing.
• Strong knowledge of Saudi Building Code (SBC), international standards (BS EN, ASHRAE, NFPA).
• Experience on government or institutional facilities.
• Eligible for SCE accreditation; must meet client security vetting requirements.
• Ability to reconcile multidisciplinary specifications, design criteria and documented compliance evidence.
• Experience managing technical clarifications, departures and the traceability of code interpretations.
• Desirable: NBS or MasterFormat specification experience.
