نبذة عن الوظيفة
المرشح المثالي يجب أن يكون قادراً على قيادة المراجعة الفنية للاستشاري (PMC) لتصاميم الهندسة المرورية، وخطط إدارة المرور المؤقتة، ومقترحات تحويل الطرق، والتأكد من أن جميع المقترحات تستوفي متطلبات المشروع والمعايير المعمول بها ومتطلبات جهات الطرق، مع الحفاظ على سلامة الوصول وتقليل الإرباك أثناء التنفيذ. وتقدم ARX خدمات استشارية وإدارة مشاريع وخدمات فنية في مجالات متعددة تشمل الطرق والنقل والمطارات والسكك الحديدية والأنفاق ومعالجة المياه وغيرها، وتعمل بنهج «glocal» الذي يجمع الخبرة العالمية مع المعرفة المحلية. ويُعد هذا الفرع توسعاً مهماً للشركة في الشرق الأوسط إلى جانب مكتبها في الإمارات.
المهام والمسؤوليات
- مراجعة دراسات الهندسة المرورية، وتقييمات الأثر المروري، وخطط إدارة المرور المؤقتة، وتصاميم التحويلات المقدمة من الاستشاريين والمقاولين، وتقديم التوصيات الفنية بشأنها.
- تقييم محاور التحويل، وتخطيط التقاطعات، وتوزيع المسارات، والسعة المرورية، ومراحل التنفيذ، واللافتات، وعلامات الطرق، والحواجز، والإنارة، وتجهيزات المشاة ومستخدمي الدراجات.
- التحقق من أن الترتيبات المقترحة توفر وصولاً آمناً للسكان والشركات والنقل العام وخدمات الطوارئ وأنشطة الإنشاء.
- مراجعة مسوحات المرور وتحليلات السعة وافتراضات النمذجة والتقييمات التشغيلية لقياس آثار التحويلات المقترحة.
- التنسيق مع فرق الطرق والمرافق والإنشاءات والمنشآت والسلامة والصحة المهنية لمعالجة تداخلات التصميم ومشكلات قابلية التنفيذ.
- التواصل مع العميل وجهات الطرق وإدارة المرور والاستشاريين والمقاولين لدعم التصاريح والموافقات وتخطيط التنفيذ.
- إصدار ملاحظات مراجعة واضحة وموحدة، ومتابعة الردود والتحقق من إغلاقها قبل التوصية بالقبول ضمن الصلاحيات المفوضة لـ PMC.
- المشاركة في تدقيقات السلامة المرورية، والتأكد من معالجة النتائج ذات الصلة في التصاميم وخطط إدارة المرور المعدلة.
- إجراء زيارات ميدانية قبل تنفيذ التحويلات وبعده للتحقق من الالتزام بالخطط المراجعة، وتحديد الإجراءات التصحيحية المطلوبة.
- مراجعة مقترحات المقاولين المتعلقة بتغيير الترتيبات المرورية المعتمدة، وتقييم آثارها على السلامة والتشغيل والجدول الزمني.
- متابعة أداء المرور أثناء الإنشاء، والتوصية بتحسينات عند ظهور ازدحام أو قيود على الوصول أو مخاوف تتعلق بالسلامة.
- إعداد التقارير الفنية وسجلات المراجعة وتحديثات التقدم والتوصيات لإدارة PMC والعميل.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو هندسة النقل أو تخصص ذي صلة.
- خبرة لا تقل عن 15 عاماً ذات صلة بالهندسة المرورية وتصميم الطرق وإدارة المرور المؤقتة وتخطيط التحويلات.
- خبرة مثبتة في مراجعة تصاميم المرور والتحويلات لمشاريع الطرق الكبرى أو البنية التحتية أو التطوير الحضري.
- خبرة سابقة في دور PMC أو الاستشارات الإشرافية أو ممثل العميل.
- معرفة قوية بمعايير الهندسة المرورية المطبقة ومبادئ السلامة المرورية وإجراءات الموافقة لدى الجهات المحلية.
- خبرة في تقييم العمليات المرورية خلال مراحل التنفيذ المتعددة والظروف الحضرية المقيدة.
- يفضل الحصول على تسجيل مهني هندسي أو الاعتماد كمهندس معتمد (Chartered).
- يفضل وجود خبرة إقليمية ذات صلة والإلمام بمتطلبات جهات الطرق المحلية.

The ideal candidate should have the ability to lead the PMC's technical review of traffic engineering designs, temporary traffic management plans, and road diversion proposals, ensuring that all submissions meet project requirements, applicable standards, and road authority requirements while maintaining safe access and minimizing disruption during construction
Responsibilities:
- Review and provide technical recommendations on traffic engineering studies, traffic impact assessments, temporary traffic management plans, and detour designs submitted by consultants and contractors.
- Assess diversion alignments, junction layouts, lane configurations, traffic capacity, construction staging, signage, road markings, barriers, lighting, and pedestrian and cyclist provisions.
- Verify that proposed arrangements maintain safe access for residents, businesses, public transport, emergency services, and construction activities.
- Review traffic surveys, capacity analyses, modelling assumptions, and operational assessments to evaluate the impacts of proposed diversions.
- Coordinate reviews with highway, utilities, structural, construction, and health and safety teams to resolve design interfaces and constructability issues.
- Liaise with the client, road authorities, traffic police, consultants, and contractors to support permits, approvals, and implementation planning.
- Issue clear, consolidated review comments; track responses and verify closure before recommending acceptance within the PMC's delegated authority.
- Participate in road safety audits and confirm that relevant findings are addressed in revised designs and traffic management proposals.
- Conduct site inspections before and after diversion implementation to verify compliance with reviewed plans and identify required corrective actions.
- Review contractor proposals for changes to approved traffic arrangements and assess their safety, operational, and programme implications.
- Monitor traffic performance during construction and recommend improvements where congestion, access restrictions, or safety concerns arise.
- Prepare technical reports, review registers, progress updates, and recommendations for the PMC management team and client.
- Bachelor's degree in Civil Engineering, Transportation Engineering, or a related discipline.
- Minimum 15 years of relevant experience in traffic engineering, road design, temporary traffic management, and diversion planning.
- Demonstrated experience reviewing traffic and detour designs for major road, infrastructure, or urban development projects.
- Previous experience in a PMC, supervision consultancy, or client representative role.
- Strong knowledge of applicable traffic engineering standards, road safety principles, and local authority approval procedures.
- Experience assessing traffic operations under phased construction and constrained urban conditions.
- Professional engineering registration or chartered status is preferred.
- Relevant regional experience and familiarity with local road authority requirements are preferred.
