في Air Products، نعيد تصور ما هو ممكن من خلال تسخير خبرات فريقنا لتحقيق الابتكار. يعد مشروع NEOM للهيدروجين الأخضر أحد أكثر المشاريع الرأسمالية تعقيدًا وشمولية. مطلوب Senior Project Engineer - Commissioning Support لدعم تسليم مراحل التشغيل والبدء والتسليم بأمان وفي الوقت المحدد، بالإضافة إلى تنسيق أنشطة الاستعداد للأمن السيبراني. الموقع: ضبا، منطقة تبوك، المملكة العربية السعودية، بنظام دوام 8 أسابيع عمل / أسبوعين إجازة.

المهام والمسؤوليات

  • دعم أنشطة التشغيل والبدء والتسليم وفقًا لخطط المشروع المعتمدة ومتطلبات السلامة واستراتيجيات التنفيذ.
  • تنسيق الواجهات متعددة التخصصات (الكهرباء، الأجهزة والتحكم، تكنولوجيا المعلومات/التقنية التشغيلية، الميكانيكا، الإنشاءات، التشغيل) أثناء مرحلة التأهب للتشغيل.
  • تتبع تقدم الجدول الزمني، وتحديد التأخيرات، وتسريع الأنشطة الحرجة مع المقاولين من الباطن والفرق الداخلية؛ ورفع التأخيرات عبر حوكمة المشروع المحددة.
  • دعم تنسيق الاستعداد للأمن السيبراني أثناء مراحل التنفيذ والتشغيل والتسليم، بما يتوافق مع خطط الأمن السيبراني للمشروع.
  • العمل كنقطة تنسيق على مستوى الموقع لمدخلات التنفيذ المتعلقة بـ SAIS / HCIS وهيئة الأمن السيبراني الوطنية (NCA)، ودعم التنسيق الداخلي عبر فرق الهندسة وأمن OT والتقنية الرقمية ومراقبة المشروع.
  • تنظيم ومتابعة الاجتماعات التنسيقية المتعلقة بالأمن السيبراني مع الموردين والمقاولين من الباطن والفرق الداخلية؛ وتتبع الإجراءات والتبعيات.
  • الحفاظ على متتبعات الإجراءات لعناصر الاستعداد للتشغيل والأمن السيبراني؛ وضمان الإغلاق في الوقت المناسب والتقارير الشفافة لقيادة المشروع.
  • دعم أنشطة إدارة التغيير من خلال التأكد من مراجعة التغييرات المتأخرة في التصميم والتركيب والتشغيل والبدء من حيث تأثيرها على الجدول والتكلفة والامتثال.
  • تحديد وتوثيق ورفع مخاطر التنفيذ (الفنية، الجدول الزمني، الاستعداد السيبراني، أو المتعلقة بأصحاب المصلحة) إلى مدير المشروع والقادة المعنيين.
  • إعداد والمساهمة في تقارير حالة التنفيذ الأسبوعية والشهرية، بما في ذلك أبرز أحداث التشغيل والجاهزية السيبرانية والمخاطر والقيود.
  • تعزيز ثقافة قوية للسلامة والامتثال من خلال ضمان التزام أنشطة التشغيل والموقع بالإجراءات المعتمدة والتوقعات التنظيمية - بما في ذلك متطلبات إدارة الطوارئ والاستجابة للطوارئ.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة الكهربائية، أو الأجهزة والتحكم، أو الإلكترونيات والاتصالات، أو تقنية المعلومات، أو أي تخصص هندسي مماثل.
  • خبرة لا تقل عن 10 سنوات في مشاريع النفط والغاز أو المشاريع الصناعية الكبرى، مع خبرة عملية في مراحل التشغيل والبدء أو التسليم في منطقة الشرق الأوسط.
  • خبرة مثبتة عبر دورة حياة المشروع تشمل إدارة الجدول والتكلفة والمخاطر والسلامة والجودة وأصحاب المصلحة.
  • معرفة عملية بأنظمة التحكم الصناعية وبيئات OT والتنسيق خلال مرحلة التنفيذ في مشاريع EPC/PMC.
  • إظهار التزام واضح بالسلامة والامتثال التنظيمي أثناء أنشطة التشغيل والتنفيذ المتعلقة بالأمن السيبراني.
  • دعم الالتزام بمتطلبات الصحة والسلامة والبيئة (EHS) الخاصة بشركة Air Products وإجراءات الموقع وتوقعات حوكمة الأمن السيبراني.

Reimagine What’s Possible 

NEOM Green Hydrogen Project is part of the most complex capital project and a flagship project at scale for Air Products. Air Products is executing an EPC Contract with the customer – NEOM Green Hydrogen Company (NGHC).

The Senior Project Engineer supports safe and timely delivery of the commissioning, startup, and turnover phases associated to NEOM Green Hydrogen Project, with additional responsibility to coordinate cybersecurity readiness activities in alignment with project execution requirements.

The role operates primarily at site and works across multi-disciplinary teams to manage interfaces between construction, commissioning, controls, IT/OT cybersecurity, subcontractors, and internal Air Products stakeholders. The job holder supports schedule, cost, risk, safety, quality, stakeholder management. The candidate shall have considerable priority to coordinate and facilitate the cybersecurity compliance readiness, ensuring that commissioning and handover activities are aligned with SAIS / HCIS and National Cybersecurity Authority (NCA) regulatory expectations.

The position focuses on coordination, follow up, escalation, and documentation, enabling technical leads and cybersecurity managers to remain focused on design and compliance decisions, while ensuring that actions, approvals, and dependencies are tracked and progressed during late execution phases.

This position is based out of Duba, Tabuk Region, Saudi Arabia working on rotation of 8 Weeks ON / 2 Weeks OFF.

The position will be a site-based role with the below duties:

  • Support commissioning, startup, and turnover activities in accordance with approved project plans, safety requirements, and execution strategies.
  • Coordinate multi‑disciplinary interfaces (Electrical, Instrumentation, Controls, IT/OT, Mechanical, Construction, Operations) during commissioning readiness.
  • Track schedule progress, identify slippages, and expedite critical activities with subcontractors and internal teams; escalate delays through defined project governance.
  • Support cybersecurity readiness coordination during execution, commissioning, and turnover phases, in alignment with project cybersecurity plans.
  • Act as a site‑level coordination focal point for SAIS / HCIS and NCA‑related execution inputs, supporting internal alignment across Engineering, OT Cybersecurity, Digital Technology, and Project Controls teams.
  • Support organization and follow‑up of cybersecurity‑related coordination meetings with vendors, subcontractors, and internal teams; track actions and dependencies.
  • Maintain action trackers for commissioning and cybersecurity readiness items; ensure timely closure and transparent reporting to project leadership.
  • Support change management activities by ensuring that late design, installation, commissioning, or startup changes are reviewed for schedule, cost, and compliance impacts.
  • Identify, document, and escalate execution risks (technical, schedule, cybersecurity readiness, or stakeholder‑related) to the Project Manager and relevant leads.
  • Prepare and contribute to weekly and monthly execution status reports, including commissioning and cyber readiness highlights, risks, and constraints.
  • Promote a strong safety and compliance culture by ensuring commissioning and site activities adhere to approved procedures and regulatory expectations - including emergency management, emergency response related requirements

Minimum Requirements

  • Bachelor’s degree in Electrical Engineering, Instrumentation & Controls, Electronics & Communications, IT, or equivalent engineering discipline.
  • Minimum 10+ years of experience in Oil & Gas or large industrial projects, with hands‑on exposure to commissioning, startup, or turnover phases in the Middle East.
  • Demonstrated experience across the project life cycle, including schedule, cost, risk, safety, quality, and stakeholder management.
  • Working knowledge of industrial control systems, OT environments, and execution‑phase coordination in EPC / PMC project
  • Demonstrates visible commitment to safety and regulatory compliance during commissioning and cyber‑related execution activities.
  • Supports adherence to Air Products EHS requirements, site procedures, and cybersecurity governance expectations.
  • Proactively identifies hazards, execution risks, and compliance gaps and ensures timely escalation.
