شركة KBR, Inc. تبحث عن Community Planner (بتصريح أمني سري) للعمل في السعودية، ضمن برنامج ASAB لتقديم خدمات الدعم الشامل للقاعدة في الكويت. سيتولى المخطط المجتمعي مسؤولية التخطيط المجتمعي وإدارة الأنشطة المتعلقة بالجوانب البشرية والمادية للمجتمع والتخطيط الإقليمي والحضري والشامل واستخدام الأراضي، بالإضافة إلى دعم تطوير خطة تطوير المنشأة (IDP) ودراسات التخطيط الشامل.

المهام والمسؤوليات

  • ضمان التخطيط المتوافق للاستخدام بين المنشآت داخل وخارج القاعدة وتطوير البنية التحتية واستخدام الأراضي، وإعداد منظور إقليمي ومحلي للظروف خارج القاعدة.
  • تخطيط وبرمجة وموازنة وتنفيذ المشاريع المطلوبة لدعم البرامج المسندة، واستخدام أدوات تقدير التكاليف لإنتاج تقديرات حكومية وبرمجة المشاريع.
  • جمع البيانات وتقييم العوامل التي تؤثر على التطوير المادي وصيانة وإدارة أصول البنية التحتية للمنشأة.
  • إعداد دراسات التخطيط وتطبيق الأدوات وتحليل البيانات الكمية والنوعية.
  • العمل كعضو فريق متكامل، والتعاون مع القوات الأمريكية المنتشرة ودعمها.
  • ضمان تحقيق جميع أهداف الأداء التعاقدي وتقديم التسليمات التعاقدية للحكومة.
  • العمل مع قوى عاملة متنوعة ودولية ومتعددة المهارات.
  • التواجد خلال ساعتين من الإخطار للقاء موظفي الحكومة في القاعدة عند الحاجة.
  • ضمان تقديم الخدمات بنجاح لـ 4,000 فرد (بهامش ±10%) في جميع الأوقات.
  • المسؤولية عن الاستخدام السليم والمحاسبة والحماية لجميع الممتلكات المقدمة من الحكومة والمقاول (بما في ذلك المرافق والمعدات والأدوات والمعلومات والبيانات).
  • ضمان الامتثال لجميع القوانين الأمريكية وقانون العمل السعودي والمعايير النهائية الحاكمة (FGS) ووثيقة التوجيه البيئي الأساسي الخارجي (OEBGD) وتعليمات القوات الجوية (AFI) والمعايير المحلية.
  • أداء مهام أخرى حسب التكليف.

الشروط والمتطلبات

  • درجة البكالوريوس في التخطيط المجتمعي أو الهندسة المعمارية أو الهندسة. (يمكن تجاوز شرط الدرجة بخبرة تزيد عن الحد الأدنى).
  • خبرة عمل لا تقل عن 4 سنوات في مشاريع مماثلة.
  • أن يكون مواطناً أمريكياً بحامل رخصة قيادة أمريكية سارية.
  • امتلاك جواز سفر (كتاب جواز سفر وليس بطاقة) مع صلاحية متبقية لا تقل عن 13 شهراً و6 صفحات تأشيرة/ختم فارغة على الأقل.
  • الحصول على تصريح أمني سري أمريكي (SECRET) ساري المفعول والحفاظ عليه.
  • القدرة على قراءة وكتابة والتحدث وفهم اللغة الإنجليزية بطلاقة.
  • استيفاء متطلبات مسرح القيادة المركزية الأمريكية (CENTCOM MOD-15).
  • القدرة على ارتداء معدات الحماية الشخصية (خوذة، قفازات، أحذية فولاذية، حماية سمع وبصر، إلخ) والتعامل مع الظروف الخطرة المحتملة.
  • استخدام أجهزة اتصال لاسلكية وهواتف محمولة وأجهزة كمبيوتر محمولة للحفاظ على الاتصال والمساءلة.
  • العمل في بيئات داخلية وخارجية مع التعرض للحرارة والبرودة والغبار والضوضاء والمواد الكيميائية.
  • قد يتطلب العمل ساعات إضافية أو نوبات أو سفر متكرر، والاستعداد للعمل في بيئة حرب أو طوارئ.
  • متطلبات بدنية تشمل رفع حتى 35 رطلاً (ورفع جماعي حتى 50 رطلاً) والتسلق والجلوس أو الوقوف لفترات طويلة والانحناء والتمدد.
  • ارتداء معدات الحماية الفردية (IPE) مثل الدروع الواقية للجسم من المستوى III+/IV وخوذة ACH والملابس الواقية.

المهارات المطلوبة

  • يفضل حضور دورة AFIT WENG 519 (مبادئ تخطيط المنشآت الجوية).
  • خبرة في إنشاء القواعد الجوية الأمريكية / وزارة الدفاع وإدارة التغيير والنمو.
  • مهارات في جمع البيانات وتحليلها واستخدام أدوات تقدير التكاليف.
  • القدرة على العمل ضمن فريق متنوع ودولي.

Program Summary

The KBR ASAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at the Ali Al Salem Air Base in Kuwait. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.

Job Summary

The Ali Al Salem Air Base Community Planner shall provide community planning, and the management of activities related to human as well as physical aspects of community, regional, urban, comprehensive, and land use plans in support of an installation. Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions.

Roles And Responsibilities

  • Ensures compatible use planning between on and off installation facility and infrastructure development and land use and develops a regional and local vicinity perspective of conditions off the installation
  • Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, and program projects.
  • Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
  • Prepares planning studies, applies tools, and analyzes quantitative and qualitative data.
  • This position shall function as an integral team member, cooperating with and supporting U.S. deployed forces.
  • Ensure all contractual performance objectives are met and contractual submittals are provided to the government.
  • Work with a diverse, international, and multi-skill workforce
  • As required, be available within two (2) hours of notification to meet on the installation with Government personnel.
  • Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%, at all times.
  • Responsible for proper utilization, accounting, and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment tools, information and Data).
  • Ensure compliance with all US laws, Saudi Labor Law, Final Governing Standards (FGS), Overseas Environmental Baseline Guidance Document (OEBGD), Air Force Instruction (AFI) and local standards
  • Performs other duties as assigned.

Material & Equipment Directly Used

  • May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.
  • Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.

Working Environment

  • Work will be indoors and outdoors.
  • Exposure to heat, cold, dust, noise, chemicals may occur.
  • Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.
  • Employees must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
  • Task specific work environment training may be provided.
  • Must be prepared to function in a wartime or contingency environment to support U.S. interests.

Physical Activities

  • Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.
  • Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.
  • Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.
  • Work requires moderate to heavy physical exertion including walking to operating areas and walking up stairs.

Basic Qualifications

  • Bachelor’s Degree in Community Planning, Architecture, or Engineering
  • Community Planning Experience above minimum may waive requirement for a bachelor’s degree
  • Minimum 4 years’ work experience with similar project.
  • Must be a U.S. Citizen with a current U. S. Driver's License.
  • Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
  • Must have and maintain a valid U. S. SECRET Security Clearance
  • Must be able to read, write, speak and understand English fluently
  • Candidates must also meet CENTCOM MOD-15 theater requirements.

Preferred Qualifications

  • Attendance at the AFIT WENG 519, Air Force Installation Planning Principles course, highly desired.
  • Experience setting up DOD/USAF Bare Bases as well as performing change and growth management.
