JOB PURPOSE

The Safety Engineer is responsible for planning, implementing, and monitoring health, safety, and environmental (HSE) practices on assigned construction and engineering project sites, ensuring full compliance with Group HSE policy, Saudi regulatory requirements, and client/contractual safety standards. The role identifies hazards, controls risk, investigates incidents, and builds a strong site safety culture to protect personnel, assets, and project continuity.

KEY RESPONSIBILITIES

• Implement the project/site HSE plan in line with Group HSE policy, applicable Saudi regulations, and client-specific safety requirements.
• Conduct regular site inspections and safety audits to identify hazards, unsafe conditions, and non-compliant practices, and drive timely corrective action.
• Develop, review, and enforce Job Safety Analyses (JSAs), Method Statements, Permit-to-Work (PTW) procedures, and risk assessments for site activities.
• Lead toolbox talks, safety inductions, and ongoing HSE training and awareness sessions for site workforce, subcontractors, and visitors.
• Investigate incidents, near-misses, and accidents; determine root cause, document findings, and recommend corrective and preventive actions.
• Monitor and enforce use of Personal Protective Equipment (PPE), safe work practices, and compliance with scaffolding, lifting, excavation, electrical, and confined-space safety standards.
• Maintain HSE records, statistics, and reports (LTIFR, TRIR, near-miss logs) and prepare regular reports for project management and Group HSE.
• Coordinate emergency preparedness and response arrangements, including drills, first-aid provisions, and liaison with civil defense and emergency services.
• Support subcontractor HSE pre-qualification, on-site compliance monitoring, and enforcement of contractual safety obligations.
• Liaise with client HSE representatives, regulatory bodies, and third-party auditors during inspections, audits, and certification activities.
• Contribute to continuous improvement of HSE management systems in line with ISO 45001 and ISO 14001 principles.
• Escalate high-risk conditions or non-conformances promptly, with authority to stop unsafe work in accordance with Group HSE policy.

QUALIFICATIONS & EXPERIENCE

• Bachelor's degree in Occupational Health & Safety, Engineering (Civil/Mechanical/Industrial), or a related field.
• NEBOSH International General Certificate (IGC) required; NEBOSH Diploma, IOSH Managing Safely, or equivalent preferred.
• OSHA 30-Hour (Construction) certification and/or Certified Safety Professional (CSP) credential are advantageous.
• Minimum 4-8 years of HSE experience in construction, engineering, or industrial project environments, with direct site-based responsibility.
• Working knowledge of Saudi HSE regulations, civil defense requirements, and international standards (ISO 45001, ISO 14001).
• Experience conducting incident investigations, risk assessments, and safety audits on active construction sites.
