تعلن شركة NOV عن توفر وظيفة أخصائي الصحة والسلامة والبيئة (HSE Specialist) في مدينة رأس الخير، المنطقة الشرقية، السعودية.
نبذة عن الوظيفة
يدعم الأخصائي تنفيذ برامج الصحة والسلامة والبيئة (HSE) من خلال ضمان الامتثال للوائح المعمول بها، وسياسات الشركة، والمعايير الصناعية. كما يساهم في تحديد المخاطر في مكان العمل، وإجراء التفتيش، وتعزيز الوعي بالسلامة، ودعم التحسين المستمر للحفاظ على بيئة عمل آمنة وصحية.
المهام والمسؤوليات
- ضمان الامتثال الكامل لبرنامج السلامة الخاص بشركة ARM و/أو العميل.
- مساعدة ودعم مشرف HSE في تنظيم وتنفيذ برامج HSE وجميع المهام المتعلقة بالسلامة.
- تقديم المشورة لمديري الخطوط/المشرفين بشأن الإجراءات التصحيحية/الوقائية أو التدابير اللازمة لتنفيذ برنامج HSE بالكامل.
- التقييم المستمر للمخاطر في مكان العمل.
- مراجعة تحليل سلامة الوظيفة/تحديد المخاطر (JSA/HIRA) كجزء من عملية تقييم المخاطر.
- الإبلاغ عن المخالفين المتكررين أو العاملين غير المكترثين بالسلامة واتخاذ الإجراء المناسب وفقاً للوائح ARM أو إجراءات العميل التأديبية.
- التحقيق في جميع الحوادث والإصابات والأضرار بالممتلكات وغيرها من الحوادث المتعلقة بالسلامة، وإصدار التقارير المطلوبة وضمان تنفيذ التدابير الوقائية الموصى بها.
- الاحتفاظ بسجلات كافية لجميع الحوادث وإعداد ومراقبة وتحديث إحصائيات HSE شهرياً.
- إجراء تفتيش سلامة متكرر للتحقق من الامتثال لبرنامج السلامة، ولفت انتباه مشرف HSE إلى أي قصور أو عيوب للمراجعة والتحسين المستمر.
- التحقق من الاستخدام السليم لمعدات الوقاية الشخصية (PPE) وصيانتها وتقييم فعاليتها.
- تشجيع جميع العاملين على الوعي بالسلامة من خلال جلسات التوعية والندوات عند الحاجة، واقتراح طرق لتحسين السلامة الشخصية ومنع الخسائر أو الأضرار في المعدات والمواد.
- التأكد من أن أي معدات في الموقع مناسبة ومزودة بالشهادات الصالحة اللازمة.
- تنفيذ أي تعليمات أخرى يصدرها مشرف HSE.
- المسؤولية عن الالتزام بسياسة وأهداف وإجراءات الصحة والسلامة والبيئة المطبقة.
- المسؤولية عن سلامته الشخصية وسلامة الآخرين من حوله.
- المسؤولية عن العناية المعقولة بالبيئة والمساهمة في توفير الطاقة وتقليل النفايات.
- كونه نقطة الاتصال لتقديم الخدمات والوثائق اللازمة المتعلقة بأنشطة HSE للمشاريع، بما في ذلك إعداد وثائق HSE أو استكمال الاستبيانات.
- بعد الإخطار من إدارة الموارد البشرية بموظفين جدد، ترتيب تقديم التعريف بالشركة/برنامج HSE قبل بدء العمل.

- مراقبة الأنشطة التشغيلية بما في ذلك حالة فحص المعدات والمصانع ومعدات الرفع وتحديثها.
- أي مهام أخرى يطلبها مدير HSE الأول/مشرف HSE بشكل معقول.
- ضمان تتبع جميع بطاقات الملاحظات (Observation cards) بشكل صحيح واستكمالها.
الشروط والمتطلبات
- خبرة من 2 إلى 4 سنوات في مجال HSE، ويفضل في قطاع النفط والغاز أو التصنيع أو ما يعادله، بما في ذلك التحقيق والتفتيش والتدقيق والتدريب والمهارات الشخصية والتدريب والعرض.
- درجة البكالوريوس في العلوم أو دبلوم في مجال السلامة أو ما يعادلها أو في مجال ذي صلة.
- شهادات مهنية متعلقة بمجال HSE.
المهارات المطلوبة
- مهارات التحقيق والتفتيش والتدقيق.
- مهارات التدريب والتقديم والتواصل الشخصي.

Responsibilities
Primary Responsibilities:
- Ensure full compliance with ARM and / or Client's safety program.
- Assist and support HSE Supervisor in organizing and executing HSE programs and all safety related assignments.
- Advise Department Line managers/supervisors were required to take corrective / preventive actions or on measures necessary to carry out implementation of the HSE Program to its fullest extent.
- Continuously assess and evaluate the risks in the workplace.
- Review Job Safety Analysis/Hazard identification (JSA/HIRA) as part of risk assessment process.
- Ensure habitual violators or safety complacent site personnel are reported and appropriate action is taken in accordance with existing ARM rules & regulations or client's disciplinary procedure.
- Investigate all accidents, injuries, property damage and other safety related incidents, issue and disseminate required reports and ensure that recommended preventive measures are carried out.
- Retain adequate records of all accidents & incidents and prepare, monitor and update HSE statistics monthly.
- Carry out frequent safety inspections to check conformance with the established safety program and draw HSE Supervisor attention to defects or deficiencies for review and as a basis for continuous improvement.
- Check proper usage and maintenance of PPE and evaluate its effectiveness.
- Encourage all trades to be safety consciousness through toolbox talk / awareness sessions where required and to suggest ways of improving personal safety as well as preventing loss or damage to equipment and materials.
- Ensure that any equipment on site is suitable and provided with necessary valid certificates.
- To follow any other instructions given by HSE Supervisor.
- Responsible for adhering to and following the implemented Health, Safety and Environment (HSE) policy, objectives and procedures.
- Responsible for his own safety and that of others working around him.
- Responsible for reasonable care towards the environment and to contribute to energy savings and waste reduction.
- Focal point in providing the necessary services and documents with respect to HSE activities for projects including preparation of any HSE documents or completion of questionnaires.
- On notification from HR Department of new personnel, arrange delivery of the company / HSE Induction prior to individual commencing work.
- Responsibility for ensuring that the inspection, servicing and maintenance of fire extinguishers, Oxy- Fuel cylinders and associated equipment and vehicle/plant inspections are conducted monthly and are in accordance with any relevant manufacturer's recommendation.
- Act as a designated Fire Warden and when required Incident Controller as required for the ARM premises.
- Maintain a safe working environment within the confines of ARM.
- Act as a First Aider where required.
- Identify hazards in workplace and ensure that controls are in place.
- Identify near-miss incidents and ensure corrective measures are taken.
- Monitor operational activities including plant and lifting equipment inspection status and update.
- Any other duties as reasonably requested by Senior HSE Manager/HSE Supervisor.
Qualifications
Experience Required:
2 to 4 Years in HSE field preferably in Oil and Gas/Manufacturing or similar, Including but not limited investigation, inspection, auditing, training and inter-personnel, training & presentation skill.
Education/Qualifications
- Bachelor’s degree in science or Degree Diploma in safety field or equivalent or relevant field.
- Professional certifications related to HSE field.
