يسعى مشروع القدية (Qiddiya) في الرياض إلى تعيين أخصائي حوكمة المشتريات والتقارير (Specialist - Procurement Governance & Reporting)، والذي سيتولى تعزيز الشفافية والمساءلة في أنشطة المشتريات من خلال تطوير أطر الحوكمة وأنظمة التقارير.
المهام والمسؤوليات
- تصميم وتنفيذ وصيانة سياسات وإجراءات الحوكمة المتعلقة بأنشطة المشتريات.
- ضمان توافق عمليات المشتريات مع اللوائح المحلية والمعايير الداخلية وأفضل الممارسات.
- تطوير وإدارة أدوات ولوحات تقارير المشتريات لتسهيل اتخاذ القرارات المبنية على البيانات.
- إعداد وتقديم تقارير دورية حول مقاييس أداء المشتريات والامتثال وتقييم المخاطر للإدارة العليا.
- تحليل بيانات المشتريات لتحديد الاتجاهات وأوجه القصور وفرص التحسين المستمر.
- المساعدة في تدقيق عمليات المشتريات لضمان الالتزام بأطر الحوكمة والمعايير القانونية.
- دعم تحديد وتخفيف المخاطر المرتبطة بالمشتريات طوال دورة حياة المشتريات.
- التعاون مع الفرق متعددة الوظائف لتعزيز ثقافة الحوكمة والامتثال في المشتريات.
- تنظيم ورش عمل وتدريبات لموظفي المشتريات حول سياسات الحوكمة ومتطلبات التقارير.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة الأعمال، إدارة سلسلة التوريد، المالية، أو مجال ذي صلة.
- خبرة لا تقل عن 3 سنوات في حوكمة المشتريات أو الامتثال أو التقارير ضمن مؤسسة كبيرة.
- مهارات تحليلية وإعداد تقارير قوية مع إتقان أدوات تحليل البيانات وExcel.
- الإلمام بلوائح المشتريات وأفضل الممارسات في المملكة العربية السعودية.
- مهارات تواصل ممتازة شفهياً وكتابياً للتفاعل الفعال مع أصحاب المصلحة على جميع المستويات.
- دقيق ومنظم مع القدرة على إدارة مهام ومشاريع متعددة في وقت واحد.
- إجادة اللغة العربية تعتبر ميزة إضافية.

The Specialist - Procurement Governance & Reporting plays a critical role in enhancing the transparency and accountability of procurement activities at Qiddiya Investment Company. This position is responsible for establishing and maintaining governance frameworks that align with organizational policies and regulatory requirements. Additionally, the Specialist will develop and manage reporting systems to ensure effective monitoring of procurement performance and compliance.

- Design, implement, and maintain governance policies and procedures related to procurement activities
- Ensure alignment of procurement processes with local regulations, internal standards, and best practices
- Reporting and Analytics:
- Develop and manage procurement reporting tools and dashboards to facilitate data-driven decision-making
- Prepare and present regular reports on procurement performance metrics, compliance, and risk assessments to senior management
- Analyze procurement data to identify trends, inefficiencies, and opportunities for continuous improvement
- Compliance Monitoring:
- Assist in the auditing of procurement processes to ensure adherence to established governance frameworks and compliance with legal standards
- Support the identification and mitigation of procurement-related risks throughout the procurement lifecycle
- Stakeholder Engagement:
- Collaborate with cross-functional teams to promote a culture of governance and compliance within procurement
- Facilitate training and workshops for procurement staff on governance policies and reporting requirements
- Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field
- At least 3 years of experience in procurement governance, compliance, or reporting within a large organization
- Strong analytical and reporting skills, with proficiency in data analytics tools and Excel
- Familiarity with procurement regulations and best practices in Saudi Arabia
- Excellent communication skills, both verbal and written, to effectively engage with stakeholders at all levels
- Detail-oriented and organized with the ability to manage multiple tasks and projects simultaneously
- Proficiency in Arabic is a plus
