شركة Parsons Corporation تبحث عن مدير تصميم مدني - طرق للانضمام إلى فريقها في الرياض. سيتولى هذا المنصب الإشراف على تصميم وتخطيط وتنفيذ شبكات الطرق وأنظمة إدارة المرور والبنية التحتية للنقل ضمن مشروع تطوير ضيافة سكني فاخر.

المهام والمسؤوليات

  • قيادة تصميم وتخطيط وتنفيذ الطرق والتقاطعات وأنظمة التحكم في المرور وحلول المواقف داخل المشروع.
  • ضمان امتثال جميع تصاميم الطرق والمرور للمعايير المحلية والدولية للسلامة والكفاءة والاستدامة.
  • تحسين محاذاة الطرق وهياكل الرصف والتسوية لدعم وظائف المشروع وجمالياته.
  • الإشراف على تصميم وتنفيذ أنظمة النقل الذكية (ITS) والتقاطعات الإشارية وحلول التنقل الملائمة للمشاة.
  • تنفيذ حلول مرورية مستدامة تشمل بنية تحتية لشحن السيارات الكهربائية وتحكم ذكي في المرور وتخطيط متعدد الوسائط.
  • إدارة أنشطة إنشاء الطرق مع ضمان الامتثال للجداول الزمنية والميزانيات ومعايير الجودة.
  • التنسيق مع المهندسين المدنيين ومخططي المدن ومهندسي المناظر الطبيعية والمقاولين لدمج أنظمة الطرق والمرور مع المخطط الرئيسي.
  • ضمان وجود بنية تحتية مناسبة للصرف واللافتات وعلامات الطرق والإضاءة لتحسين تدفق المرور والسلامة.
  • إجراء تقييمات تأثير المرور (TIA) وتنفيذ استراتيجيات التخفيف عند الضرورة.
  • ضمان الالتزام بمعايير تصميم الطرق والطرق السريعة الوطنية والدولية (AASHTO, FHWA, لوائح DOT المحلية).
  • التعاون مع السلطات المحلية ووكالات التصاريح للحصول على الموافقات اللازمة.
  • مواكبة لوائح السلامة المرورية واتجاهات التنقل الذكي وابتكارات البنية التحتية.
  • تحديد وتخفيف مخاطر الازدحام المروري ومخاطر السلامة على الطرق ونقاط الضعف في البنية التحتية.

  • إجراء عمليات تفتيش ميدانية وتدقيق وتقييم أداء شبكات الطرق والنقل.
  • قيادة وتوجيه فرق المشروع بما في ذلك مهندسي المرور واستشاريي تصميم الطرق والمقاولين.
  • التعاون مع الجهات الحكومية والعملاء والاستشاريين لضمان التكامل الفعال لشبكة الطرق.
  • تمثيل المشروع في اجتماعات التقدم والمناقشات التنظيمية والمشاركة مع أصحاب المصلحة.

الشروط والمتطلبات

  • درجة البكالوريوس أو الماجستير في الهندسة المدنية أو هندسة النقل أو مجال ذي صلة.
  • أكثر من 20 عامًا من الخبرة في هندسة الطرق والمرور مع تركيز قوي على مشاريع البنية التحتية.
  • خبرة مثبتة في مشاريع الضيافة الفاخرة والسكنية والتطوير الحضري واسع النطاق.
  • معرفة قوية ببرامج تصميم الطرق السريعة (Civil 3D, MX Road, Open Roads, SYNCHRO, VISSIM أو ما يماثلها).
  • خبرة في دراسات تأثير المرور وحلول التنقل الذكي وأنظمة النقل المتكاملة.

Job Description

Parsons is looking for an amazingly talented Civil Design Manager - Roads & Traffic to join our team! Civil Design Manager - Roads & Traffic will be responsible for overseeing the design, planning, and execution of road networks, traffic management systems, and transportation infrastructure for a high-end luxury hospitality, residential, and infrastructure development. The role requires extensive experience in infrastructure development, ensuring the seamless integration of road and traffic systems while maintaining the highest safety, regulatory, and aesthetic standards.

What You'll Be Doing

Road & Traffic Engineering Oversight:

  • Lead the design, planning, and implementation of roads, intersections, traffic control systems, and parking solutions within the development.
  • Ensure all road and traffic designs comply with local and international standards for safety, efficiency, and sustainability.
  • Optimize road alignments, pavement structures, and grading to support project functionality and aesthetics.
  • Oversee the design and implementation of intelligent transportation systems (ITS), signalized intersections, and pedestrian-friendly mobility solutions.
  • Implement sustainable traffic solutions, including EV charging infrastructure, smart traffic control, and multimodal transportation planning.


Project Execution & Coordination

  • Manage road construction activities, ensuring compliance with schedules, budgets, and quality standards.
  • Coordinate with civil engineers, urban planners, landscape architects, and contractors to integrate road and traffic systems with the overall master plan.
  • Ensure proper drainage, signage, road marking, and lighting infrastructure for optimized traffic flow and safety.
  • Conduct traffic impact assessments (TIA) and implement mitigation strategies where necessary.


Regulatory Compliance & Permitting

  • Ensure adherence to national and international traffic and highway design standards (AASHTO, FHWA, local DOT regulations, etc.).
  • Work closely with local authorities and permitting agencies to obtain necessary approvals.
  • Stay updated on road safety regulations, smart mobility trends, and infrastructure innovations.


Risk Management & Quality Control

  • Identify and mitigate traffic congestion risks, road safety hazards, and infrastructure vulnerabilities.
  • Implement rigorous quality control measures during road construction and traffic system installations.
  • Conduct site inspections, audits, and performance assessments of roads and transportation networks.


Leadership & Stakeholder Engagement

  • Lead and mentor project teams, including traffic engineers, road design consultants, and contractors.
  • Collaborate with government agencies, clients, and consultants to ensure effective road network integration.
  • Represent the project in progress meetings, regulatory discussions, and stakeholder engagements.


What Required Skills You'll Bring

  • Bachelor’s or Master’s degree in Civil Engineering, Transportation Engineering, or a related field.
  • 20 + years of experience in road and traffic engineering, with a strong focus on infrastructure projects.
  • Proven expertise in luxury hospitality, residential, and large-scale urban development projects.
  • Strong knowledge of highway design software (Civil 3D, MX Road, Open Roads, SYNCHRO, VISSIM, or similar).
  • Experience with traffic impact studies, smart mobility solutions, and integrated transport systems.
