تعلن شركة Parsons Corporation عن توفر وظيفة HSE Manager (سعودي الجنسية) في مدينة الرياض، حيث سيتولى المرشح المسؤولية الكاملة عن السلامة والصحة العامة والامتثال البيئي وإدارة المخاطر ضمن نطاق سكن العمالة عالي الكثافة.

المهام والمسؤوليات

  • مراقبة جودة المياه والتخلص من مياه الصرف الصحي ومكافحة الآفات وجودة الهواء الداخلي لمنع تفشي الأمراض المعدية في المباني السكنية.
  • التنسيق مع العيادات الطبية وفرق الطوارئ لإدارة الصحة المهنية وبروتوكولات عزل الأمراض المعدية والإبلاغ عن الإصابات.
  • تطوير وتحديث واختبار خطة الاستجابة للطوارئ على مستوى القرية، بما في ذلك تدريبات الإخلاء واسعة النطاق وبروتوكولات إدارة الحشود.
  • التعاون مع الفرق الهندسية لضمان عمل أنظمة الإنذار والإطفاء والمخارج بشكل كامل وبدون عوائق.
  • قيادة التحقيقات في جميع الحوادث أو الاقترابات الخطرة أو الخروقات الأمنية داخل القرية، وتحديد الأسباب الجذرية وتنفيذ الإجراءات التصحيحية.
  • مراجعة عمليات المقاولين من الباطن (الصيانة والتشغيل والخدمات اللينة) للتأكد من التزامهم الصارم ببروتوكولات السلامة.
  • الإشراف على التحقق والموافقة على إجراءات السلامة للعمليات عالية المخاطر مثل الأعمال الساخنة والدخول إلى الأماكن المغلقة والعمل على المرتفعات.
  • إعداد وتقديم تقارير وإحصاءات أداء السلامة الأسبوعية والشهرية واتجاهات الحوادث للإدارة العليا.
  • ضمان التعامل والتخزين والتخلص الآمن من النفايات الخطرة والصلبة الناتجة عن سكان القرية.
  • التحقق من أن الظروف المعيشية والتهوية والكثافة السكانية تتوافق مع أطر العمل الدولية والقوانين المحلية.

الشروط والمتطلبات

  • درجة البكالوريوس في السلامة والصحة المهنية أو العلوم البيئية أو الهندسة أو أي تخصص ذي صلة.
  • شهادات سلامة مهنية معترف بها عالمياً مثل NEBOSH International Diploma أو IOSH Graduate/Chartered أو ما يعادلها من OSHA.
  • خبرة مهنية لا تقل عن 10 سنوات في مجال الصحة والسلامة والبيئة، مع 3-4 سنوات على الأقل في منصب إداري يدير عمليات السلامة أو الصحة العامة في مخيمات نائية أو سكن عمالة أو أصول سكنية عالية الكثافة.
  • قدرة قوية على إدارة المقاولين وحل النزاعات والتواصل مع الجهات التنظيمية.
  • يشترط أن يكون المرشح سعودي الجنسية.

Job Description

Parsons is looking for an amazingly talented HSE Manager to join our team!

The HSE Manager serves as the ultimate authority for life safety, public health, environmental compliance, and risk prevention across the workforce accommodation footprint. This role focuses on preventing public health outbreaks, ensuring food safety, maintaining mass evacuation readiness, and auditing subcontractors. The manager leads the implementation of safety frameworks to guarantee a secure environment for thousands of high-density residential village residents.

What You'll Be Doing

  • Public Health & Food Safety Governance
  • Sanitation & Disease Prevention: Monitor water quality, wastewater disposal, pest control, and indoor air quality to prevent transmissible disease outbreaks in residential blocks.
  • Medical Interface: Coordinate with on-site medical clinics and emergency response teams to manage occupational health, infectious illness isolation protocols, and injury reporting.
  • Fire, Life Safety & Emergency Response
  • Emergency Readiness: Develop, update, and test the village-wide Emergency Response Plan (ERP), including large-scale evacuation drills and crowd management protocols.
  • FLS Compliance: Partner with engineering teams to ensure fire alarms, suppression systems, and emergency exits are fully functional and free of impairments.
  • Incident Investigation: Lead investigations into all incidents, near-misses, or safety breaches within the village, establishing root causes and implementing corrective actions.
  • Subcontractor HSE Auditing & Operations
  • Performance Monitoring: Audit operations and maintenance (O&M) and soft services subcontractors to ensure their staff strictly adhere to safety protocols.
  • Permit to Work (PTW) Governance: Oversee the verification and approval of safety procedures for high-risk maintenance operations like hot work, confined space entry, or working at heights.
  • Reporting & Analytics: Compile and present comprehensive weekly and monthly HSE performance statistics, incident metrics, and trend analyses to senior leadership.
  • Environmental & Welfare Compliance
  • Waste Management Safety: Ensure safe handling, storage, and disposal of hazardous and municipal solid waste generated by the village population.
  • Welfare Auditing: Verify that the physical living conditions, ventilation, and density of the accommodation comply with international labor welfare frameworks and local municipal laws.


What Required Skills You'll Bring

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline.
  • Globally recognized professional safety credentials such as NEBOSH International Diploma, IOSH Graduate/Chartered membership, or OSHA equivalents.
  • Minimum of 10 years of professional experience in HSE, with at least 3-4 years management experience directly managing safety or public health operations in massive remote camps, workforce accommodations, or high-density residential assets.
  • Strong contractor governance, dispute resolution, and regulatory liaison capabilities.
  • Saudi Nationals only.
