شركة بارسونز تبحث عن محترف أول في العمليات والصيانة (O&M) للانضمام إلى فريقها في مدينة الرياض، حيث يتولى قيادة استراتيجيات التشغيل اليومي وصيانة وإدارة الأصول للبنية التحتية الحضرية واسعة النطاق داخل المملكة العربية السعودية، مع ضمان أعلى مستويات السلامة والكفاءة والاستدامة بما يتوافق مع المعايير الوطنية.

المهام والمسؤوليات

  • القيادة التشغيلية: توجيه العمليات اليومية للمدينة والخدمات البلدية وصيانة الأصول، وضمان الالتزام الصارم بمعايير الصحة والسلامة والبيئة الوطنية، وإدارة اتفاقيات مستوى الخدمة (SLAs) ومؤشرات الأداء الرئيسية (KPIs) المعقدة.
  • استراتيجية الأصول والصيانة: تطوير وتنفيذ برامج الصيانة الوقائية والتنبؤية والتصحيحية، والإشراف على إدارة دورة حياة الأصول من التشغيل إلى الإيقاف، وتعظيم موثوقية وفعالية البنية التحتية الحيوية وشبكات المرافق.
  • إدارة الموردين وأصحاب المصلحة: الإشراف على المقاولين الخارجيين ومقدمي خدمات التشغيل والصيانة والفرق الفنية، والتعاون مع فرق التطوير والهندسة أثناء التسليم، والعمل كنقطة اتصال رئيسية للاستفسارات الفنية ومراجعات الأنظمة.
  • التتبع المالي والبيانات: إدارة ميزانيات التشغيل (OPEX) وتحديد مبادرات خفض التكاليف، واستخدام أنظمة إدارة الصيانة المحوسبة (CMMS) لتتبع أوامر العمل، وإعداد تقارير فنية شاملة وإحاطات أداء للإدارة التنفيذية.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة (ميكانيكية، كهربائية، مدنية) أو إدارة المرافق.
  • خبرة لا تقل عن 6 سنوات في مجال التشغيل والصيانة أو إدارة المرافق أو البنية التحتية على مستوى المدن.
  • خبرة مثبتة في العمل على المشاريع الضخمة أو العملاقة أو المجتمعات المخططة في المملكة العربية السعودية.
  • الجنسية السعودية فقط.

المهارات المطلوبة

  • معرفة عميقة بتقنيات المدن الذكية، وشبكات المرافق، وأنظمة التبريد المركزي.
  • فهم قوي لبرامج دورة حياة الأصول وأدوات إدارة الصيانة المحوسبة الحديثة (CMMS).
  • طلاقة مهنية في اللغة الإنجليزية، ويُفضل إتقان اللغة العربية.
  • الإلمام باللوائح البلدية والمعايير الهندسية السعودية.
  • مهارات ممتازة في القيادة والتفاوض وإدارة الموردين.

Job Description

Parsons is looking for an amazingly talented Senior O&M Professional (Saudi National) to join our team!

The Senior O&M Professional leads the day-to-day operations, maintenance, and asset management strategies across large-scale city infrastructure within the Kingdom of Saudi Arabia. This role ensures all urban systems, public utilities, and facilities operate at peak safety, efficiency, and sustainability in alignment with national standards.

What You'll Be Doing

Operational Leadership

  • Direct daily city operations, municipal services, and asset maintenance.
  • Ensure all operational activities strictly align with national health, safety, and environmental (HSE) standards.
  • Manage complex service level agreements (SLAs) and key performance indicators (KPIs).


Asset & Maintenance Strategy

  • Develop and execute preventive, predictive, and corrective maintenance programs.
  • Oversee asset life-cycle management from commissioning to eventual decommissioning.
  • Maximize the reliability and uptime of critical city infrastructure and utility networks.


Vendor & Stakeholder Management

  • Supervise third-party contractors, O&M service providers, and technical teams.
  • Collaborate with internal development and engineering teams during handovers.
  • Serve as the main point of contact for technical asset inquiries and system audits.


Financial & Data Tracking

  • Manage operational budgets (OPEX) and identify cost-saving initiatives.
  • Utilize computerized maintenance management systems (CMMS) to track work orders.
  • Prepare comprehensive technical reports and performance briefings for executive leadership.


What Required Skills You'll Bring

  • Bachelor’s degree in Engineering (Mechanical, Electrical, Civil) or Facility Management.
  • 6+ years of experience in O&M, facility management, or city-scale infrastructure.
  • Proven experience working on mega-projects, giga-projects, or master-planned communities in KSA.
  • Deep knowledge of smart city technologies, utility grids, and district cooling systems.
  • Strong understanding of asset lifecycle software and modern CMMS tools.
  • Professional fluency in English; Arabic language proficiency is highly preferred.
  • Familiarity with Saudi Arabian municipal regulations and engineering standards.
  • Excellent leadership, negotiation, and vendor-management skills.
  • Saudi Nationals only.
