تسعى شركة Parsons إلى تعيين مهندس مواقف أول - عمليات وصيانة (سعودي الجنسية) للانضمام إلى فريقها في الرياض، حيث سيتولى قيادة الأداء الفني والكفاءة التشغيلية وإدارة دورة حياة نظام مواقف ذكي على مستوى المدينة ضمن مشروع ضخم ومعلم حضري.

المهام والمسؤوليات

  • قيادة الإدارة الفنية والتشغيلية اليومية لمرافق ونظم المواقف والبنية التحتية المرتبطة بها على مستوى المدينة.
  • تشغيل ومراقبة وتحسين أنظمة توجيه المواقف الآلية (PGS) والتطبيقات الذكية للمواقف والمنصات الرقمية المرتبطة.
  • مراقبة أداء وتوفر كاميرات التعرف على لوحات الأرقام (LPR)، والحواجز الآلية، وأنظمة التحكم في الدخول، وأنظمة الدفع الرقمية، وأجهزة الاستشعار، ومعدات المواقف.
  • تنسيق دمج أنظمة المواقف مع منصات عمليات المدينة المركزية، وأنظمة إدارة المرور، وتطبيقات التنقل، والبنية التحتية الرقمية.
  • دعم تشغيل وتحسين بنية شحن المركبات الكهربائية (EV) عبر مرافق المواقف.
  • مراقبة إشغال المواقف، وحركة المركبات، ومدة البقاء، والاستخدام، وأنماط المرور باستخدام البيانات التشغيلية الحية.
  • تحليل بيانات المركبات والمواقف لتحديد الازدحام، وقيود السعة، والاتجاهات التشغيلية، وفرص التحسين.
  • تحسين توزيع المركبات عبر هياكل ومرافق المواقف لرفع معدل الاستخدام وتقليل الازدحام.
  • إدارة وضبط شاشات المواقف الرقمية، ولوحات الرسائل المتغيرة (VMS)، وأنظمة التوجيه، ومعلومات التوجيه الفورية لتوجيه المركبات بكفاءة.
  • التنسيق مع فرق إدارة المرور والتنقل والأمن والفعاليات لتطوير استراتيجيات مواقف ومرور للمناسبات الكبرى.
  • دعم التخطيط التشغيلي لفترات الذروة، والفعاليات الخاصة، وحالات الطوارئ، وظروف المرور عالية الكثافة.
  • تطوير استراتيجيات إدارة الدخول والخروج والطوابير وحركة المرور لضمان حركة مركبات آمنة وفعالة.
  • مراقبة الواجهات متعددة الوسائط بين مرافق المواقف ومسارات المشاة ووسائل النقل العام وخدمات الحافلات المكوكية والتاكسي وخدمات الركوب.
  • تنسيق أنشطة الصيانة الوقائية والتصحيحية لأنظمة المواقف والمعدات الآلية ومصاعد السيارات والحواجز وأجهزة الدفع والأنظمة الميكانيكية المرتبطة.
  • إجراء فحوصات فنية وهيكلية ووظيفية وتشغيلية دورية لهياكل المواقف والسطوح والأصول المساندة.
  • مراقبة متطلبات الصيانة المدنية بما يشمل حالة الرصف والعلامات الأرضية واللافتات وحواجز الأمان وتخطيط الممرات ومسارات المشاة.
  • تحديد عيوب الأصول وأعطال الأنظمة ومخاوف السلامة والمخاطر التشغيلية وتنسيق الإجراءات التصحيحية مع فرق الصيانة المختصة.
  • دعم تخطيط دورة حياة الأصول عبر مراقبة الحالة والأداء والموثوقية وتاريخ الصيانة ومتطلبات الاستبدال.
  • التنسيق مع إدارة المرافق وإدارة الأصول وتقنية المعلومات وإدارة المرور والأمن والمقاولين ومورّدي التكنولوجيا للحفاظ على توفر أصول المواقف.
  • مراقبة أداء المقاولين والمورّدين وفقاً لاتفاقيات مستوى الخدمة (SLAs) ومؤشرات الأداء الرئيسية ومتطلبات الصيانة وأوقات الاستجابة.
  • معالجة وتحليل بيانات استخدام الأصول لتقييم الطلب على المواقف وحدود السعة والاستخدام في الذروة والمتطلبات التشغيلية المستقبلية.
  • تطوير مؤشرات أداء ولوحات بيانات للمواقف تغطي الإشغال والتوفر ووقت تشغيل الأنظمة والحوادث والصيانة وتدفق العملاء.
  • مقارنة عمليات المواقف وأداء المرافق بأفضل الممارسات الدولية في المدن الذكية والتنقل وإدارة المواقف.
  • تزويد مركز عمليات المدينة الرقمي بتحليلات وبيانات تشغيلية للمواقف لدعم اتخاذ القرار المتكامل.
  • الحفاظ على سجلات تشغيلية دقيقة وتقارير فحص وبيانات أصول وسجلات صيانة وسجلات حوادث وتقارير أداء.
  • إعداد تقارير فنية وتقييمات تشغيلية وتوصيات وعروض تقديمية وتحديثات إدارية.
  • تحديد فرص تحسين تقنية المواقف والكفاءة التشغيلية وتجربة العملاء والاستدامة وأداء الأصول.
  • دعم أنشطة الاستجابة للطوارئ وإدارة الحوادث واستمرارية الأعمال التي تؤثر على عمليات المواقف والتنقل.
  • أداء أي مسؤوليات أخرى مرتبطة بهذا المنصب حسب الاقتضاء.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو هندسة المرور أو هندسة النقل أو أحد التخصصات التقنية ذات الصلة.
  • خبرة لا تقل عن 10 سنوات في هندسة المواقف أو إدارة المرور أو عمليات النقل أو التنقل أو عمليات البنية التحتية ذات الصلة.
  • خبرة لا تقل عن سنتين في دعم المشاريع العملاقة أو المطارات أو المدن الذكية أو الوجهات الكبرى أو بيئات تشغيلية معقدة مماثلة.
  • عضوية نشطة/مسجلة لدى الهيئة السعودية للمهندسين (SCE).

المهارات المطلوبة

  • معرفة تقنية قوية بأنظمة المواقف الذكية وأنظمة إدارة المواقف الآلية.
  • خبرة في أنظمة توجيه المواقف (PGS)، والتعرف على لوحات الأرقام (LPR/ANPR)، والحواجز الآلية والتحكم في الدخول، وأنظمة الدفع الرقمية، وأجهزة استشعار المواقف ومراقبة الإشغال، ولوحات الرسائل المتغيرة واللافتات الرقمية، وبنية شحن المركبات الكهربائية.

Job Description

Parsons is looking for an amazingly talented Senior Parking Engineer - City Operations & Maintenance (Saudi National) to join our team! In this role you will get to lead the technical performance, operational efficiency, and lifecycle management of a city-wide smart parking ecosystem within a landmark giga-project. You will support the integration of intelligent parking technologies, traffic operations, event mobility, asset maintenance, EV infrastructure, and data-driven optimization to ensure safe, efficient, and seamless parking operations across the development.

What You'll Be Doing

  • Lead the day-to-day technical and operational management of city-wide parking facilities, systems, and associated mobility infrastructure.
  • Operate, monitor, and optimize automated Parking Guidance Systems (PGS), intelligent parking applications, and associated digital platforms.
  • Monitor the performance and availability of License Plate Recognition (LPR) cameras, automated barriers, access control systems, digital payment systems, sensors, and parking equipment.
  • Coordinate the integration of parking systems with central City Operations platforms, traffic management systems, mobility applications, and digital infrastructure.
  • Support the operation and optimization of electric vehicle (EV) charging infrastructure across parking facilities.
  • Monitor parking occupancy, vehicle movements, dwell times, utilization, and traffic patterns using real-time operational data.
  • Analyze vehicle telemetry and parking data to identify congestion, capacity constraints, operational trends, and opportunities for improvement.
  • Optimize vehicle distribution across parking structures and facilities to improve utilization and reduce congestion.
  • Manage and adjust digital parking displays, Variable Message Signs (VMS), wayfinding systems, and real-time guidance information to direct vehicles efficiently.
  • Coordinate with traffic management, mobility, security, venue, and event operations teams to develop parking and traffic strategies for major events.
  • Support operational planning for peak periods, special events, emergency scenarios, and high-volume traffic conditions.
  • Develop traffic circulation, ingress, egress, queuing, and parking management strategies to maintain safe and efficient vehicle movements.
  • Monitor multi-modal interfaces between parking facilities, pedestrian routes, public transport, shuttle services, ride-hailing, taxis, and other mobility services.
  • Coordinate preventive and corrective maintenance activities for parking systems, automated equipment, car lifts, barriers, payment equipment, and associated mechanical systems.
  • Conduct regular technical, structural, functional, and operational inspections of parking structures, surface lots, and supporting assets.
  • Monitor civil maintenance requirements, including pavement condition, road markings, striping, signage, wheel stops, safety barriers, lane layouts, and pedestrian routes.
  • Identify asset defects, system failures, safety concerns, and operational risks and coordinate corrective actions through appropriate maintenance teams.
  • Support asset lifecycle planning by monitoring condition, performance, reliability, maintenance history, and replacement requirements.
  • Coordinate with Facilities Management, Asset Management, ICT, Traffic Management, Security, contractors, and technology vendors to maintain parking asset availability.
  • Monitor contractor and vendor performance against approved Service Level Agreements (SLAs), KPIs, maintenance requirements, and response times.
  • Process and analyze asset utilization data to evaluate parking demand, capacity thresholds, peak usage, and future operational requirements.
  • Develop parking performance indicators and dashboards covering occupancy, availability, system uptime, incidents, maintenance, and customer flow.
  • Benchmark parking operations and facility performance against international smart city, mobility, and parking management practices.
  • Provide parking analytics and operational data to the central digital City Operations hub to support integrated decision-making.
  • Maintain accurate operational records, inspection reports, asset data, maintenance logs, incident records, and performance reports.
  • Prepare technical reports, operational assessments, recommendations, presentations, and management updates.
  • Identify opportunities to improve parking technology, operational efficiency, customer experience, sustainability, and asset performance.
  • Support emergency response, incident management, and business continuity activities affecting parking and mobility operations.
  • Perform other responsibilities associated with this position as appropriate.


What Required Skills You'll Bring

  • Bachelor's Degree in Civil Engineering, Traffic Engineering, Transportation Engineering, or a related technical discipline.
  • Minimum 10+ years of experience in parking engineering, traffic management, transportation operations, mobility, or related infrastructure operations.
  • Minimum 2+ years of experience supporting giga-projects, airports, smart cities, major destinations, or similarly complex operational environments.
  • Active membership/registration with the Saudi Council of Engineers (SCE).
  • Strong technical knowledge of smart parking and automated parking management systems.
  • Experience with:
  • Parking Guidance Systems (PGS)
  • License Plate Recognition (LPR/ANPR)
  • Automated barriers and access control
  • Digital payment systems
  • Parking sensors and occupancy monitoring

  • Experience coordinating preventive and corrective maintenance of parking assets and associated systems.
  • Knowledge of parking facility inspection, asset condition assessment, and lifecycle management principles.
  • Familiarity with traffic simulation tools, GIS platforms, CMMS/asset management systems, and digital reporting tools.
  • Strong analytical and problem-solving skills with the ability to interpret operational and asset performance data.
  • Ability to identify operational risks and implement practical mitigation measures.
  • Strong understanding of safety requirements associated with parking structures, traffic operations, pedestrians, and major events.
  • Excellent written and verbal communication skills.
  • Strong stakeholder, contractor, and vendor coordination capabilities.
  • Ability to operate effectively in high-pressure environments involving significant traffic and event demands.
