شركة Parsons Corporation تبحث عن مدير لوجستي (Logistic Manager) متميز للانضمام إلى فريقها في الرياض.

المهام والمسؤوليات

  • قيادة تطوير وتنفيذ وإدارة خطط اللوجستيات الإنشائية وخطط تسليم المواد واستراتيجيات اللوجستيات في الموقع.
  • وضع إجراءات لوجستية لمناولة المواد وتخزينها ونقلها وتوزيعها عبر المشروع.
  • تنسيق المتطلبات اللوجستية لدعم أنشطة الإنشاء مع تقليل الاضطراب في عمليات المطار.
  • مراقبة أداء اللوجستيات وتحديد فرص تحسين العمليات وزيادة الكفاءة التشغيلية.
  • ضمان توافق جميع الأنشطة اللوجستية مع جداول المشروع والقيود التشغيلية ومتطلبات أصحاب المصلحة.
  • تطوير وإدارة خطط إدارة المرور للعمليات الجوية والبرية.
  • تنسيق حركات المركبات وطرق الوصول والتحويلات المؤقتة وطرق النقل وجداول التسليم.
  • مراجعة واعتماد مقترحات إدارة المرور ومنهجيات اللوجستيات من المقاولين.
  • ضمان حركة آمنة وفعالة لمرور الإنشاء مع الحفاظ على استمرارية العمليات في المطار.
  • تنسيق إغلاق الطرق وترتيبات الوصول المؤقت وإجراءات التحكم في المرور مع الجهات المعنية.
  • الإشراف على العمليات اللوجستية اليومية في موقع المشروع.
  • إدارة مناطق التخزين المؤقت ومناطق التجميع ومرافق تخزين المواد ومجمعات اللوجستيات.
  • تنسيق عمليات الرافعات وأنشطة الرفع الثقيل ونقل الحمولات غير العادية وحركة المعدات.
  • مراقبة امتثال المقاولين لخطط اللوجستيات المعتمدة وإجراءات الموقع.
  • دعم أنشطة تسلسل الإنشاء والتقسيم المرحلي لضمان تسليم المشروع بكفاءة.
  • العمل كنقطة اتصال رئيسية للتنسيق اللوجستي بين المقاولين والاستشاريين وسلطات المطار ومزودي الخدمات والجهات الحكومية.
  • قيادة اجتماعات التنسيق اللوجستي وورش العمل التخطيطية متعددة التخصصات.
  • إدارة الواجهات بين حزم العمل المتعددة والمقاولين وأصحاب المصلحة التشغيليين.
  • ضمان تنسيق جميع الأنشطة اللوجستية لتجنب التعارضات والاضطرابات.
  • دعم فرق المشروع في حل القيود اللوجستية ومشكلات الواجهات.
  • تنسيق الأنشطة اللوجستية في بيئة مطار تشغيلية مع الحفاظ على متطلبات السلامة والأمن.
  • ضمان الامتثال للإجراءات التشغيلية للمطار ومتطلبات التحكم في الوصول واللوائح الجوية.
  • تنسيق تصاريح الوصول الجوي والتصاريح الأمنية وعمليات المناطق المقيدة.
  • العمل عن كثب مع فرق عمليات المطار لتقليل التأثير على الركاب وشركات الطيران وخدمات المطار.
  • دعم خطط الجاهزية التشغيلية وأنشطة انتقال المطار عند الاقتضاء.
  • التعاون مع فرق مراقبة المشروع والإنشاء لمواءمة الأنشطة اللوجستية مع جداول المشروع.
  • مراجعة منهجيات الإنشاء وخطط تسلسل اللوجستيات من المقاولين.
  • تحديد المخاطر اللوجستية المحتملة وتطوير استراتيجيات التخفيف.
  • دعم تخطيط التعافي وتنفيذ الإجراءات التصحيحية عند الحاجة.
  • مراقبة المعالم اللوجستية ومؤشرات الأداء الرئيسية.
  • تعزيز ثقافة سلامة قوية عبر جميع أنشطة اللوجستيات وإدارة المرور.
  • ضمان الامتثال لمتطلبات الصحة والسلامة والبيئة في المشروع ولوائح سلامة المطار وأفضل الممارسات الصناعية.
  • مراجعة تقييمات المخاطر اللوجستية وبيانات الطريقة وإجراءات الاستجابة للطوارئ.
  • مراقبة امتثال المقاولين لمتطلبات السلامة والبيئة المعتمدة.
  • دعم تحقيقات الحوادث وتنفيذ الإجراءات التصحيحية عند الضرورة.
  • ضمان امتثال العمليات اللوجستية لمواصفات المشروع والمتطلبات التعاقدية والمعايير التنظيمية.
  • المشاركة في عمليات التدقيق والتفتيش ومراجعات الجودة.
  • مراقبة التزام المقاولين بالإجراءات اللوجستية المعتمدة وخطط الإدارة.
  • دعم مبادرات التحسين المستمر وتنفيذ أفضل الممارسات.
  • الحفاظ على سجلات دقيقة للأنشطة اللوجستية وعمليات التفتيش والموافقات ومقاييس الأداء.
  • إعداد تقارير اللوجستيات ولوحات المعلومات ومقاييس الأداء وعروض الإدارة.
  • مراقبة والإبلاغ عن المخاطر اللوجستية والقيود والإجراءات التخفيفية.
  • الحفاظ على سجلات التصاريح والموافقات وخطط اللوجستيات وأنشطة التنسيق مع أصحاب المصلحة.
  • تقديم تحديثات منتظمة لإدارة المشروع حول أداء اللوجستيات والجاهزية التشغيلية.
  • دعم أنشطة إغلاق المشروع ومتطلبات تسليم الأصول.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو إدارة الإنشاءات أو إدارة اللوجستيات أو إدارة سلسلة التوريد أو مجال ذي صلة.
  • يفضّل درجة الماجستير.
  • خبرة لا تقل عن 15 عامًا في إدارة اللوجستيات ولوجستيات الإنشاءات وإدارة المرور.
  • خبرة مثبتة في مشاريع المطارات الكبرى أو الطيران أو النقل أو السكك الحديدية أو المترو أو مشاريع البنية التحتية واسعة النطاق.
  • خبرة قوية في تخطيط اللوجستيات الإنشائية وإدارة المرور ونقل المواد والتنسيق مع أصحاب المصلحة.
  • خبرة في العمل داخل بيئات المطارات التشغيلية أمر مرغوب جدًا.
  • خبرة في إدارة مقاولين متعددين وواجهات مشروع معقدة.
  • معرفة قوية بخطط اللوجستيات الإنشائية وخطط إدارة المرور وأفضل الممارسات اللوجستية.
  • فهم شامل لعمليات المطار ومتطلبات اللوجستيات الجوية والبرية.
  • معرفة قوية بتسلسل الإنشاء ومناولة المواد وإدارة اللوجستيات في الموقع.

Job Description

Parsons is looking for an amazingly talented Logistic Manager to join our team!

What You'll Be Doing

Logistics Planning & Management:

  • Lead the development, implementation, and management of Construction Logistics Plans (CLPs), Material Delivery Plans, and Site Logistics Strategies.
  • Establish logistics procedures for material handling, storage, transportation, and distribution across the project.
  • Coordinate logistics requirements to support construction activities while minimizing disruption to airport operations.
  • Monitor logistics performance and identify opportunities for process optimization and operational efficiency.
  • Ensure all logistics activities align with project schedules, operational constraints, and stakeholder requirements.


Traffic Management & Access Coordination

  • Develop and manage Traffic Management Plans (TMPs) for both airside and landside operations.
  • Coordinate vehicle movements, access routes, temporary diversions, haul roads, and delivery schedules.
  • Review and approve contractor traffic management proposals and logistics methodologies.
  • Ensure safe and efficient movement of construction traffic while maintaining airport operational continuity.
  • Coordinate road closures, temporary access arrangements, and traffic control measures with relevant authorities.


Construction Logistics & Site Operations

  • Oversee day-to-day logistics operations across the project site.
  • Manage laydown areas, staging zones, material storage facilities, and logistics compounds.
  • Coordinate crane operations, heavy lifting activities, abnormal load deliveries, and plant movements.
  • Monitor contractor compliance with approved logistics plans and site logistics procedures.
  • Support construction sequencing and phasing activities to ensure efficient project delivery.


Stakeholder & Interface Coordination

  • Serve as the primary focal point for logistics coordination between contractors, consultants, airport authorities, utility providers, and government agencies.
  • Lead logistics coordination meetings and multidisciplinary planning workshops.
  • Manage interfaces between multiple work packages, contractors, and operational stakeholders.
  • Ensure all logistics activities are properly coordinated to avoid conflicts and disruptions.
  • Support project teams in resolving logistics-related constraints and interface issues.


Airport Operations Coordination

  • Coordinate logistics activities within an operational airport environment while maintaining safety and security requirements.
  • Ensure compliance with airport operational procedures, access control requirements, and aviation regulations.
  • Coordinate airside access permits, security clearances, and restricted area operations.
  • Work closely with airport operations teams to minimize impacts on passengers, airlines, and airport services.
  • Support operational readiness and airport transition planning activities where applicable.


Construction Planning & Scheduling Support

  • Collaborate with project controls and construction teams to align logistics activities with project schedules.
  • Review contractor construction methodologies and logistics sequencing plans.
  • Identify potential logistics risks and develop mitigation strategies.
  • Support recovery planning and implementation of corrective actions when required.
  • Monitor logistics-related milestones and key performance indicators.


Health, Safety & Environmental Compliance

  • Promote a strong safety culture across all logistics and traffic management activities.
  • Ensure compliance with project HSE requirements, airport safety regulations, and industry best practices.
  • Review logistics risk assessments, method statements, and emergency response procedures.
  • Monitor contractor compliance with approved safety and environmental requirements.
  • Support incident investigations and implementation of corrective actions when necessary.


Quality Assurance & Compliance

  • Ensure logistics operations comply with project specifications, contractual requirements, and regulatory standards.
  • Participate in audits, inspections, and quality reviews.
  • Monitor contractor adherence to approved logistics procedures and management plans.
  • Support continuous improvement initiatives and implementation of best practices.
  • Maintain accurate records of logistics activities, inspections, approvals, and performance metrics.


Reporting & Documentation

  • Prepare logistics reports, dashboards, performance metrics, and management presentations.
  • Monitor and report logistics risks, constraints, and mitigation actions.
  • Maintain records of permits, approvals, logistics plans, and stakeholder coordination activities.
  • Provide regular updates to project management on logistics performance and operational readiness.
  • Support project closeout activities and asset handover requirements.


What Required Skills You'll Bring

  • Bachelor's Degree in Civil Engineering, Construction Management, Logistics Management, Supply Chain Management, or a related discipline.
  • Master's Degree is an advantage.
  • Minimum 15 years of experience in logistics management, construction logistics, and traffic management.
  • Proven experience on major airport, aviation, transportation, rail, metro, or large-scale infrastructure projects.
  • Strong experience in construction logistics planning, traffic management, material movement, and stakeholder coordination.
  • Experience working within operational airport environments is highly desirable.
  • Experience managing multiple contractors and complex project interfaces.
  • Strong knowledge of Construction Logistics Plans (CLP), Traffic Management Plans (TMP), and logistics best practices.
  • Thorough understanding of airport operations, airside and landside logistics requirements.
  • Strong knowledge of construction sequencing, material handling, and site logistics management.
  • Experience with logistics planning software, scheduling tools, and project management systems.
  • Excellent stakeholder management and coordination capabilities.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities in a fast-paced project environment.


What Desired Skills You'll Bring

  • Professional certifications in Logistics, Supply Chain, Project Management, or Construction Management.
  • Experience on international airport development and expansion projects.
  • Knowledge of ICAO, IATA, airport operational requirements, and aviation industry standards.
  • Experience working under FIDIC or similar international contract frameworks.
  • Familiarity with BIM-based logistics planning and digital construction management platforms.
  • Experience supporting Design-Build, EPC, PMCM, or Program Management delivery models.
  • Strong authority liaison and stakeholder engagement experience.
  • Experience managing logistics operations in live operational environments.
