تعلن شركة Parsons Corporation عن توفر وظيفة HSE Director في الرياض، السعودية، للانضمام إلى فريقها والمساهمة في برنامج بنية تحتية مطاري كبير.

المهام والمسؤوليات

  • قيادة استراتيجية الصحة والسلامة والبيئة (HSE) الشاملة، وإطار الحوكمة، والسياسات، والإجراءات، ومعايير الأداء للبرنامج.
  • تقديم التوجيه والإشراف لفرق HSE عبر حزم المشاريع المتعددة وبيئات المقاولين.
  • تعزيز ثقافة السلامة الاستباقية بين المقاولين والاستشاريين وأصحاب المصلحة في المشروع.
  • ضمان الامتثال لمتطلبات الطيران والسلامة الإنشائية والبيئية والجهات المحلية المعنية.
  • إدارة عمليات التدقيق التنظيمي، والتفتيش، والتصاريح، والموافقات، والتواصل مع الجهات الرقابية.
  • الإشراف على السلامة الإنشائية في أعمال المدرجات والمباني الطرفية والمرافق والبنية التحتية الداعمة.

  • خبرة لا تقل عن 25 عامًا في أدوار قيادة HSE عبر برامج البنية التحتية الكبرى أو الطيران أو المطارات أو تطوير المدرجات.
  • خبرة مثبتة في بيئات المطارات أو المدرجات أو EPC أو PMC أو شركاء التنفيذ.
  • خلفية قوية في إدارة السلامة الإنشائية عبر مشاريع متعددة التخصصات ومعقدة.
  • معرفة عميقة بالمعايير الدولية للـ HSE بما في ذلك ICAO وFAA وOSHA وNFPA وISO 45001 وISO 14001.
  • خبرة في إدارة فرق HSE كبيرة وبيئات مشاريع متعددة المقاولين.
  • قدرة قوية في التدقيق وإدارة الامتثال وإعداد التقارير والتحقيق في الحوادث وإدارة الإجراءات التصحيحية.
  • مهارات ممتازة في القيادة والتواصل وإدارة أصحاب المصلحة وإدارة الأزمات.
  • درجة الماجستير في السلامة أو الإدارة البيئية أو الهندسة أو مجال ذي صلة (مرغوب).
  • شهادة مهنية معتمدة في HSE مثل NEBOSH IGC/IDIP أو CSP أو CIH أو CMIOSH (مرغوب).
  • خبرة في مشاريع المطارات الكبرى في دول مجلس التعاون الخليجي أو برامج البنية التحتية للطيران المعقدة (مرغوب).

Job Description

Parsons is looking for an amazingly talented HSE Director to join our team!

In this role, you will provide strategic leadership and governance for health, safety, environmental, and sustainability performance across a major airport infrastructure program.

You will oversee HSE strategy, regulatory compliance, construction safety, environmental management, incident response, stakeholder coordination, and performance reporting across the full project lifecycle.

What You’ll Be Doing

  • Lead the overall HSE strategy, governance framework, policies, procedures, and performance standards for the program.
  • Provide leadership and direction to HSE teams across multiple project packages and contractor environments.
  • Drive a proactive safety culture across contractors, consultants, and project stakeholders.
  • Ensure compliance with applicable aviation, construction safety, environmental, and local authority requirements.
  • Manage regulatory audits, inspections, permits, approvals, and authority engagements.
  • Oversee construction safety across airfield works, terminals, utilities, and supporting infrastructure.
  • Ensure effective safety controls are in place for high-risk activities including lifting, excavation, working at height, confined spaces, and live operations.
  • Review risk assessments, method statements, safety plans, and contractor HSE performance.
  • Oversee environmental compliance, sustainability performance, environmental management plans, and impact mitigation measures.
  • Lead investigations into major incidents, near misses, and high-potential events, ensuring root cause analysis and corrective actions are implemented.
  • Act as the primary HSE interface with airport authorities, regulators, clients, consultants, contractors, and senior leadership.
  • Support emergency preparedness, crisis management planning, HSE workshops, safety forums, and coordination meetings.
  • Establish HSE KPIs, dashboards, reporting systems, audits, inspections, and assurance processes.
  • Promote workforce engagement, behavioral safety, induction programs, and continuous improvement in safety culture.


What Required Skills You’ll Bring

  • Bachelor’s Degree in Engineering, Environmental Science, Safety Engineering, or a related discipline.
  • Minimum 25 years of experience in HSE leadership roles across major infrastructure, aviation, airport, or airfield development programs.
  • Proven experience within airport, airfield, EPC, PMC, or delivery partner environments.
  • Strong background in construction safety management across complex, multidisciplinary projects.
  • Deep knowledge of international HSE standards including ICAO, FAA, OSHA, NFPA, ISO 45001, and ISO 14001.
  • Experience managing large HSE teams and multi-contractor project environments.
  • Strong capability in auditing, compliance management, reporting, incident investigation, and corrective action management.
  • Excellent leadership, communication, stakeholder management, and crisis management skills.


What Desired Skills You’ll Bring

  • Master’s Degree in Safety, Environmental Management, Engineering, or a related discipline.
  • Chartered status or equivalent HSE professional certification, such as NEBOSH IGC / IDIP, CSP, CIH, or CMIOSH.
  • Experience on GCC airport megaprojects or complex aviation infrastructure programs.
  • Background in ESG, sustainability reporting, carbon management, FIDIC-based contracts, and digital HSE systems.
