هذه الوظيفة ضمن الإدارة المالية لشركة تابعة متخصصة في المرافق لشركة عالمية، ومقرها الرياض. تقدم الشركة خدمات مرافق متكاملة تشمل الطاقة المتجددة وتحلية المياه ومعالجة الصرف الصحي وإدارة النفايات والتبريد المركزي والبنية التحتية للاتصالات، لدعم مشاريع السياحة المتجددة الكبرى في المملكة. يقع مدير العمليات المالية على رأس دورة الفوترة والتحصيل الكاملة في قسم مالية المرافق، ويتبع لمدير المالية.
المهام والمسؤوليات
- إنهاء اتفاقيات المستخدمين النهائيين وإدارة عمليات الفوترة الشاملة.
- التعاون مع فرق العمليات للتحقق من اكتمال ودقة بيانات الاستهلاك.
- إصدار وإرسال الفواتير النهائية للعملاء؛ تسوية المدفوعات وإغلاق الفواتير في SAP ERP.
- مراقبة تقارير التقادم وتحديد الحسابات المتعثرة.
- التفاوض على ترتيبات السداد مع العملاء المتأخرين ورفع الحالات غير المحلولة عند الحاجة.
- العمل مع أصحاب المصلحة لتحديد وتنفيذ سياسات الائتمان.
- الحفاظ على الضوابط الداخلية وضمان الامتثال للأطر التنظيمية المطبقة على المرافق.
- دعم عمليات التدقيق الداخلي والخارجي وتنفيذ سياسات حماية المستحقات.
- إعداد وعرض مؤشرات الأداء الرئيسية للحسابات المدينة؛ تقديم رؤى للإدارة العليا لدعم اتخاذ القرارات.
- تحديد أوجه القصور في العمليات والتوصية بالتحسينات.
- قيادة مبادرات الأتمتة لتحسين الدقة والكفاءة في الفوترة والتحصيل.
الشروط والمتطلبات
- درجة البكالوريوس في المالية أو المحاسبة أو مجال ذي صلة؛ يفضل ماجستير إدارة الأعمال أو CPA.
- 8 سنوات أو أكثر من الخبرة في الحسابات المدينة أو الفوترة أو الائتمان أو التحصيل.
- 3 إلى 5 سنوات كحد أدنى في منصب إداري.
- معرفة عملية بـ GAAP وضوابط الحسابات المدينة والمتطلبات التنظيمية ذات الصلة.
المهارات المطلوبة
- إتقان استخدام SAP ERP، بالإضافة إلى خبرة في Oracle وأنظمة CRM.
- قدرة مثبتة على بناء الفرق وتوجيهها.
- مهارات قوية في التواصل والتفاوض للتعامل مع العملاء وأصحاب المصلحة الداخليين.
- خبرة في قطاع المرافق.
- قدرات تحليلية باستخدام Excel وأدوات تصور البيانات ومنصات إعداد التقارير.

The Role
The Manager, Financial Operations leads the full accounts receivable and billing lifecycle within the Utilities Finance department. The position reports to the Director of Finance and carries responsibility for accurate invoicing, revenue recognition, collections performance, and cash flow optimization. The role also covers process improvement, automation, and compliance with regulatory and internal control requirements.
Responsibilities
- Finalize end-user agreements and manage end-to-end billing processes.
- Collaborate with operations teams to verify completeness and accuracy of consumption data.
- Generate and submit final bills to clients; reconcile payments and close invoices in SAP ERP.
- Monitor aging reports and identify delinquent accounts.
- Negotiate payment arrangements with overdue customers and escalate unresolved cases as required.
- Work with stakeholders to define and implement credit policies.
- Maintain internal controls and ensure adherence to regulatory frameworks applicable to utilities.
- Support internal and external audits and implement policies to safeguard receivables.
- Prepare and present AR KPIs; provide insights to senior leadership to support decision-making.
- Identify process inefficiencies and recommend improvements.
- Drive automation initiatives to improve accuracy and efficiency in billing and collections.
- Bachelor's degree in Finance, Accounting, or a related field; MBA or CPA is an advantage.
- 8 or more years of experience in accounts receivable, billing, credit, or collections.
- Minimum 3 to 5 years in a managerial role.
- Working knowledge of GAAP, receivables internal controls, and relevant regulatory requirements.
- Proficiency in SAP ERP; experience with Oracle and CRM systems is also expected.
- Demonstrated ability to build and mentor teams.
- Strong communication and negotiation skills for engagement with customers and internal stakeholders.
- Experience in the utilities sector.
- Analytical capability using Excel, data visualization tools, and reporting platforms.
- Familiarity with utility-specific billing systems or measurement tools.
