شركة عقارية عالمية تبحث عن Senior Cost Manager - Fund Monitoring Lead للعمل في الرياض، السعودية، لتولي مسؤولية الإشراف المستقل على تكاليف المشاريع العقارية من جهة المقرض.
المهام والمسؤوليات
- مراجعة تقييمات المشاريع، الميزانيات، خطط التكاليف، التدفقات النقدية، والعقود من منظور المقرض.
- مراقبة تقدم المشروع، البرنامج الزمني، التكاليف، الجودة، التغييرات، المطالبات، والتأخيرات.
- التحقق المستقل من تقدم المشروع وطلبات الدفع للمقاول لدعم صرف الأموال من قبل المقرض.
- مراقبة التكلفة حتى الإنجاز، التوقعات، استخدام الطوارئ، والأداء المالي العام للمشروع.
- تحديد وتقييم والإبلاغ عن المخاطر الرئيسية للمشروع مع توصيات بالتخفيف.
- إجراء معاينات ميدانية منتظمة وحضور اجتماعات تقدم المشروع.
- التواصل مع المقترض، المقاول، وفريق التصميم مع الحفاظ على الاستقلالية والسرية.
- إعداد تقارير المراقبة، توصيات الصرف، ملخصات تنفيذية، وتقارير المخاطر المخصصة للجان الائتمان والاستثمار.
الشروط والمتطلبات
- عضوية معتمدة من RICS (MRICS أو FRICS) أو هيئة مهنية معادلة.
- خبرة لا تقل عن 8-10 سنوات بعد التأسيس في مسح الكميات، تشمل أدواراً في مراقبة التطوير، مراقبة البنوك، وكيل صاحب العمل، أو مراقبة المشاريع.
- يفضل بشدة وجود خبرة في مشاريع داخل المملكة العربية السعودية أو دول الخليج، مع الإلمام بممارسات المقاولات المحلية، عقود FIDIC، والبيئة التنظيمية والتراخيص السعودية.
- فهم قوي لهياكل تمويل الإنشاءات، آليات الصرف، ومتطلبات مخاطر المقرض.
- مهارات كتابة تقارير ممتازة تناسب لجان الائتمان والاستثمار.
- الاستعداد والقدرة على السفر أو التواجد في المواقع داخل المملكة.

Responsibilities
- Review project appraisals, budgets, cost plans, cashflows, and contracts from a lender's perspective.
- Monitor construction progress, programme, costs, quality, variations, claims, and delays.
- Independently verify project progress and contractor payment applications to support lender drawdowns.
- Monitor cost-to-complete, forecasts, contingency usage, and overall project financial performance.
- Identify, assess, and report key project risks with recommended mitigation measures.
- Conduct regular site inspections and attend project progress meetings.
- Liaise with the borrower, contractor, and design team while maintaining independence and confidentiality.
- Prepare monitoring reports, drawdown recommendations, executive summaries, and ad hoc risk reports for credit and investment committee audiences.
- Chartered membership of RICS (MRICS or FRICS) or an equivalent recognised professional body.
- Minimum 8-10 years of post-qualification quantity surveying experience, including roles in development monitoring, bank monitoring, employer's agent, or project monitoring.
- Experience on projects in Saudi Arabia or the wider GCC is strongly preferred, with familiarity with local contracting practices, FIDIC-based contracts, and the Saudi regulatory and permitting environment.
- Strong understanding of construction finance structures, drawdown mechanisms, and lender risk requirements.
- Excellent written reporting skills suited to credit and investment committee audiences.
- Willingness and ability to travel or be based on site across KSA.
