الاتصالات السعودية تعلن عن وظيفة مساعد مدير ميزانية البنية التحتية والعمليات في الرياض. يتولى شاغل الوظيفة مراقبة ومراجعة الأداء المالي وأداء المشاريع للبنية التحتية، ووضع إرشادات الخطة المالية وإبلاغ الأهداف لضمان وجود اتجاه طويل الأجل معتمد للبنية التحتية، بالإضافة إلى مراقبة تقدم تنفيذ الميزانية من خلال تحليل الفروقات وإعداد ميزانية البنية التحتية سنويًا.
المهام والمسؤوليات
- مراقبة ومراجعة الأداء المالي للبنية التحتية والعمليات، وتقييم النتائج مقابل الأهداف الاستراتيجية وتقديم التوصيات.
- مراقبة ومراجعة أداء الميزانية للبنية التحتية والعمليات، وتقييم النتائج مقابل الأهداف الاستراتيجية وتقديم التوصيات.
- مراقبة ومراجعة أداء البنية التحتية والعمليات، وتقييم النتائج مقابل الميزانية والأهداف المقدمة وتقديم التوصيات عند الضرورة.
- إعداد تقارير التخطيط والتنبؤ الدورية ونهاية العام بما يتماشى مع متطلبات الشركة.
- وضع إرشادات الخطة المالية وإبلاغ الأهداف لضمان أن يكون للبنية التحتية والعمليات اتجاه طويل الأجل واضح في شكل خطط مالية معتمدة.
- وضع إرشادات خطة الميزانية وإبلاغ الأهداف لضمان أن يكون للبنية التحتية والعمليات اتجاه طويل الأجل واضح في شكل أهداف ميزانية معتمدة.
- تقديم تحليل للخطط المالية من حيث مؤشرات الأداء الرئيسية (KPIs)، تغطي مجالات مثل العائد على رأس المال والربحية والنمو وكفاءة رأس المال المستخدم وهيكل رأس المال والسيولة والتدفقات النقدية الحرة وغيرها.
- مراجعة وتوحيد تقديرات الميزانية المستلمة من البنية التحتية والعمليات لتقييم امتثالها للخطط المتفق عليها والإرشادات الاستراتيجية الأخرى المتعلقة بالإنفاق.
- مراقبة ومراجعة جهود تحسين التكاليف أثناء مراجعة الميزانية - متابعة التزام البنية التحتية والعمليات بجهود تحسين التكاليف.
- المساهمة بفعالية في برنامج كفاءة الأعمال (BEP) الخاص بالنفقات الرأسمالية (Capex) مع المسؤولين المعنيين.
- المساهمة بفعالية في برامج كفاءة الأعمال مع المسؤولين المعنيين.
- مراجعة طلبات تمديد أمر الشراء (POA) المستلمة من القطاعات والموافقة عليها وفقًا لمصفوفة الصلاحيات المحددة في نظام HUB.
- تطوير وتوزيع حدود الإنفاق الرأسمالي (CAPEX) والإنفاق التشغيلي (OPEX).
- مراجعة وتحليل طلبات الميزانية العرضية (النفقات الرأسمالية - التشغيلية).
- توحيد تقرير الفروقات لجميع مشاريع النفقات الرأسمالية (CapEx) والتشغيل والصيانة (O&M).
- تطوير خطة النفقات الرأسمالية (Capex).
الشروط والمتطلبات
- خبرة عملية لا تقل عن 5 سنوات.
- يفضّل بشدة خبرة سابقة في ميزانية البنية التحتية وخاصة في وظائف الاتصالات.
- درجة البكالوريوس في المالية أو إدارة الأعمال.
- الشهادات المهنية مثل CFA أو CPA مفضلة.
المهارات المطلوبة
- إجادة تحليل الخطط المالية ومؤشرات الأداء الرئيسية (KPIs).

Job Purpose
The role holder is responsible for monitoring and reviewing financial performance and project performance of the Infrastructure , and to Set financial plan guidelines and communicate targets to ensure that Infrastructure has clear long term direction in the form of approved financial plans, in addition to monitor the progress of budget implementation through variance analysis, and to assess and prepare Infrastructure budget annually. The role holder shall carry out his duties in accordance with the stipulated business policies and procedure

- Monitor and review financial performance of the Infrastructure and Operations, evaluate results against strategic objectives and provide recommendations

- Compile periodic and year-end planning and forecasting reports in line with corporate requirements
- Set financial plan guidelines and communicate targets to ensure that Infrastructure and Operations have clear long term direction in the form of approved financial plans

- Provide analysis of the financial plans in terms of KPIs, covering areas such as return on capital, profitability, growth, efficiency of capital employed, capital structure, liquidity, free cash flows, etc
- Review and consolidate budget estimates received from Infrastructure and Operations to assess whether they comply with agreed plans and other strategic guidelines on expenditure
- Monitor and Review cost optimization efforts during budget review - follow up on Infrastructure and Operations adherence to cost optimization efforts
- Contribute effectively in capex/ business efficiency program (BEP) with concerned’ s responsible

- Review of PO extension (POA) requests received from sectors and approve as per authority matrix defined in HUB system.
- Develop and distribute CAPEX and OPEX envelope.
- Review and analyze ad-hoc budget requests (CAPEX- OPEX)
- Consolidate Variance report for all CapEx & O&M projects
- Develop capex plan
