We are looking for a Techno-Commercial Estimator to prepare complete and competitive techno-commercial offers for hard and soft facility management services across government and private sector projects in Saudi Arabia. The role requires a strong balance of technical understanding and commercial acumen to develop compliant, technically sound, and commercially viable proposals through platforms such as Etimad.

Key Responsibilities

Technical Scope

• Review tender documents, scope of work, specifications, and drawings to fully understand technical and operational requirements. Conduct site visits when required.
• Develop technical proposals, method statements, compliance matrices, and resource deployment plans aligned with client requirements and international FM standards.
• Ensure all technical submissions are compliant with applicable standards (e.g., BICSc, ISO 41001, Saudi Building Code, and client-specific requirements).
• Coordinate with operations and technical teams to validate proposed methodologies, staffing plans, and equipment requirements.

Commercial Scope

• Prepare accurate Bills of Quantities (BoQ), detailed cost estimates, and resource-based pricing for hard and soft FM services.
• Analyse current market pricing trends, labour rates, and productivity norms to develop competitive yet profitable offers.
• Support bid strategy development, risk assessment, and margin analysis.
• Work on government tenders through the Etimad portal and other procurement platforms, ensuring full compliance with submission requirements.

General

• Prepare complete techno-commercial offers.
• Maintain proper documentation, assumptions, and estimation records for all bids.
• Collaborate with the commercial, operations, and business development teams throughout the tendering process.
• Meet strict deadlines while maintaining high quality and accuracy in all submissions.

Requirements

• Proven experience in preparing techno-commercial offers for Facility Management contracts in the Saudi Arabian market (government and private sectors).
• Strong knowledge of both technical and commercial aspects of FM tendering, including scope interpretation, method statements, resource planning, and pricing.
• Hands-on experience with the Etimad portal and other government procurement platforms.
• Good understanding of hard and soft FM services, operational requirements, and current market pricing trends in the Kingdom.
• Familiarity with local and international FM standards, including:
• BICSc, ISSA, and BESA
• ISO 41001 - Facility Management Systems
• Saudi Building Code (SBC)
• IFMA and relevant industry guidelines
• Strong Excel and analytical skills with attention to detail.
• Excellent written and verbal communication skills in English and Arabic.
• Ability to work under pressure and meet tight tender deadlines.
• Immediate availability is mandatory.
• Must be based in or willing to work from Riyadh.
