نبذة عن الوظيفة

سيتولى مهندس HSE مسؤولية مراقبة وضمان الامتثال لمتطلبات الصحة والسلامة والبيئة عبر أنشطة إنشاء الطرق والبنية التحتية. سيدعم تنفيذ خطط HSE للمشروع، واللوائح السعودية السارية، ومتطلبات العميل، وممارسات العمل الآمنة.

المهام والمسؤوليات

  • إجراء تفتيشات HSE دورية في مناطق إنشاء الطرق والجسور والبنية التحتية.
  • مراقبة امتثال المقاولين والمقاولين من الباطن لخطط HSE وتقييمات المخاطر وبيانات الطرق وإجراءات العمل الآمنة وتصاريح العمل.
  • تحديد الممارسات والظروف غير الآمنة وعدم المطابقة في HSE ومتابعة الإجراءات التصحيحية.
  • مراقبة أنشطة الإنشاء الرئيسية مثل إدارة المرور والحفر والهدم والرفع والعمل على الارتفاعات والأعمال الكهربائية والأعمال الساخنة والمعدات الثقيلة وأعمال المرافق.
  • مراقبة ترتيب الموقع، والامتثال لمعدات الحماية الشخصية، وطرق الوصول، والحواجز، واللافتات، والسلامة العامة للموقع.
  • المشاركة في محادثات صندوق الأدوات (toolbox talks)، والتوجيه في HSE، وأنشطة التوعية بالسلامة، والتدريبات على الطوارئ.
  • الإبلاغ عن المخاطر الجسيمة والحوادث والحوادث الوشيكة والانتهاكات الكبيرة لـ HSE إلى فريق إدارة HSE.
  • دعم تحقيقات الحوادث وعمليات تدقيق HSE والتفتيش ومتابعة الإجراءات التصحيحية.
  • إعداد وصيانة تقارير HSE وسجلات التفتيش وقوائم المراجعة وغيرها من الوثائق المطلوبة.
  • التنسيق مع المقاولين والمقاولين من الباطن والمهندسين وفرق المشروع لضمان التنفيذ الآمن لأنشطة الإنشاء.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة أو الصحة والسلامة المهنية أو الهندسة البيئية أو مجال ذي صلة.
  • عضوية سارية في الهيئة السعودية للمهندسين.
  • خبرة لا تقل عن 7 سنوات في HSE في مشاريع الإنشاء في المملكة العربية السعودية، ويفضل في إنشاء الطرق والجسور.
  • معرفة قوية بمتطلبات HSE في الإنشاءات وتقييمات المخاطر وإدارة المرور والمخاطر الرئيسية في الإنشاءات.
  • خبرة في إدارة HSE للمقاولين والمقاولين من الباطن.
  • مهارات قوية في التفتيش وإعداد التقارير والتواصل وحل المشكلات.
  • القدرة على العمل في نوبات وفقاً لمتطلبات المشروع.
  • إجادة اللغة الإنجليزية.

Role Summary:

The HSE Engineer will be responsible for monitoring and ensuring compliance with Health, Safety, and Environmental (HSE) requirements across road and infrastructure construction activities. The role will support the implementation of project HSE plans, applicable Saudi regulations, client requirements, and safe working practices.

Key Responsibilities:

  • Conduct regular HSE inspections across road, bridge, and infrastructure construction areas.
  • Monitor contractors and subcontractors' compliance with HSE plans, risk assessments, method statements, PTW, and safe work procedures.
  • Identify unsafe acts, conditions, and HSE non-conformities and follow up on corrective actions.
  • Monitor key construction activities including traffic management, excavation, demolition, lifting, working at height, electrical, hot works, heavy equipment, and utility works.
  • Monitor site housekeeping, PPE compliance, access routes, barricading, signage, and general site safety.
  • Participate in toolbox talks, HSE inductions, safety awareness activities, and emergency drills.
  • Report serious hazards, incidents, near misses, and significant HSE violations to the HSE management team.
  • Support incident investigations, HSE audits, inspections, and corrective action follow-up.
  • Prepare and maintain HSE reports, inspection records, checklists, and other required documentation.
  • Coordinate with contractors, subcontractors, engineers, and project teams to ensure safe execution of construction activities

Requirements

Bachelor's degree in Engineering, Occupational Health and Safety, Environmental Engineering, or a related field.

Valid Saudi Council of Engineers (SCE) membership.

Minimum 7 years of HSE experience in construction projects in KSA, preferably in road and bridge construction.

Strong knowledge of construction HSE requirements, risk assessments, traffic management, and major construction hazards.

Experience in contractor and subcontractor HSE management.

Strong inspection, reporting, communication, and problem-solving skills.

Ability to work in shifts according to project requirements.

Proficiency in English.
