يتولى قائد الامتثال للسلع المقيدة مسؤولية قيادة وتعزيز الامتثال للبضائع الخطرة والسلع المقيدة في المقاطعات المحددة. تشمل المهام الإشراف الاستراتيجي والحوكمة التنظيمية والدعم التشغيلي والتحسين المستمر لضمان الامتثال الكامل للوائح الطيران ومتطلبات البضائع الخطرة ومعايير DHL. يعمل هذا المنصب كسلطة امتثال إقليمية لتعزيز ثقافة السلامة، ودعم التميز التشغيلي، وقيادة برامج التدريب والكفاءة، وإدارة العلاقات التنظيمية، وإدارة المخاطر عبر مراكز البوابات ومراكز الخدمة وعمليات العملاء.

الشروط والمتطلبات
- درجة البكالوريوس أو مؤهل معادل.
- شهادة تدريب قائمة على الكفاءة من اتحاد النقل الجوي الدولي (IATA) سارية المفعول (الوظيفة 7.3).
- مدرب معتمد للبضائع الخطرة من اتحاد النقل الجوي الدولي (IATA) أو القدرة على الحصول على شهادة المدرب.
- خبرة لا تقل عن 5 سنوات متقدمة في عمليات البضائع الخطرة والامتثال.
- معرفة متقدمة بالتعليمات الفنية لمنظمة الطيران المدني الدولي (ICAO) ولوائح البضائع الخطرة لاتحاد النقل الجوي الدولي (IATA) ومتطلبات جزء GACAR 109.
- فهم قوي للمتطلبات التنظيمية للطيران وإدارة الامتثال واتخاذ القرارات القائمة على المخاطر.
- مهارات تواصل ممتازة كتابية وشفوية.

Overall Role Purpose
- The Restricted Commodities Compliance Lead is responsible for leading and strengthening Dangerous Goods (DG) and Restricted Commodities compliance across assigned provinces. The role provides strategic oversight, regulatory governance, operational support, and continuous improvement to ensure full compliance with aviation regulations, Dangerous Goods requirements, and DHL standards.
- As the provincial compliance authority, the successful candidate will drive a strong safety culture, support operational excellence, lead training and competency programs, manage regulatory relationships, and ensure effective risk management across gateways, service centers, and customer operations.
- Serve as the Subject Matter Expert (SME) for Dangerous Goods and Restricted Commodities, providing guidance on the safe transportation of regulated and restricted shipments.
- Advise and support managers, operations teams, DG Coordinators, and internal and external stakeholders on regulatory requirements, including ICAO Technical Instructions, IATA Dangerous Goods Regulations, GACAR Part 109, DHL policies, and certification standards.
- Ensure compliance with ICAO Technical Instructions, IATA Dangerous Goods Regulations, GACAR Part 109, and DHL Global Standard Operating Procedures.
- Plan, deliver, and maintain Dangerous Goods training programs, conduct competency assessments, manage certification records, and support capability development for certified employees within the assigned province.
- Act as the primary Dangerous Goods compliance contact for operational, customer, and regulatory matters.
- Lead audit, assurance, and incident management activities, including Restricted Commodities Incident Reports (RCIR), Dangerous Goods Occurrence Reports (DGOR), and other regulatory reporting requirements.
- Conduct Dangerous Goods self-assessments, lead internal audits, coordinate regulatory inspections, and drive corrective and preventive action plans.
- Perform customer compliance assessments and provide recommendations regarding Dangerous Goods account approvals.
- Monitor compliance performance, identify emerging risks and trends, and implement continuous improvement initiatives to strengthen safety and regulatory compliance.
- Build and maintain effective working relationships with regulatory authorities, customers, and internal stakeholders.
- Ensure ongoing audit readiness and adherence to all applicable safety, security, and compliance requirements.
- Perform any additional duties and responsibilities assigned by the direct manager.
- Bachelor's degree or equivalent qualification
- Valid IATA Competency-Based Training certification (Function 7.3).
- Certified IATA Dangerous Goods Instructor or ability to obtain instructor certification.
- Minimum 5 years of progressive experience in Dangerous Goods operations and compliance
- Advanced knowledge of ICAO Technical Instructions, IATA Dangerous Goods Regulations and GACAR Part 109 requirements.
- Strong understanding of aviation regulatory requirements, compliance management and risk-based decision-making.
- Strong written and verbal communication skills.
- Excellent analytical and problem-solving capabilities.
- Proficient in Microsoft Office applications, including intermediate Excel and presentation skills.
- Fluent in English, Arabic language proficiency is an advantage.
- Strong critical thinking and decision-making skills.

- Ability to work effectively both independently and as part of a team.
