تسعى شركة AECOM، إحدى الشركات الاستشارية الرائدة عالمياً في مجال البنية التحتية، إلى تعيين Senior Commercial Manager للعمل في مشاريعها بمدينتي مكة وجدة بالمملكة العربية السعودية. ستتولى قيادة التميز التجاري عبر برامج البنية التحتية والتطوير الكبرى في المنطقة، مع التركيز على الإدارة التجارية عالية القيمة، وتفسير العقود المعقدة، والتحضير الاستراتيجي للمطالبات والتفاوض عليها.

المهام والمسؤوليات

  • إجراء مراجعات شاملة ومنتظمة للمشاريع لتحديد المخاطر المالية وتحليل مؤشرات الأداء واقتراح استراتيجيات تخفيف فعالة لحماية هوامش المشروع.
  • مراجعة تحليلات التدفق النقدي التي تعدها فرق المشروع، ومراقبة النفقات، وضمان بقاء المشاريع ضمن حدود الميزانية مع الحفاظ على معايير الجودة.
  • قيادة تنفيذ والإشراف على أنظمة إدارة القيمة المكتسبة (Earned Value Management - EVM) عبر المشاريع، وتقديم التوجيه للفرق حول أفضل الممارسات وقياس الأداء.
  • العمل بشكل تعاوني مع فرق المشروع للتحكم في تآكل الهوامش، وتحديد فرص التحسين، وتنفيذ إجراءات تصحيحية لتعزيز الربحية.
  • مساعدة فرق المشروع في تقليل الأعمال قيد التنفيذ (WIP) والحسابات المدينة (AR)، مع مراقبة الفواتير والتحصيل النقدي لتحسين السيولة.
  • تحديد وتقييم وإدارة المخاطر والفرص التجارية بشكل استباقي طوال دورة حياة المشروع، وضمان حماية مصالح المنظمة.
  • تحليل تطورات المشروع وتغييرات النطاق وتعديلات التصميم لتحديد الاستحقاق في المطالبات أو التغييرات؛ وإعداد ودعم تقديم المطالبات للعملاء بحجج قائمة على الأدلة.
  • تقديم إرشادات الخبراء لفرق المشروع خلال مرحلة المناقصة للتفاوض على شروط وأحكام العقود المواتية بما يتماشى مع أهداف المنظمة.
  • تنمية عقلية تجارية عبر المنظمة من خلال تثقيف فرق المشروع حول تحديد المخاطر وإدارة النطاق والمحركات المالية لتسليم المشاريع بنجاح؛ وإجراء دورات تدريبية وتقديم إرشادات مستمرة حول تفسير العقود.
  • العمل كواجهة تجارية رئيسية بين فرق المشروع والإدارة المالية والقانونية والإدارة العليا لتبسيط العمليات وحماية أداء المشروع.
  • تقديم رؤى مدعومة بالبيانات وتقارير تجارية استراتيجية للقيادة الإقليمية حول المشاريع والمبادرات الرئيسية، ودعم اتخاذ القرارات المستنيرة.

الشروط والمتطلبات

  • درجة البكالوريوس في المساحة الكمّية أو الهندسة أو مجال ذي صلة.
  • خبرة لا تقل عن 15 عاماً في مجال البنية التحتية أو الاستشارات الهندسية أو إدارة المشاريع التجارية.
  • ما لا يقل عن 7 سنوات من الخبرة التراكمية في منصب إداري أو تجاري كبير.
  • خبرة عميقة في أشكال العقود وهياكلها وممارسات الإدارة التجارية.
  • سجل مثبت في إدارة مشاريع البنية التحتية أو الهندسة المدنية أو مشاريع التطوير واسعة النطاق.
  • قدرة متقدمة على إجراء تحليل جنائي لتأخيرات المشاريع والاستحقاقات التعاقدية باستخدام التفكير المنطقي القائم على الأدلة.
  • مهارات استثنائية في التواصل الكتابي والشفوي باللغة الإنجليزية.
  • خبرة مثبتة في التحكم في التكاليف وتحليل التدفق النقدي وإدارة المخاطر المالية.
  • كفاءة عالية في إدارة المطالبات والتفاوض على العقود وحل النزاعات.
  • خبرة في العمل مع كبار العملاء أو الهيئات التنظيمية أو المؤسسات الحكومية.
  • إجادة إدارة القيمة المكتسبة (EVM) وأنظمة الإدارة المالية للمشاريع.

المهارات المطلوبة

  • الزمالة المهنية أو العضوية في هيئات معترف بها (مثل MRICS أو MICE أو ما يعادلها).
  • خبرة في مشاريع البنية التحتية في منطقة الشرق الأوسط أو دول مجلس التعاون الخليجي.
  • الإلمام بالبيئة التنظيمية والممارسات التجارية في المملكة العربية السعودية.
  • معرفة معايير العقود والممارسات التجارية المحلية والإقليمية.
  • خبرة في بيئة عمل متعددة الثقافات ودولية.
  • إجادة اللغة العربية.
  • سجل في توجيه وتطوير الفرق التجارية بنجاح.
  • خبرة في أنظمة تخطيط موارد المؤسسات (ERP) وبرامج إدارة المشاريع.
  • قدرة مثبتة على قيادة التغيير التنظيمي وتنفيذ أفضل الممارسات التجارية.

Job Description

We are seeking an experienced and visionary Senior Commercial Manager to join our organization in Jeddah, Saudi Arabia. In this strategic leadership role, you will drive commercial excellence across major infrastructure and development programs in the region. You will be responsible for high-value commercial management, complex contract interpretation, and the strategic preparation and negotiation of project variations and claims. This position offers the opportunity to shape commercial strategy while mentoring teams and fostering a culture of financial discipline and commercial awareness.
  • Project Financial Analysis: Conduct regular and comprehensive project reviews to identify financial risks, analyze performance metrics, and propose effective mitigation strategies to protect project margins
  • Cost Control and Monitoring: Review cash flow analyses prepared by project teams, monitor cost expenditures, and ensure projects remain within budget parameters while maintaining quality standards
  • Earned Value Management (EVM): Lead the implementation and oversight of EVM systems across projects, providing guidance to teams on best practices and performance measurement
  • Margin Management: Work collaboratively with project teams to control margin erosion, identify improvement opportunities, and implement corrective actions to enhance profitability
  • Working Capital Optimization: Assist project teams in reducing Work in Progress (WIP) and Accounts Receivable (AR), while monitoring billings and cash collections to improve liquidity
  • Risk and Opportunity Management: Proactively identify, assess, and manage commercial risks and opportunities throughout the project lifecycle, ensuring the organization's interests are protected
  • Claims Management and Dispute Resolution: Analyze project developments, scope changes, and design modifications to determine entitlement to variations or claims; prepare and support claim submissions to clients with evidence-based arguments
  • Contract Negotiation and Support: Provide expert guidance to project teams during the bidding stage to negotiate favorable contract terms and conditions aligned with organizational objectives
  • Commercial Leadership and Mentorship: Cultivate a commercial mindset across the organization by educating project teams on risk identification, scope management, and financial drivers of successful project delivery; conduct training sessions and provide ongoing guidance on contractual interpretation
  • Cross-Functional Collaboration: Serve as the primary commercial interface between project teams, finance, legal, and senior management to streamline operations and safeguard project performance
  • Regional Reporting and Advisory: Provide data-driven insights and strategic commercial reporting to regional leadership on major projects and initiatives, supporting informed decision-making

Qualifications

Required Qualifications:
  • Bachelor's degree in Quantity Surveying, Engineering, or a related field
  • Minimum 15 years of relevant experience in infrastructure, engineering consultancy, or commercial project management
  • At least 7 years of progressive experience in a managerial or senior commercial capacity
  • Deep expertise in contract forms, structures, and commercial management practices
  • Proven track record managing large-scale infrastructure, civil engineering, or development projects
  • Advanced ability to conduct forensic analysis of project delays and contractual entitlements using logical, evidence-based reasoning
  • Exceptional written and verbal communication skills in English
  • Demonstrated experience in cost control, cash flow analysis, and financial risk management
  • Strong proficiency in claims management, contract negotiation, and dispute resolution
  • Experience working with major clients, statutory bodies, or government organizations
  • Proficiency in Earned Value Management (EVM) and project financial management systems

Preferred Qualifications:
  • Professional chartership or membership in recognized bodies (e.g., MRICS, MICE, or equivalent)
  • Experience with infrastructure projects in the Middle East or Gulf Cooperation Council (GCC) region
  • Familiarity with Saudi Arabian regulatory environment and business practices
  • Knowledge of local and regional contract standards and commercial practices
  • Experience in a multicultural and international working environment
  • Proficiency in Arabic language
  • Track record of successfully mentoring and developing commercial teams
  • Experience with enterprise resource planning (ERP) systems and project management software
  • Demonstrated ability to drive organizational change and implement commercial best practices
