نبذة عن الوظيفة
يتولى مدير إدارة النفايات القيادة الاستراتيجية لمحفظة أصول إدارة النفايات في المدينة، مع ضمان التخطيط الفعال والحوكمة والتحسين طوال دورة حياة البنية التحتية والأنظمة والخدمات والترتيبات التجارية للنفايات. يشمل الدور وضع استراتيجيات طويلة الأجل، خطط استثمارية لدورة الحياة، أطر أداء، ضمان الامتثال التنظيمي، ومعايير إدارة الأصول لدعم خدمات نفايات آمنة ومستدامة وفعالة من حيث التكلفة. يشرف على تيارات النفايات البلدية والبلاستيكية والعضوية والإنشائية والخطرة والمناسبات، مع تعزيز مبادئ الاقتصاد الدائري واستعادة الموارد والتمكين الرقمي. يضمن المواءمة مع إطار إدارة أصول المدينة، أهداف الاستدامة، اللوائح السعودية، أولويات رؤية 2030، وأفضل الممارسات العالمية.
المهام والمسؤوليات
- قيادة التوجه الاستراتيجي والحوكمة ونموذج التشغيل والسياسات وإطار الأداء لمحفظة إدارة النفايات على مستوى المدينة.
- تطوير استراتيجيات أصول النفايات طويلة الأجل ونماذج الخدمة وتوقعات الطلب وخطط القدرات وبرامج الاستثمار في دورة الحياة بما يتوافق مع نمو المدينة والاحتياجات التشغيلية.
- دفع مبادرات الاستدامة والاقتصاد الدائري وإعادة التدوير واستعادة الموارد وتقليل النفايات وخفض انبعاثات الكربون بما يتماشى مع أهداف ESG ورؤية 2030.
- إنشاء أنظمة معلومات الأصول والأنظمة الرقمية وتقنيات النفايات الذكية وحوكمة البيانات ولوحات أداء الأداء والتحليلات لدعم اتخاذ القرارات.
- ضمان الامتثال للوائح إدارة النفايات والمتطلبات البيئية والتصاريح والتراخيص والتقارير التنظيمية من خلال التواصل مع الجهات المختصة.
- الإشراف على إدارة دورة حياة الأصول للبنية التحتية للنفايات، بما في ذلك التخطيط والتصميم والصيانة والتجديد والاستبدال والمرونة والجاهزية التشغيلية.
- قيادة إدارة الصحة والسلامة والبيئة، وضمان المناولة الآمنة للنفايات وحماية البيئة والامتثال التنظيمي والاستعداد للطوارئ.
- تطوير استراتيجيات الحوكمة التجارية والمشتريات والاستثمار ومزودي الخدمة، بما في ذلك العقود ومؤشرات الأداء الرئيسية واتفاقيات مستوى الخدمة وإعداد الميزانية وتحسين تكلفة دورة الحياة.

الشروط والمتطلبات
- درجة البكالوريوس في الهندسة البيئية أو الهندسة المدنية أو إدارة النفايات أو العلوم البيئية أو الاستدامة أو إدارة المرافق أو مجال ذي صلة؛ يفضل درجة الماجستير والشهادات المهنية ذات الصلة.
- خبرة لا تقل عن 18 عاماً في إدارة النفايات أو الخدمات البيئية أو المرافق أو تشغيل البنية التحتية أو إدارة المرافق أو تقديم الخدمات على نطاق المدن، بما في ذلك 8 سنوات على الأقل في أدوار قيادية عليا.
المهارات المطلوبة
- خبرة مثبتة في إدارة النفايات البلدية، وإعادة التدوير، ونفايات البناء والهدم، والنفايات العضوية، والنفايات الخطرة، والنفايات الصناعية، بما في ذلك أنظمة المعالجة والنقل والاسترداد والتخلص.

About The Opportunity
The Director, Waste Management provides strategic leadership for the city's waste management asset portfolio, ensuring waste infrastructure, systems, services, and commercial arrangements are effectively planned, governed, and optimized throughout their lifecycle. The role develops long-term strategies, lifecycle investment plans, performance frameworks, regulatory assurance, and asset management standards to support safe, sustainable, and cost-effective waste services. It oversees municipal, recycling, organics, construction, hazardous, and event waste streams, while promoting circular economy principles, resource recovery, and digital enablement. The position ensures alignment with the city's asset management framework, sustainability objectives, Saudi regulations, Vision 2030 priorities, and global best practices.
Role Responsibilities
- Lead the strategic direction, governance, operating model, policies, and performance framework for the city-wide waste management portfolio.
- Develop long-term waste asset strategies, service models, demand forecasts, capacity plans, and lifecycle investment programs aligned with city growth and operational needs.
- Drive sustainability, circular economy, recycling, resource recovery, waste diversion, and carbon reduction initiatives in line with ESG objectives and Vision 2030.
- Establish asset information, digital systems, smart waste technologies, data governance, performance dashboards, and analytics to support informed decision-making.
- Ensure compliance with waste management regulations, environmental requirements, permits, licensing obligations, and regulatory reporting through engagement with key authorities.
- Oversee asset lifecycle management for waste infrastructure, including planning, design, maintenance, renewal, replacement, resilience, and operational readiness.
- Lead health, safety, and environmental management, ensuring safe waste handling, environmental protection, regulatory compliance, and emergency preparedness.
- Develop commercial, procurement, investment, and provider governance strategies, including contracts, KPIs, SLAs, budgeting, and lifecycle cost optimization.
- Build strong relationships with developers, operators, facility managers, event organizers, regulators, and the community to support waste and sustainability objectives.
- Lead organizational capability development, fostering a culture of safety, operational excellence, innovation, sustainability, continuous improvement, and workforce development.
Role Requirements
- Bachelor’s degree in Environmental Engineering, Civil Engineering, Waste Management, Environmental Science, Sustainability, Facilities Management, or a related field; Master’s degree and relevant professional certifications are preferred.
- 18+ years of experience in waste management, environmental services, utilities, infrastructure operations, facilities management, or city-scale service delivery, including at least 8 years in senior leadership roles.
- Proven expertise in municipal, recycling, construction and demolition, organic, hazardous, and industrial waste management, including treatment, transfer, recovery, and disposal systems.
- Strong knowledge of Saudi environmental regulations, MWAN requirements, circular economy principles, ESG frameworks, regulatory compliance, and waste governance.
- Experience leading waste strategy, procurement, operational readiness, service mobilization, performance management, audits, lifecycle planning, OPEX/CAPEX management, and contractor oversight.
- Advanced capabilities in smart waste technologies, IoT, GIS, data analytics, waste-to-energy solutions, stakeholder management, executive reporting, and driving sustainable, commercially viable waste management operations.
