Job Description

We are seeking an experienced Operations Manager - Power Transmission & Cabling to oversee and manage the execution of electrical transmission and infrastructure projects, with a strong focus on underground cable systems and fiber optic cabling.

The role will be responsible for managing day-to-day operations, project execution, technical coordination, resources, subcontractors, suppliers, quality, HSE, and client relationships while ensuring projects are delivered safely, efficiently, and in accordance with Saudi Electricity Company (SEC) requirements and applicable technical standards.

Key Responsibilities

• Manage the overall operational execution of power transmission and underground cable projects.
• Oversee installation, testing, commissioning, and maintenance activities related to underground power cables.
• Manage fiber optic cabling activities associated with transmission and infrastructure projects.
• Plan and allocate manpower, equipment, materials, and subcontractors across projects.
• Coordinate with project managers, engineers, consultants, clients, suppliers, and subcontractors.
• Monitor project progress, productivity, costs, schedules, and resource utilization.
• Ensure compliance with SEC specifications, technical standards, project requirements, and approved procedures.
• Review method statements, work plans, inspection requirements, and project documentation.
• Coordinate cable installation, trenching, ducting, jointing, termination, testing, and related infrastructure activities.
• Oversee fiber optic installation, testing, splicing, termination, and commissioning activities.
• Ensure proper implementation of QA/QC and HSE requirements throughout project execution.
• Identify operational risks, delays, technical issues, and resource constraints and implement corrective actions.
• Manage suppliers and subcontractors and ensure timely availability of project materials and equipment.
• Participate in client meetings, technical discussions, progress reviews, and project coordination meetings.
• Support tendering, estimation, technical proposals, and project mobilization when required.
• Develop operational reports, project KPIs, progress updates, and management reports.
• Maintain strong relationships with clients and support the company's growth within the Saudi power transmission and infrastructure market.

Required Qualifications & Experience

• Bachelor's degree in Electrical Engineering, Power Engineering, Telecommunications Engineering, or a related field.
• 8-12+ years of experience in electrical infrastructure, power transmission, underground cables, fiber optics, or related projects.
• Proven experience managing large-scale transmission and cabling projects.
• Strong knowledge of underground cable installation, jointing, termination, testing, and commissioning.
• Experience with fiber optic cable installation, splicing, testing, and commissioning.
• Experience working with SEC projects, contractors, consultants, or major infrastructure clients is highly desirable.
• Strong understanding of project management, resource planning, procurement, subcontractor management, and HSE.
• Ability to manage multiple projects and operational teams simultaneously.
• Strong communication, negotiation, leadership, and problem-solving skills.
• Knowledge of Saudi construction, electrical, and infrastructure regulations and standards.
