The Chief Project Delivery Officer (CPDO) is responsible for leading the company's overall project delivery strategy and execution framework. They oversee major enterprise-level projects, project portfolios, the Project Management Office (PMO), and delivery organizations, ensuring that strategic projects are completed in alignment with established scope, schedule, budget, quality, and business objectives.

This role is typically part of the senior executive leadership, serving as a critical link between corporate strategy, project management, operations, customers, finance, technology, and business teams. The core responsibility extends beyond merely overseeing project execution; it involves building enterprise-wide delivery capabilities, governance mechanisms, and resource allocation systems to ensure that major investments and strategic plans translate into measurable business outcomes.

Core Responsibilities

I. Enterprise-Level Project Delivery Strategy

Formulate the company's overall project delivery strategy and medium-to-long-term development plans.

Translate corporate strategic goals into actionable project and portfolio plans.

Establish enterprise-wide delivery models, governance frameworks, and management standards.

Determine major projects and resource allocation priorities based on corporate strategic objectives.

Continuously enhance the organization's overall project delivery maturity and execution capabilities.

II. Project Portfolio and Major Project Management

Oversee enterprise-level project portfolios and key strategic projects.

Monitor the scope, schedule, budget, risks, and deliverables of major projects.

Establish mechanisms for prioritizing projects and managing inter-project dependencies.

Provide executive-level intervention for major project delays, budget overruns, and execution deviations.

Ensure project portfolios remain aligned with corporate strategy and capital investment plans.

III. Project Delivery Governance

Establish unified mechanisms for project governance, approval, reporting, and escalation.

Define project lifecycles, milestones, and delivery standards.

Implement systems for project status reporting and executive dashboards.

Establish decision-making and change control mechanisms for major projects.

Ensure consistency in project management practices across the organization.

IV. Delivery Performance and Quality Management

Establish enterprise-level KPIs and performance management systems for project delivery.

Monitor metrics such as on-time delivery rates, budget adherence, scope variance, and quality indicators.

Implement mechanisms for monitoring project health and providing early risk warnings.

Organize root cause analysis for major delivery issues and drive corrective actions.

Continuously improve project delivery quality and success rates.

V. Resource and Investment Management

Coordinate the allocation of human, technical, and professional resources for projects across the enterprise. Adjust resource allocation based on project priorities and strategic value.

Oversee project budgets and the utilization of capital investments.

Enhance project resource utilization and return on investment (ROI).

Identify critical resource bottlenecks and develop capacity planning strategies.

VI. Cross-functional and Business Collaboration

Coordinate across business, product, technology, operations, finance, and customer-facing teams.

Ensure alignment between project requirements, business objectives, and delivery schedules.

Resolve cross-departmental conflicts regarding priorities and resources.

Foster shared accountability for project outcomes between project teams and business leaders.

Provide decision-making support for major projects to the CEO and senior management team.

VII. Customer and Commercial Delivery

Oversee delivery performance for strategic and major client projects.

Participate in high-level communications and governance meetings for major client projects.

Ensure alignment between commercial commitments and actual delivery capabilities.

Manage escalations, delivery disputes, and critical risks associated with major clients.

Drive customer satisfaction, renewal rates, and long-term business value through high-quality delivery.

VIII. Process Optimization and Digital Delivery

Establish standardized project management processes, templates, and best practices.

Drive the adoption of project management tools, data platforms, and automation technologies.

Enhance project forecasting and decision-making capabilities through data analysis.

Optimize processes for project initiation, execution, acceptance, and closure.

Leverage AI, automation, and digital tools to improve project delivery efficiency.

IX. Team Leadership and Organizational Development

Lead the PMO and senior management teams for project management and delivery.

Build a talent pipeline for project managers, project directors, and project leaders.

Develop frameworks for team performance, competency, and career development.

Cultivate senior project management talent capable of leading complex strategic projects.

Foster a project delivery culture focused on results, risk awareness, and customer orientation.

Qualifications

Education

Bachelor’s degree or higher in Project Management, Business Management, Operations Management, Engineering, Information Technology, or a related field.

MBA or EMBA preferred.

Project management certifications (e.g., PMP, PgMP, PRINCE2, SAFe) preferred.

Work Experience

20+ years of experience in project management, project delivery, portfolio management, or corporate operations.

15+ years of leadership experience in large-scale projects, PMO, or senior project management organizations.

Experience managing enterprise-level strategic projects and complex project portfolios. Experience in cross-departmental, cross-regional, or global project delivery.

Experience in managing budgets, resources, risks, and client delivery.
