The Chief Information Officer (CIO) is responsible for formulating and leading the company's overall information technology and informatization strategy, ensuring that the enterprise technology ecosystem, information systems, data infrastructure, and digital capabilities support the company's long-term business goals and operational needs.

This role is typically one of the highest-level technology management positions in the organization. The CIO oversees IT strategy, enterprise systems, data management, information security, technology governance, digital transformation, and IT operations, while collaborating with the CEO, CFO, COO, CTO, and heads of business units to translate technology investments into measurable business value.

Core Responsibilities

I. Information Technology Strategy

Formulate the company's medium- to long-term IT strategy and annual IT plans.

Translate corporate business strategies into plans for informatization and technology development.

Develop roadmaps for enterprise IT architecture, systems, and technical capabilities.

Adjust technology investments and IT resource allocation based on business growth.

Ensure IT strategy aligns with the overall corporate strategy.

II. Enterprise Information Systems Management

Oversee ERP, CRM, HRIS, financial systems, and other enterprise application platforms.

Monitor the stability, scalability, and operational performance of core information systems.

Drive enterprise system integration to reduce redundancy and eliminate technology silos.

Establish mechanisms for enterprise application lifecycle management.

Ensure information systems continuously support business development.

III. IT Operations and Infrastructure

Oversee enterprise IT operations, infrastructure, networks, cloud environments, and endpoint services.

Establish standards for IT service management and operations.

Ensure the stability, availability, and business continuity of critical systems.

Oversee IT incident, problem, and change management.

Continuously improve IT service quality and operational efficiency.

IV. Data and Information Management

Formulate strategies for enterprise data management, data governance, and information architecture.

Establish unified data standards, data quality protocols, and data security mechanisms.

Drive the development of enterprise data platforms, business analytics, and management dashboards.

Enhance data transparency and cross-departmental data collaboration capabilities.

Facilitate the use of data to inform operational and strategic decision-making.

V. Information Security and Risk Management

Lead the enterprise information security and IT risk management framework.

Establish information security policies, control measures, and risk monitoring mechanisms.

Oversee cybersecurity, identity management, access control, and data protection.

Collaborate with security teams to respond to major security incidents.

Ensure the IT environment complies with corporate policies and applicable regulatory requirements.

VI. Digital Transformation

Lead enterprise digital transformation and informatization upgrade projects.

Evaluate the business value of technologies such as cloud computing, AI, automation, and data analytics.

Drive the digitization and automation of traditional business processes.

Establish mechanisms for prioritizing digital projects and evaluating investments.

Ensure digital investments yield tangible operational and business outcomes.

VII. IT Project and Investment Management

Oversee major enterprise IT projects and project portfolios.

Monitor project scope, budget, schedule, risks, and deliverables. Establish systems for analyzing IT investment ROI and managing project performance.

Optimize the IT investment portfolio based on business priorities.

Advise the CEO and Board of Directors on major technology investments.

VIII. Business-Technology Alignment

Serve as a key liaison between business teams and the IT organization.

Gain a deep understanding of business needs and drive the implementation of technology solutions.

Collaborate with business leaders to define priorities for systems, data, and technology.

Enhance operational efficiency and customer experience through IT capabilities.

Transform the technology team from a cost center into a driver of business value.

IX. IT Organization and Team Leadership

Build and lead the enterprise IT organization and management team.

Design the IT organizational structure, define roles and responsibilities, and establish management mechanisms.

Develop talent in areas such as IT projects, infrastructure, data, security, and enterprise applications.

Implement team performance management, talent development, and succession planning.

Foster an IT organizational culture that is high-performing, business-oriented, and driven by continuous innovation.

Qualifications

Education

Bachelor’s degree or higher in Computer Science, Information Systems, Information Technology, Engineering, Business Management, or a related field.

MBA, MS in Information Systems, or a related master’s degree preferred.

Professional certifications such as CISSP, CISM, ITIL, or PMP preferred.

Work Experience

Over 20 years of experience in Information Technology, IT operations, enterprise systems, or digital transformation.

Over 15 years of experience in senior IT management or enterprise technology leadership.

Experience in enterprise-level IT strategy, system implementation, and IT governance.

Experience managing large-scale IT organizations, multi-regional teams, or complex enterprise environments.

Experience in budgeting, technology investment, vendor management, and large-scale project management.
