تعلن شركة بارسونز عن توفر فرصة وظيفية لشغل منصب Senior FM Services Specialist (سعودي الجنسية) في مدينة الرياض - قدية. ستعمل ضمن فريق لتقديم الإشراف الفني والحوكمة التشغيلية لخدمات إدارة المرافق المتكاملة (IFM) عبر مرافق سكنية ومجتمعية واسعة النطاق.

المهام والمسؤوليات

  • تقديم الإشراف اليومي على أنشطة إدارة المرافق المتكاملة (IFM) في أماكن السكن والمباني السكنية والمناطق المشتركة ومرافق الطعام والبنية التحتية الداعمة.
  • قيادة التفتيش الميداني الروتيني لتقييم حالة المرافق والأداء التشغيلي والنظافة والسلامة وجودة الخدمة.
  • مراقبة مقاولي ومقدمي خدمات إدارة المرافق لضمان الامتثال للمتطلبات التعاقدية والإجراءات المعتمدة واتفاقيات مستوى الخدمة (SLAs) ومؤشرات الأداء الرئيسية (KPIs).
  • مراجعة أوقات استجابة المقاولين وجودة العمل وأداء الصيانة الوقائية وإغلاق طلبات الخدمة.
  • تحديد أوجه القصور التشغيلي والعيوب الهندسية ومشكلات الصيانة وإخفاقات الخدمة واتخاذ الإجراءات التصحيحية المناسبة.

  • إجراء تفتيش الجودة لخدمات الصيانة الناعمة (Soft FM) مثل التنظيف والخدمات المنزلية والتغذية وإدارة النفايات ومكافحة الآفات والخدمات المجتمعية المرتبطة.
  • تدقيق مرافق الطهي الجماعي ومناطق تحضير الطعام وتخزينه ومرافق الطعام والعمليات المرتبطة للتأكد من الامتثال لمتطلبات سلامة الأغذية والنظافة.
  • تفتيش أماكن السكن والحمامات ومرافق الصرف الصحي والمناطق المشتركة لضمان معايير النظافة والسلامة المناسبة.
  • مراقبة أنشطة جمع النفايات وإعادة التدوير والتخلص منها وإدارة الآفات عبر الأصل.
  • تقديم الإشراف الفني على خدمات الصيانة الصلبة (Hard FM) والبنية التحتية الأساسية للميكانيكا والكهرباء والسباكة (MEP).
  • مراقبة أنشطة الصيانة الوقائية والتصحيحية المخططة لأنظمة التكييف والكهرباء والسباكة وتوزيع المياه والإضاءة وغيرها من أنظمة المباني.
  • مراجعة جداول الصيانة والتحقق من اكتمال أنشطة الصيانة المخططة وفقاً للمتطلبات المعتمدة.
  • مراقبة حالة المعدات الحيوية وموثوقيتها وتوفرها ومشكلات الصيانة المتكررة.
  • مراجعة سجلات الأصول والتحقق من دقة معلومات الأصول وحالة الصيانة وسجلات دورة الحياة.
  • تمثيل عمليات المدينة وإدارة الأصول أثناء التفتيش المشترك وحصر العيوب والتشغيل والتسليم للمباني والمرافق السكنية الجديدة.
  • تحديد العيوب البارزة ومشكلات الجاهزية التشغيلية وقت التسليم ومتابعتها حتى الحل والإغلاق.
  • التحقق من أن الأصول الجديدة قابلة للصيانة ويمكن الوصول إليها وموثقة وجاهزة تشغيلياً قبل القبول.
  • مراجعة وثائق التشغيل والصيانة ومعلومات الأصول والضمانات ومتطلبات الصيانة وغيرها من معلومات التسليم حسب الحاجة.
  • تتبع طلبات الصيانة من السكان والشكاوى والملاحظات ومشكلات الخدمة والتنسيق مع المقاولين لتحقيق حل في الوقت المناسب.
  • رفع إخفاقات الخدمة المتكررة أو عالية المخاطر إلى قيادة إدارة الأصول وعمليات المدينة.
  • الحفاظ على سجلات دقيقة للتفتيش والحوادث وإخفاقات الخدمة والإجراءات التصحيحية وأداء المقاولين والقضايا التشغيلية.
  • إعداد تقارير إدارة المرافق اليومية والأسبوعية وتقييمات أداء المقاولين وسجلات الحوادث وتحديثات KPI/SLA وملخصات الإدارة.
  • تحليل الاتجاهات المتكررة للصيانة والخدمة والتوصية بتحسينات عملية لأداء الأصول وتقديم الخدمة.
  • التنسيق مع إدارة الأصول وعمليات المدينة والصحة والسلامة والبيئة والأمن وإدارة المجتمع والمقاولين والسكان وأصحاب المصلحة الآخرين.
  • دعم أنشطة الاستجابة للطوارئ واستمرارية الأعمال وإدارة الحوادث التي تؤثر على المرافق والمجتمعات السكنية.
  • تعزيز ممارسات العمل الآمنة ومعايير الخدمة العالية ورفاهية العمال والتحسين المستمر عبر عمليات إدارة المرافق.
  • أداء المهام الأخرى المرتبطة بهذا المنصب حسب الاقتضاء.

الشروط والمتطلبات

  • دبلوم أو درجة بكالوريوس في إدارة المرافق أو الهندسة الميكانيكية أو الهندسة الكهربائية أو الهندسة المدنية أو خدمات المباني أو تخصص تقني ذي صلة.
  • خبرة لا تقل عن 10 سنوات في إدارة المرافق، بما في ذلك خبرة كبيرة في الإشراف الميداني المباشر وإدارة المقاولين.
  • خبرة قوية في دعم أماكن السكن واسعة النطاق وقرى العمال والمخيمات النائية والمجمعات السكنية عالية الكثافة أو مرافق تشغيلية مماثلة.

Job Description:

Parsons is looking for an amazingly talented Senior FM Services Specialist - Saudi National to join our team! In this role you will get to provide on-site technical oversight and operational governance of Integrated Facilities Management (IFM) services across large-scale workforce accommodation and community assets. You will monitor hard and soft FM services, contractor performance, asset condition, worker welfare, hygiene, maintenance, and service quality to ensure facilities operate safely, reliably, and in accordance with contractual requirements, SLAs, KPIs, and applicable standards.
 

What You'll Be Doing

  • Provide day-to-day on-site oversight of Integrated Facilities Management (IFM) activities across workforce accommodation, residential blocks, common areas, dining facilities, and supporting infrastructure.
  • Lead routine field inspections to assess facility condition, operational performance, cleanliness, safety, and service quality.
  • Monitor FM contractors and service providers to ensure compliance with contractual requirements, approved procedures, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs).
  • Review contractor response times, work quality, preventive maintenance performance, and closure of service requests.
  • Identify operational deficiencies, engineering defects, maintenance issues, and service failures and initiate appropriate corrective actions.
  • Track corrective actions and follow up with contractors to ensure deficiencies are resolved within required timeframes.
  • Monitor contractor manpower, deployment, supervision, and service delivery across assigned facilities.
  • Conduct quality inspections of soft FM services, including cleaning, janitorial services, catering, waste management, pest control, and associated community services.
  • Audit mass-catering kitchens, food preparation and storage areas, dining facilities, and related operations for compliance with applicable food safety and hygiene requirements.
  • Inspect residential accommodation, washrooms, sanitation facilities, and common areas to ensure appropriate standards of cleanliness, hygiene, and worker welfare.
  • Monitor waste collection, recycling, disposal, and pest management activities across the asset.
  • Provide technical oversight of hard FM services and basic Mechanical, Electrical, and Plumbing (MEP) infrastructure.
  • Monitor planned preventive maintenance and corrective maintenance activities for HVAC, electrical, plumbing, water distribution, lighting, and other building systems.
  • Review maintenance schedules and verify completion of planned maintenance activities against approved requirements.
  • Monitor critical equipment condition, reliability, availability, and recurring maintenance issues.
  • Review asset registers and verify that asset information, maintenance status, and lifecycle records are maintained accurately.
  • Represent City Operations and Asset Management during joint inspections, snagging, commissioning, and handover of new residential blocks and facilities.
  • Identify outstanding defects and operational readiness issues during handover and track them through resolution and closure.
  • Verify that new assets are maintainable, accessible, documented, and operationally ready before acceptance.
  • Review O&M documentation, asset information, warranties, maintenance requirements, and other handover information as required.
  • Track resident maintenance requests, complaints, grievances, and service issues and coordinate with contractors to achieve timely resolution.
  • Escalate recurring or high-risk service failures to senior Asset Management and City Operations leadership.
  • Maintain accurate records of inspections, incidents, service failures, corrective actions, contractor performance, and operational issues.
  • Prepare daily and weekly FM reports, contractor performance assessments, incident logs, KPI/SLA updates, and management summaries.
  • Analyze recurring maintenance and service trends and recommend practical improvements to asset performance and service delivery.
  • Coordinate with Asset Management, City Operations, HSE, Security, Community Management, contractors, residents, and other relevant stakeholders.
  • Support emergency response, business continuity, and incident management activities affecting facilities and residential communities.
  • Promote safe working practices, high service standards, worker welfare, and continuous improvement across FM operations.
  • Perform other responsibilities associated with this position as appropriate.

What Required Skills You'll Bring

  • Diploma or Bachelor's Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Civil Engineering, Building Services, or a related technical discipline.
  • Minimum 10+ years of facilities management experience, including significant hands-on site supervision and contractor management experience.
  • Strong experience supporting large-scale workforce accommodation, workers' villages, remote camps, high-density residential compounds, or similar operational facilities.
  • Demonstrated experience managing or overseeing Integrated Facilities Management (IFM) service providers.
  • Strong working knowledge of both hard and soft FM services, including:
  • HVAC and mechanical systems
  • Electrical systems
  • Plumbing and water distribution
  • Planned and corrective maintenance
  • Cleaning and janitorial services
  • Catering and food services
  • Waste management
  • Pest control
  • Hygiene and sanitation
  • Experience monitoring contractor performance against contractual SLAs and KPIs.
  • Strong understanding of planned preventive maintenance (PPM), corrective maintenance, work orders, and service request management.
  • Experience conducting facility inspections, identifying defects, and tracking corrective actions through closure.
  • Knowledge of asset management, asset registers, equipment condition monitoring, and lifecycle maintenance principles.
  • Experience supporting facility handover, snagging, commissioning, and operational readiness activities.
  • Understanding of worker welfare, accommodation quality, hygiene, and facility safety requirements.
  • Ability to interpret FM contracts, scopes of work, performance requirements, and service specifications.
  • Strong problem-solving skills and ability to resolve operational issues in a fast-paced environment.
  • Ability to direct and influence contractor workforce teams without direct administrative reporting authority.
  • Strong attention to detail with the ability to identify recurring operational and service quality issues.
  • Strong written and verbal communication skills.
  • Ability to prepare clear operational reports, inspection findings, incident logs, and contractor performance assessments.
  • Ability to work independently and make appropriate operational decisions within assigned authority.
  • Strong stakeholder management and multidisciplinary coordination capabilities.

What Desired Skills You'll Bring

  • Experience supporting Saudi Arabian giga-projects, major master-planned developments, workforce villages, or large residential communities.
  • Experience within City Operations, Asset Management, Facilities Management, Community Operations, or Property Management environments.
  • Professional Facilities Management certification such as CFM, FMP, IWFM, or equivalent is preferred.
  • NEBOSH, IOSH, OSHA, or equivalent HSE qualification is an advantage.

  • Experience working within Delivery Partner, PMC, client-side, or major program environments.
  • Strong contractor management, negotiation, and performance improvement capabilities.
