شركة بارسونز (Parsons) تبحث عن مساح كميات متخصص في إدارة التغييرات والمتغيرات (Quantity Surveyor - Variations and Change Management) للعمل في الرياض. في هذه الوظيفة ستقوم بمجموعة من الأنشطة التجارية والمسح الكمي عبر مشروع أو برنامج معين، مع التركيز على تحديد وتقييم التغييرات، والامتثال التعاقدي، وإدارة التغيير، وإعداد التقارير التجارية، وحماية المصالح التجارية للشركة والعميل من خلال الكشف المبكر عن التغييرات وتوثيقها والتفاوض بشأنها بفعالية.
المهام والمسؤوليات
- مراجعة تغييرات التصميم والتعليمات الميدانية وطلبات المعلومات والإشعارات التعاقدية ومتطلبات المشروع المحدثة لتحديد التغييرات المحتملة وآثارها التجارية.
- تقدير الآثار المالية والزمنية للتغييرات، بما في ذلك التكاليف المباشرة وغير المباشرة، وآثار الإطالة، والاضطراب، وما يرتبط بها من تعرض تجاري.
- إعداد تقديرات تكاليف مفصلة، وتحليلات للكميات والأسعار، ووثائق داعمة للتغييرات المقترحة.
- إدارة عملية التغيير بالكامل من البداية إلى الإغلاق، بما في ذلك بدء التقييم والتوصية والموافقة والتنفيذ والإغلاق.

- ضمان دقة التقييمات وكونها مبررة وقابلة للتدقيق ومتوافقة مع العقد وطرق القياس المعيارية المطبقة.
- تفسير وتطبيق الأحكام التعاقدية المتعلقة بالتغييرات وأوامر التغيير وآليات التقييم والإشعارات والأسعار والاستحقاق.
- صياغة المراسلات التجارية المتعلقة بالتغييرات والمطالبات والإشعارات والأسعار ومسائل التقييم والاتفاق على التغييرات.
- الحفاظ على سجلات دقيقة للتغييرات وسجلات التغيير وتقارير التكاليف والتوقعات والسجلات التجارية.
- التنسيق مع فرق التصميم والبناء والتخطيط والهندسة والرقابة على المشاريع والتجارية للحصول على المعلومات اللازمة لتقييم التغييرات.
- التواصل مع المقاولين والاستشاريين وممثلي العميل لتوضيح التقديمات والتفاوض على الأسعار والاتفاق على قيم التغييرات.
- حضور اجتماعات التقدم ومراقبة التغيير والاجتماعات التجارية وتقديم تحديثات عن حالة التغييرات والتعرض المالي والإجراءات المعلقة.
- الحفاظ على سجلات شاملة وقابلة للتتبع لجميع التغييرات والموافقات والتقييمات والمراسلات والوثائق الداعمة.
- إعداد تقارير دورية عن التغييرات للإدارة الداخلية ولمراجعة العميل.
- دعم توقعات تكاليف المشروع من خلال دمج التغييرات المعتمدة والمعلقة والمتوقعة.
- تحديد المخاطر التجارية الناشئة والتوصية بإجراءات التخفيف لقادة المشروع.
- المساعدة في مراجعات المشروع والمراجعات التجارية والحسابات النهائية وأنشطة إغلاق العقد.
- ضمان اكتمال جميع السجلات التجارية وكونها جاهزة للتدقيق.
- أداء أي مهام أخرى ذات صلة بهذا المنصب حسب الاقتضاء.
الشروط والمتطلبات
- درجة البكالوريوس في المسح الكمي أو الهندسة المدنية أو إدارة الإنشاءات أو تخصص ذي صلة.
- خبرة لا تقل عن 5-10 سنوات في مجال المسح الكمي، مع تركيز قوي على التغييرات وإدارة التغيير والتقييم والإدارة التجارية.
- خبرة في دعم مشاريع البنية التحتية أو المباني أو المشاريع متعددة الاستخدامات أو مشاريع الإنشاءات الكبرى.
- معرفة قوية بمبادئ المسح الكمي وطرق القياس المعيارية وتقدير التكاليف وتحليل التكاليف.
- خبرة مثبتة في إدارة عملية التغيير بالكامل من التحديد وحتى التقييم والتفاوض والموافقة والإغلاق.
- القدرة على تحديد التغييرات ذات التأثير التجاري في مرحلة مبكرة.
- خبرة في إعداد تقديمات التغيير التفصيلية والتقييمات التجارية وتحليلات الأسعار وتفصيل التكاليف.
- خبرة في مراجعة والتحقق من مطالبات التغيير وطلبات التغيير المقدمة من المقاولين.
- فهم قوي لعقود FIDIC أو العقود الإنشائية المعيارية الدولية الأخرى.
- القدرة على تفسير البنود التعاقدية المتعلقة بالتغييرات والإشعارات والأسعار وآليات التقييم والاستحقاق.
- معرفة عملية بمبادئ المطالبات، بما في ذلك التأخير والاضطراب والإطالة وآثارها المالية.
- قدرة تحليلية قوية لتقييم الآثار المالية والزمنية.
- القدرة على تقييم الحلول التقنية البديلة من منظور تجاري وتكلفة.
- دقة عالية واهتمام بالتفاصيل في سجلات الكميات والتكاليف والمالية.
المهارات المطلوبة
- مهارات تواصل كتابية وشفهية قوية باللغة الإنجليزية.

- مستوى عالٍ من النزاهة والأخلاق المهنية والوعي التجاري.
- القدرة على العمل بفعالية ضمن فرق مشروع متعددة التخصصات.
- نهج استباقي وموجه نحو التفاصيل ومركز على الجانب التجاري.
- يُفضل: مؤهل مهني في المسح الكمي أو عضوية مهنية مثل MRICS أو AIQS أو ما يعادلها.
- يُفضل: خبرة في العمل مع الاستشاريين أو المقاولين الدوليين في الشرق الأوسط، ويفضل في المملكة العربية السعودية.

Job Description:
Parsons is looking for an amazingly talented Quantity Surveyor - Variations and Change Management to join our team! In this role you will get to perform a range of quantity surveying and commercial activities across an assigned project or program, with a particular focus on variation identification, valuation, contractual compliance, change management, and commercial reporting. You will help protect Parsons’ and the client’s commercial interests by ensuring changes are identified early, accurately assessed, properly documented, and effectively negotiated.
What You'll Be Doing
- Review design changes, site instructions, Requests for Information, contractual notices, and revised project requirements to identify potential variations and commercial impacts.
- Assess the cost and time implications of changes, including direct costs, indirect costs, prolongation impacts, disruption, and associated commercial exposure.
- Prepare detailed cost estimates, quantity breakdowns, rate analyses, and supporting documentation for proposed variations.
- Manage the end-to-end variation and change process, including initiation, assessment, recommendation, approval, implementation, and closeout.
- Prepare and review variation orders, change requests, commercial evaluations, and supporting contractual records.
- Assist in preparing and evaluating claims related to scope changes, delays, disruptions, prolongation, and differing conditions.
- Perform quantity take-offs, remeasurement, and valuation of variation works using approved drawings, specifications, site records, and measurement standards.
- Review and validate contractor variation submissions against contractual provisions, approved scope, drawings, records, and agreed rates.
- Ensure valuations are accurate, justified, auditable, and compliant with the contract and applicable standard methods of measurement.
- Interpret and apply contract provisions related to variations, change orders, valuation mechanisms, notices, rates, and entitlement.
- Draft commercial correspondence related to variations, claims, notices, rates, valuation matters, and agreement of changes.
- Maintain accurate variation registers, change logs, cost reports, forecasts, and commercial records.
- Coordinate with design, construction, planning, engineering, project controls, and commercial teams to obtain information required for variation assessments.
- Liaise with contractors, consultants, and client representatives to clarify submissions, negotiate rates, and agree variation values.
- Attend progress, change control, and commercial meetings and present updates on variation status, cost exposure, and outstanding actions.
- Maintain comprehensive and traceable records of all variations, approvals, assessments, correspondence, and supporting documentation.
- Prepare periodic variation and change reports for internal management and client review.
- Support project cost forecasting by incorporating approved, pending, and anticipated variations.
- Identify emerging commercial risks and recommend mitigation actions to project leadership.
- Assist with project audits, commercial reviews, final accounts, and contract closeout activities.
- Ensure all commercial records are complete, accurate, and audit-ready.
- Perform other responsibilities associated with this position as appropriate.
What Required Skills You'll Bring
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
- Minimum 5-10 years of relevant quantity surveying experience, with a strong focus on variations, change management, valuation, and commercial administration.
- Experience supporting large infrastructure, building, mixed-use, or major construction projects.
- Strong knowledge of quantity surveying principles, standard methods of measurement, cost estimating, and cost analysis.
- Demonstrated experience managing the full variation process from identification through valuation, negotiation, approval, and closeout.
- Ability to identify changes with commercial impact at an early stage.
- Experience preparing detailed variation submissions, commercial evaluations, rate analyses, and cost breakdowns.
- Experience reviewing and validating contractor variation claims and change requests.
- Strong understanding of FIDIC or other international standard forms of construction contract.
- Ability to interpret contractual clauses related to variations, notices, rates, valuation mechanisms, and entitlement.
- Working knowledge of claims principles, including delay, disruption, prolongation, and their cost implications.
- Strong analytical capability to assess cost and time impacts.
- Ability to evaluate alternative technical solutions from a commercial and cost perspective.
- High level of accuracy and attention to detail in quantity, cost, and financial records.
- Strong written and verbal communication skills in English.
- Ability to prepare clear commercial reports, contractual correspondence, recommendations, and justifications.
- Confident negotiation skills with contractors, consultants, clients, and project stakeholders.
- Proficiency in Microsoft Excel and other Microsoft Office applications.
- Strong organizational and time-management skills, with the ability to manage multiple variations and deadlines simultaneously.
- High level of integrity, professional ethics, and commercial awareness.

What Desired Skills You'll Bring
- Professional Quantity Surveying qualification or membership such as MRICS, AIQS, or equivalent.
- Experience working with international consultants or contractors in the Middle East, preferably in Saudi Arabia.
- Experience using quantity surveying and cost management software such as CostX, Candy, or equivalent systems.
- Familiarity with Primavera P6, Microsoft Project, or similar planning tools for assessing schedule and time impacts.
- Experience with project controls and commercial systems such as Contract Manager, Estimate/Schedule Transfer tools, or Document and Materials Control Systems.
- Strong understanding of construction contract commercial documents, drawings, specifications, and measurement requirements.
- Experience supporting final accounts, claims assessments, and dispute avoidance.
- Knowledge of change-control governance and approval workflows on major projects.
- Familiarity with cost forecasting, cash flow, and commercial performance reporting.
- Arabic language skills are an advantage.
- Strong stakeholder management and relationship-building capabilities.
