تعلن شركة بارسونز (Parsons) عن توفر فرصة وظيفية في الرياض - القدية (Qiddiya) لوظيفة مدير - الطرق ومواقف السيارات والأنفاق (Director - Roads, Car Parks, and Tunnels)، وذلك للمساهمة في أحد أكبر المشاريع العملاقة في المملكة ضمن فريق الشريك المتكامل للتسليم.

نبذة عن الوظيفة

يعمل المدير كقائد تقني وتشغيلي مسؤول عن الأداء طويل الأمد والسلامة والاستدامة للبنية التحتية للنقل الأفقي في المدينة. بصفته خبيرًا في الموضوع (SME) للطرق ومواقف السيارات والأنفاق، يشرف هذا الدور على عمليات التشغيل والصيانة الوقائية والامتثال للسلامة وإدارة دورة حياة الأصول لشبكات الطرق الواسعة ومواقف السيارات المنظمة والسطحية وشبكات الأنفاق تحت الأرض بعد اكتمال الإنشاءات. تعمل هذه الوظيفة ضمن بيئة المشاريع العملاقة لضمان عمل البنية التحتية للنقل والمواقف بشكل موثوق وآمن وفعال لدعم احتياجات التنقل والمجتمع والتجارة.

المهام والمسؤوليات

  • الإشراف على العمليات اليومية لشبكة الطرق بما في ذلك آلاف الكيلومترات الحارة من الطرق الحضرية والشريانية والمنحدرات والجسور والتقاطعات.
  • إدارة الأداء التشغيلي لشبكات الأنفاق تحت الأرض (الأنفاق المرورية والخدمية) ومواقف السيارات متعددة الطوابق والسطحية.
  • ضمان مستويات عالية من التوفر والسلامة وتجربة المستخدم عبر جميع أصول النقل والمواقف.
  • تطوير وتنفيذ خطط إدارة الأصول طويلة الأمد لرصف الطرق وهياكل الأنفاق ومرافق المواقف.
  • تحديد استراتيجيات دورة الحياة لإعادة الرصف والتجديد الهيكلي والعزل المائي وإعادة التأهيل لتعظيم عمر الأصول.
  • استخدام البيانات من عمليات الفحص وتقييم الحالة ومراقبة الأداء لتحديد أولويات الاستثمارات والتدخلات.
  • تنفيذ برامج الصيانة الوقائية المبنية على البيانات للطرق (إعادة الرصف، وضع العلامات، الصرف) والأنفاق (فحوصات هيكلية، اختبارات النظم) والمواقف (صحة هيكلية، صيانة المعدات).
  • تقليل الإصلاحات الطارئة من خلال إنشاء أنظمة صيانة تنبؤية تعتمد على حالة الأصل والاستخدام والعوامل البيئية.
  • التنسيق مع إدارة المرافق ومقاولي الصيانة لضمان تنفيذ جداول الصيانة في الوقت المناسب وبفعالية.
  • العمل كسلطة تقنية لسلامة الأنفاق ونظمها بما في ذلك التهوية الميكانيكية، كشف وإخماد الحرائق، الإضاءة الطارئة، أنظمة الإخلاء، والمراقبة الهيكلية.
  • وضع وتطبيق إجراءات تشغيل الأنفاق وبروتوكولات السلامة وأنظمة الفحص وفقًا للمعايير الدولية.
  • التنسيق مع إدارة الصحة والسلامة والبيئة (HSE) والدفاع المدني / سلطات الإطفاء بشأن الامتثال والتدريبات والاستعداد للطوارئ.

  • ضمان مراعاة التغييرات التصميمية لسلامة المشاة وواجهات النقل العام والوصول للطوارئ والاتصال متعدد الوسائط.
  • التعاون مع هيئات التخطيط والنقل بشأن التحكم في السرعة وتصميم التقاطعات واستراتيجية اللوحات وإجراءات تهدئة الحركة.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو هندسة النقل أو تخصص ذي صلة.
  • درجة الماجستير مرغوب فيها بشدة.
  • رخصة / تسجيل مهني في الهندسة.
  • شهادات إضافية في إدارة الأصول أو هندسة الأنفاق أو أنظمة النقل (مثل CEng و PMP و IAM) تعتبر ميزة إضافية.
  • خبرة لا تقل عن 20 عامًا متدرجة في عمليات البنية التحتية للطرق والنقل، إدارة الأصول، أو مشاريع التنقل الحضري واسعة النطاق.
  • خبرة عملية كبيرة في عمليات الأنظمة السلامة للأنفاق ومواقف السيارات متعددة الطوابق وشبكات الطرق الكبيرة في بيئات حضرية معقدة أو بيئات التطوير الضخم.
  • سجل مثبت في إدارة ميزانيات التشغيل والنفقات الرأسمالية (OPEX/CAPEX) الكبرى والمقاولين المتخصصين والأصول كثيفة التكنولوجيا في قطاع النقل.
  • خبرة مثبتة في الهندسة المرورية والامتثال للسلامة وتخطيط الاستجابة للطوارئ.

The Director for Roads and Car Parks is the senior technical and operational leader responsible for the long-term performance, safety, and sustainability of the city’s horizontal transport infrastructure. As the Subject Matter Expert (SME) for roads, car parks, and tunnels, this role oversees the operations, preventative maintenance, safety compliance, and asset lifecycle management of extensive road networks, structured and surface parking, and underground tunnel systems once construction is complete.

Operating within the giga-project environment, the Director ensures that transportation and parking infrastructure functions reliably, safely, and efficiently, supporting the broader mobility, community, and commercial needs of the development.

What You'll Be Doing

  • Oversee daily operations of the road network, including thousands of lane-kilometers of urban and arterial roads, ramps, bridges, and intersections.
  • Manage the operational performance of underground tunnel networks (vehicular and service tunnels) and multi-story/surface car parks.
  • Ensure high levels of availability, safety, and user experience across all transport and parking assets.
  • Develop and implement long-term asset management plans for road pavements, tunnel structures, and parking facilities.
  • Define lifecycle strategies for resurfacing, structural renewal, waterproofing, and rehabilitation to maximize asset lifespan.
  • Use data from inspections, condition assessments, and performance monitoring to prioritize investments and interventions.
  • Implement data-driven, preventive maintenance programs for roads (resurfacing, marking, drainage), tunnels (structural checks, systems testing), and car parks (structural health, equipment maintenance).
  • Minimize emergency repairs by establishing predictive maintenance regimes based on asset condition, usage, and environmental factors.
  • Coordinate with Facilities Management and maintenance vendors to ensure timely and effective execution of maintenance schedules.
  • Serve as the technical authority for tunnel safety and systems, including mechanical ventilation, fire detection and suppression, emergency lighting, evacuation systems, and structural monitoring.
  • Establish and enforce tunnel operating procedures, safety protocols, and inspection regimes in accordance with international standards.
  • Coordinate with HSE and Civil Defense / Fire Authorities on compliance, drills, and emergency preparedness.
  • Define and drive the strategy for smart car parks, including: Parking Guidance Systems (PGSPGS), Digital ticketing and integrated payment platforms, Electric Vehicle (EVEV) charging infrastructure
  • License Plate Recognition (LPRLPR) and access control systems
  • Oversee operational policies for parking allocation, pricing (if applicable), and circulation to maximize efficiency and user convenience.
  • Review and provide input on civil and traffic engineering designs, upgrades, and modifications to optimize traffic flow and reduce congestion.
  • Ensure design changes consider pedestrian safety, public transport interfaces, emergency access, and multimodal connectivity.
  • Collaborate with planning and transport authorities on speed control, junction design, signage strategy, and traffic-calming measures.

Education

  • Bachelor’s degree in Civil Engineering, Transportation Engineering or related discipline
  • A master’s degree is highly recommended
  • Professional Engineering license/registration
  • Additional certifications in asset management, tunnel engineering, or transportation systems (e.g., CEng, PMP, IAM) are an advantage.
  • Minimum 20 years of progressive experience in road and transport infrastructure operations, asset management, or large-scale urban mobility projects.
  • Significant hands-on experience with tunnel operations and safety systems, multi-story car parks, and large road networks in complex urban or mega-development environments.
  • Proven track record in managing major OPEX/CAPEX budgets, specialized contractors, and technology-intensive transport assets.
  • Demonstrated experience in traffic engineering, safety compliance, and emergency response planning.
