شركة بارسونز (Parsons) تبحث عن مدير مشروع أول (Senior Project Manager) للعمل في الرياض - القدية (Qiddiya)، لقيادة تسليم حزم مشاريع عقارية معقدة تشمل أعمال التصميم والهندسة والبناء متعددة التخصصات، بدءاً من المفهوم وحتى التسليم النهائي وفقاً لرؤية المشروع وجدوله الزمني وميزانيته ومعايير الجودة.

المهام والمسؤوليات

  • قيادة تخطيط وتنفيذ ومراقبة وإغلاق حزم المشاريع العقارية المسندة.
  • تطوير وصيانة خطط المشروع المتكاملة، بما في ذلك هيكل تقسيم العمل (WBS) والجداول الزمنية والمعالم وخطط الموارد.
  • ضمان تسليم المشاريع في الوقت المحدد وضمن الميزانية وبالجودة ومعايير السلامة المطلوبة.
  • إنشاء هياكل حوكمة وأطر تقارير وعمليات اتخاذ قرار واضحة.
  • إدارة وتنسيق مسارات العمل عبر التخصصات (الهندسة المعمارية والإنشائية والمدنية والميكانيكية والكهربائية والبنية التحتية والأنظمة المتخصصة).
  • تسهيل اجتماعات التنسيق الدورية لحل مشكلات التصميم والموقع وضمان التوافق بين التخصصات.
  • الإشراف على إدارة الواجهات بين الأصول العقارية والبنية التحتية والمرافق والمجال العام.
  • التنسيق مع استشاريي التصميم لضمان اكتمال التصميم وقابليته للتنفيذ والامتثال للمعايير واللوائح.
  • إدارة مراجعات التصميم وهندسة القيمة والمستندات الفنية.
  • ضمان إصدار مخرجات التصميم في الوقت المناسب وإدارة تغييرات التصميم عبر عمليات التحكم في التغيير الرسمية.
  • دعم تطوير استراتيجيات الشراء وخطط التعبئة للاستشاريين والمقاولين والموردين.
  • العمل مع فرق الشؤون التجارية/العقود في المناقصات والتقييم وترسية العقود.
  • إدارة العقود بما في ذلك مراقبة الأداء وإدارة التغييرات والمطالبات وضمان الوفاء بالالتزامات التعاقدية.
  • الإشراف على أعمال البناء عبر حزم متعددة متزامنة وضمان التوافق مع متطلبات المشروع.
  • مراقبة التقدم في الموقع والإنتاجية والتسلسل الزمني والتنسيق مع المقاولين للتخفيف من التأخير والمخاطر.
  • ضمان الامتثال للوائح السلامة والمتطلبات البيئية.
  • العمل كنقطة اتصال رئيسية لأصحاب المصلحة الداخليين والخارجيين للحزم المسندة.
  • التنسيق مع الإدارات الداخلية (التطوير والعمليات والتصميم والشؤون التجارية والمالية والقانونية) والجهات الخارجية/المرافق.
  • إعداد وتقديم تقارير موجزة وواضحة عن التقدم والعروض التقديمية ولوحات المعلومات للإدارة العليا.
  • تطوير وصيانة سجلات مخاطر المشروع، وتحديد المخاطر والمشكلات والتخفيف منها بشكل استباقي.
  • تنفيذ وصيانة عمليات ضمان الجودة ومراقبة الجودة للتصميم والبناء.
  • ضمان الالتزام باللوائح المحلية وأفضل الممارسات الدولية وسياسات ومعايير المشروع.
  • تخطيط وإدارة أنشطة الاختبار والتشغيل وإزالة العيوب والتسليم للأصول العقارية.
  • تنسيق الوثائق والرسومات (as-built) والأدلة والتدريب لفرق التشغيل.
  • دعم الجاهزية التشغيلية والإشغال الأولي لضمان مطابقة الأصول المنجزة لمتطلبات المستخدمين والمشغلين.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية أو إدارة البناء أو الهندسة المعمارية أو مجال ذي صلة؛ يفضل الماجستير.
  • خبرة لا تقل عن 15 عاماً في إدارة مشاريع التطوير العقاري (مثل المشاريع متعددة الاستخدامات والفنادق والتجزئة والترفيه أو المرافق الرياضية).
  • سجل حافل في تسليم مشاريع كبيرة ومعقدة ومتعددة التخصصات من المفهوم حتى الاكتمال.
  • يفضل بشدة الخبرة في المشاريع الكبرى الدولية أو الإقليمية.
  • الشهادات المهنية مثل PMP أو Prince2 أو ما يعادلها مرغوبة.

المهارات المطلوبة

  • مهارات قوية في إدارة المشاريع تشمل التخطيط والجدولة وإعداد الميزانية وإعداد التقارير.
  • قدرة مثبتة على إدارة فرق متعددة التخصصات وواجهات معقدة لأصحاب المصلحة.
  • فهم ممتاز لمنهجيات البناء والخدمات الإنشائية ودورة حياة التطوير العقاري.
  • فطنة تجارية قوية وإلمام بالصيغ القياسية للعقود وإدارة المطالبات.

Job Description:

Role Overview

The Senior Project Manager will lead the delivery of complex property-related project packages, overseeing multi-disciplinary design, engineering, and construction works. This role is responsible for end-to-end project management-from concept and design coordination through procurement, construction, testing & commissioning, and handover-ensuring delivery in line with the project’s vision, schedule, budget, and quality standards.

The successful candidate will have extensive experience managing large-scale property projects (hospitality, mixed-use, commercial, entertainment, or sports-related developments) and coordinating multiple disciplines and interfaces in a fast-paced, high-profile environment.

Key Responsibilities

1. Project Leadership & Delivery

  • Lead the planning, execution, monitoring, and closing of assigned property project packages.
  • Develop and maintain integrated project plans, including $WBS$, schedules, milestones, and resource plans.
  • Ensure projects are delivered on time, within budget, and to the required quality and safety standards.
  • Establish clear governance structures, reporting frameworks, and decision-making processes.

2. Multi-Disciplinary Coordination

  • Manage and coordinate workstreams across architecture, structural, civil, MEP, infrastructure, and specialist systems.
  • Facilitate regular coordination meetings to resolve design and site issues and ensure cross-disciplinary alignment.
  • Oversee interface management between property assets, infrastructure, utilities, and public realm.

3. Design Management

  • Coordinate with design consultants to ensure design completeness, constructability, and compliance with project standards and regulatory requirements.
  • Manage design reviews, value engineering exercises, and technical submittals.
  • Ensure timely issuance of design deliverables and manage design changes/variations through formal change-control processes.

4. Procurement & Contract Administration

  • Support the development of procurement strategies and packaging plans for consultants, contractors, and suppliers.
  • Work with Commercial/Contracts teams on tendering, evaluation, and award of contracts.
  • Administer contracts, including monitoring performance, managing variations, claims, and ensuring contractual obligations are met.

5. Construction Management

  • Oversee construction works across multiple simultaneous packages, ensuring alignment with project requirements.
  • Monitor site progress, productivity, and sequencing, and coordinate with contractors to mitigate delays and risks.
  • Ensure compliance with safety regulations and environmental requirements.

6. Stakeholder Management

  • Act as a primary point of contact for internal and external stakeholders for assigned packages.
  • Coordinate with internal departments (Development, Operations, Design, Commercial, Finance, Legal, etc.) and external authorities/utilities.
  • Prepare and deliver clear, concise progress reports, presentations, and dashboards to senior management.

7. Risk, Quality & Compliance

  • Develop and maintain project risk registers, proactively identifying and mitigating risks and issues.
  • Implement and maintain quality assurance and quality control processes for design and construction.
  • Ensure adherence to local regulations, international best practices, and project policies and standards.

8. Handover & Operational Readiness

  • Plan and manage testing, commissioning, snagging, and handover activities for property assets.
  • Coordinate documentation, as-built drawings, manuals, and training for operations teams.
  • Support operational readiness and initial occupancy, ensuring that completed assets meet user and operator requirements.

Qualifications & Experience

  • Bachelor’s degree in Civil\ Engineering, Construction\ Management, Architecture, or a related discipline; a Master’s degree is an advantage.
  • 15 years of progressive experience in project management of property-related developments (e.g., mixed-use, hospitality, retail, entertainment, or sports facilities).
  • Proven track record delivering large, complex, multi-disciplinary projects from concept to completion.
  • Experience on high-profile, international or regional mega-projects is highly desirable.
  • Professional certifications such as PMP, Prince2, or equivalent are preferred.

Skills & Competencies

  • Strong project management skills, including planning, scheduling, budgeting, and reporting.
  • Demonstrated ability to manage multi-disciplinary teams and complex stakeholder interfaces.
  • Excellent understanding of construction methodologies, building services, and the property development lifecycle.
  • Strong commercial acumen and familiarity with standard forms of contracts and claims management.
  • Exceptional communication, negotiation, and presentation skills.
  • High level of organization, analytical thinking, and problem-solving capability.
  • Ability to work in a fast-paced, evolving environment and manage multiple packages concurrently.
