تعلن شركة إيجيس عن توفر فرصة وظيفية شاغرة لديها في الرياض (المملكة العربية السعودية) بمسمى: مدير إدارة المرافق. يشغل هذا المنصب دوراً قيادياً استراتيجياً وتقنياً وتشغيلياً لإدارة دورة الحياة الكاملة لأصول الشركة المبنية والطبيعية، مع الإشراف على التخطيط والتشغيل والتحسين المستمر لخدمات إدارة المرافق وعمليات تشغيل وصيانة المسطحات الخضراء في برنامج متعدد المواقع.

المهام والمسؤوليات

  • تطوير وتنفيذ استراتيجية شاملة لإدارة المرافق وعمليات تشغيل وصيانة المسطحات الخضراء بما يتوافق مع الأهداف المؤسسية طويلة المدى.
  • إنشاء أطر الحوكمة وأنظمة إدارة الأداء ومؤشرات الأداء الرئيسية واتفاقيات مستوى الخدمة لجميع تخصصات إدارة المرافق (الصلبة والناعمة والبنية التحتية والمسطحات الخضراء).
  • قيادة التخطيط الاستراتيجي لإدارة الأصول بما في ذلك نمذجة تكلفة دورة الحياة واستراتيجيات الاستبدال الرأسمالي وتحسين أداء الأصول المستدام.
  • تقديم التوجيه والخبرة طوال دورة حياة الأصول الكاملة: مراجعة التصميم، التجهيز، التشغيل، الصيانة، التحسين، والإيقاف عن الخدمة.
  • الإشراف على تطوير استراتيجيات المشتريات والوثائق الفنية ونطاقات العمل وطلبات العروض عالية الجودة لجميع خدمات إدارة المرافق وعمليات التشغيل والصيانة، وإدارة عملية المناقصة الكاملة.
  • ضمان الامتثال التنظيمي والقانوني والبيئي ومتطلبات الصحة والسلامة والبيئة لجميع المرافق والعمليات والمقاولين، مع الإشراف على سجلات المخاطر وخطط الطوارئ واستمرارية الأعمال.
  • العمل كنقطة اتصال رئيسية للجهات الحكومية والبلديات والجهات التنظيمية والعملاء والمجتمعات وأصحاب المصلحة الداخليين، وقيادة العروض التقديمية رفيعة المستوى والتقارير التنفيذية.
  • قيادة وتوجيه وتطوير فريق متعدد التخصصات من محترفي إدارة المرافق والمسطحات الخضراء والهندسة وعمليات التشغيل والصيانة، وتعزيز ثقافة الأداء العالي والتحسين المستمر.

الشروط والمتطلبات

  • خبرة لا تقل عن 15 عاماً في إدارة المرافق والأصول في بيئات كبيرة ومعقدة ومتعددة المواقع.
  • معرفة عميقة بعمليات التشغيل والصيانة عبر الخدمات الصلبة والناعمة والبنية التحتية والمسطحات الخضراء واسعة النطاق.
  • درجة البكالوريوس في إدارة المرافق أو التصميم الحضري أو الهندسة المعمارية أو تنسيق الحدائق أو ما يعادلها.

Job Description

The Director of Facilities Management provides strategic, technical, and operational leadership for the full lifecycle management of the organisation’s built and natural assets. This role oversees the planning, mobilisation, operation, and continuous improvement of all Facilities Management (FM) and Landscape Operations & Maintenance (O&M) services across a complex, multi‑site programme, ensuring world‑class service delivery, promoting best-practice asset management, and acts as a Senior advisor to the Executive Leadership, Government Agencies, and internal and external stakeholders.

The Facilities Management Director is responsible to provide the overall Landscape Operations and Maintenance support to RCRC during the lifecycle of all programme components.
 

1. Strategic Leadership & Governance

  • Develop and implement the organisation’s comprehensive FM and Landscape O&M strategy aligned with long‑term corporate objectives.
  • Establish governance frameworks, performance management systems, SLAs, and KPIs for all FM disciplines (hard, soft, infrastructure, and landscape).
  • Lead strategic asset management planning, including lifecycle cost modelling, capital replacement strategies, and sustainability-focused asset performance improvements.
  • Represent the FM function at executive committees, senior leadership briefings, and cross‑government steering groups.

 

2. Lifecycle & Operational Management

  • Provide expert guidance throughout the full asset lifecycle: design review, mobilisation, operation, maintenance, optimisation, and decommissioning.
  • Ensure that all assets and facilities achieve optimal operational availability, resilience, and compliance.
  • Direct the mobilisation of FM and O&M contracts, establish operational readiness programmes, and oversee contractor onboarding and performance.
  • Ensure operations integrate seamlessly with the broader urban, environmental, and community context.

 

3. Procurement, Contracts & Commercial Oversight

  • Lead the development of procurement strategies, technical documentation, scopes of work, and high‑quality RFPs for all FM and O&M services.
  • Manage the full tendering process including bid evaluation, technical and commercial assessment, negotiation, and contract award.
  • Maintain full budgetary and financial control, ensuring cost forecasting, contract variations, cash-flow analysis, and risk/opportunity tracking are accurate and timely.
  • Drive value engineering, cost optimisation, and commercial innovation across the FM portfolio.

 

4. Performance, Compliance & Risk Management

  • Ensure all facilities, operations, and contractors comply with regulatory, statutory, environmental, and HSE requirements.
  • Oversee the creation of risk registers, emergency preparedness plans, and business continuity strategies.
  • Implement quality assurance frameworks to monitor performance and ensure consistent, high‑quality delivery across all service providers.
  • Conduct regular reviews of O&M delivery, identify areas for improvement, and implement corrective measures.

 

5. Stakeholder & Client Leadership

  • Serve as the senior point of contact for government entities, municipalities, regulatory bodies, clients, community groups, and internal stakeholders.
  • Lead high‑level presentations, executive reporting, workshops, and strategic planning sessions.
  • Build strong collaborative relationships with partners, service providers, and cross‑functional teams to ensure organisational alignment.

 

6. Team Leadership & Talent Development

  • Lead, mentor, and develop a multi-disciplinary team of FM, landscape, engineering, and O&M professionals.
  • Cultivate a high‑performance culture emphasising accountability, technical excellence, and continuous improvement.
  • Identify capability gaps and drive training, succession planning, and professional development initiatives.

    Technical & Professional Skills

  • Extensive experience (15+ years) in Facilities & Asset Management of large, complex, multi-site environments.
  • Deep knowledge of O&M across hard services, soft services, infrastructure, and large-scale landscape environments.

Qualifications

Bachelor’s Degree in Facilities Management, bachelor’s degree in urban design, architecture or landscape or Equivalent
