تعلن شركة إيكوم (AECOM) عن توفر فرصة وظيفية لمدير عقود (Contract Manager) في الرياض، المملكة العربية السعودية.
المهام والمسؤوليات
- قيادة إدارة جميع عقود المشروع وفقًا للالتزامات التعاقدية وإجراءات الشركة.
- تفسير شروط وأحكام العقود وتقديم التوجيه التعاقدي لفرق المشروع.
- مراقبة أداء العقود وضمان الامتثال لجميع المتطلبات التعاقدية.
- حفظ سجلات العقود والمراسلات والإشعارات والوثائق.
- ضمان التنفيذ السليم وإغلاق العقود.
- إدارة إعداد وتقييم والتفاوض وحل المطالبات والنزاعات والتغييرات.
- تقييم الاستحقاق التعاقدي المتعلق بتمديد الوقت والتعطيل والتسريع والتكاليف الإضافية.
- قيادة مراجعة وتحليل مطالبات المقاولين والمقاولين من الباطن.
- دعم استراتيجيات تجنب النزاعات وحلها.
- التنسيق مع الفرق القانونية عند نشوء نزاعات تعاقدية.
- تقديم المشورة لقادة المشروع بشأن المخاطر التجارية والتعاقدية.
- مراجعة الآثار التجارية لتغييرات المشروع وانحرافاته.
- مراقبة الالتزامات والفرص التعاقدية.
- دعم فرق مراقبة التكاليف ومراقبة المشروع في تقييم الآثار المالية للمسائل التعاقدية.
- ضمان الحماية التجارية لمصالح الشركة طوال تنفيذ المشروع.
- دعم عمليات المناقصة وتقييم العروض وترسية العقود.
- مراجعة طلبات العروض ووثائق المناقصة والاتفاقيات التجارية.
- إدارة أداء المقاولين من الباطن والتزامهم التعاقدي.
- تطبيق إجراءات إدارة العقود للموردين والمقاولين من الباطن.
- تحديد المخاطر التعاقدية والتجارية ووضع خطط التخفيف.
- المشاركة في مراجعات مخاطر المشروع واجتماعات الحوكمة.
- الحفاظ على سجل المخاطر التعاقدية وتتبع إجراءات التخفيف.
- تقديم المشورة لإدارة المشروع بشأن التعرض التعاقدي المحتمل.
- العمل كواجهة تعاقدية رئيسية بين العميل والاستشاريين والمقاولين وأصحاب المصلحة الداخليين.
- قيادة الاجتماعات التجارية والتعاقدية مع المشاركين في المشروع.
- دعم الإدارة العليا في المفاوضات واتخاذ القرارات الاستراتيجية.
- إعداد تقارير تعاقدية وتجارية للإدارة التنفيذية.
- قيادة وتوجيه مهندسي العقود والمسؤولين التجاريين ومديري العقود.
- ضمان التوافق مع حوكمة المشروع وأفضل ممارسات إدارة العقود.
- تعزيز التحسين المستمر في عمليات إدارة العقود.
- دعم أنشطة الدروس المستفادة وإغلاق العقود.
الشروط والمتطلبات
- درجة البكالوريوس في القانون، المساحة الكمية، الهندسة، إدارة الإنشاءات، إدارة الأعمال، أو مجال ذي صلة.
- يفضل درجة الماجستير في قانون الإنشاءات، الإدارة التجارية، أو ماجستير إدارة الأعمال (MBA).
- الشهادات المهنية التالية مفضلة: MRICS، CCM، PMP، MCIArb، شهادة إدارة العقود فيديك (FIDIC).
- خبرة لا تقل عن 18 عامًا في إدارة العقود والإدارة التجارية وإدارة المطالبات.
- خبرة لا تقل عن 10 سنوات في مشاريع السكك الحديدية الكبرى، المترو، السكك الحديدية، النقل، أو البنية التحتية.
- يلتزم جميع الموظفين الجدد بحضور يوم التعارف الأول شخصيًا في أحد مكاتب إيكوم كشرط للتوظيف.

Job Description
Contract Administration
- Lead the administration and management of all project contracts in accordance with contractual obligations and company procedures.
- Interpret contract terms and conditions and provide contractual guidance to project teams.
- Monitor contract performance and ensure compliance with all contractual requirements.
- Maintain contract records, correspondence, notices, and documentation.
- Ensure proper execution and close-out of contracts.
Claims & Change Management
- Manage the preparation, evaluation, negotiation, and resolution of claims, disputes, and variations.
- Assess contractual entitlement related to extensions of time (EOT), disruption, acceleration, and additional costs.
- Lead the review and analysis of contractor and subcontractor claims.
- Support dispute avoidance and resolution strategies.
- Coordinate with legal teams when contractual disputes arise.
Commercial Management
- Advise project leadership on commercial and contractual risks.
- Review commercial implications of project changes and deviations.
- Monitor contractual liabilities, obligations, and opportunities.
- Support cost control and project controls teams in assessing financial impacts of contractual matters.
- Ensure commercial protection of the company's interests throughout project execution.
Procurement & Subcontract Management
- Support tendering, bid evaluation, and contract award processes.
- Review Requests for Proposals (RFPs), tender documents, and commercial agreements.
- Manage subcontractor contractual performance and compliance.
- Develop and implement contract administration procedures for suppliers and subcontractors.
Risk Management
- Identify contractual and commercial risks and develop mitigation plans.
- Participate in project risk reviews and governance meetings.
- Maintain a contractual risk register and track mitigation actions.
- Advise project management on potential contractual exposure.
Stakeholder Management
- Act as the primary contractual interface between the client, consultants, contractors, and internal stakeholders.
- Lead commercial and contractual meetings with project participants.
- Support senior management in negotiations and strategic decision-making.
- Prepare contractual and commercial reports for executive management.
Leadership & Governance
- Lead and mentor Contracts Engineers, Commercial Officers, and Contract Administrators.
- Ensure alignment with project governance and contract management best practices.
- Promote continuous improvement in contract administration processes.
- Support lessons learned and contract closeout activities.
Qualifications
Education
- Bachelor's Degree in Law, Quantity Surveying, Engineering, Construction Management, Business Administration, or related discipline.
- Master's Degree in Construction Law, Commercial Management, or MBA is preferred.
Professional Certifications (Preferred)
- MRICS (Member of the Royal Institution of Chartered Surveyors)
- CCM (Certified Commercial Manager)
- PMP (Project Management Professional)
- MCIArb (Chartered Institute of Arbitrators)
- FIDIC Contract Management Certification
- Minimum 18 years of experience in contract administration, commercial management, and claims management.
- Minimum 10 years in major rail, metro, railway, transportation, or infrastructure projects.
