شركة إيكوم تعلن عن وظيفة مدير التحكم في المشاريع (Project Control Manager) في الرياض، المملكة العربية السعودية.
المهام والمسؤوليات
- تطوير وصيانة الجدول الزمني المتكامل للمشروع (IMS) لمشروع السكك الحديدية.
- مراقبة تقدم المشروع مقابل الخطوط الأساسية والمعالم المعتمدة وتحليل أداء الجدول الزمني وتحديد الأنشطة على المسار الحرج وخطط التعافي.
- التنسيق مع فرق الهندسة والمشتريات والإنشاء والأنظمة والتشغيل لضمان تكامل الجدول الزمني وإجراء تحليل مخاطر الجدول الزمني والتنبؤ بتواريخ الإنجاز.
- إنشاء أنظمة وإجراءات التحكم في تكاليف المشروع ومراقبة الميزانيات والالتزامات والمصروفات والتنبؤات.
- إعداد تقارير أداء التكاليف وتحليل القيمة المكتسبة (EVM) وتحديد انحرافات التكاليف والتوصية بالإجراءات التصحيحية وإدارة تدفقات النقدية والتقارير المالية.
- تطوير لوحات مؤشرات الأداء الرئيسية ومقاييس الأداء وإعداد تقارير التقدم الأسبوعية والشهرية للإدارة والجهة الموكل إليها.
- عرض حالة المشروع والاتجاهات والتنبؤات على أصحاب المصلحة وضمان قياس التقدم بدقة عبر جميع مسارات العمل.
- الحفاظ على سجلات مخاطر المشروع وخطط التخفيف ودعم تقييمات المخاطر الكمية والنوعية.
- قيادة عملية إدارة التغيير في المشروع وتقييم آثار الجدول الزمني والتكاليف لطلبات التغيير والتباينات وتتبع المطالبات والتباينات والآثار التعاقدية.
- دعم الفرق التجارية في تقييم المطالبات وأوامر التغيير ومراجعة جداول المقاولين وتقارير التقدم وخطط التعافي والمساعدة في حل النزاعات المتعلقة بالجدول الزمني والتكاليف.
- التنسيق مع فرق إدارة العقود لضمان الامتثال وقيادة وإرشاد مهندسي التحكم في المشاريع والمخططين ومهندسي التكاليف والمتخصصين في التقارير.
- التواصل مع ممثلي الجهات الموكل إليها والاستشاريين والمقاولين وفرق المشروع ووضع معايير وإجراءات وأطر تقارير التحكم في المشاريع ودفع مبادرات التحسين المستمر.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو إدارة الإنشاءات أو إدارة المشاريع أو أي تخصص ذي صلة (يفضل درجة الماجستير).
- الشهادات المفضلة: PMP، PMI-SP، AACE Certified Cost Professional (CCP)، PRINCE2 أو ما يعادلها.
- خبرة لا تقل عن 18 عامًا في مجال التحكم بالمشاريع.
- خبرة لا تقل عن 10 سنوات في دور قيادي على مشاريع سكك حديدية واسعة النطاق أو مترو أو سكك حديدية عالية السرعة أو بنية تحتية للسكك الحديدية أو مشاريع النقل.

Job Description
Planning & Scheduling
- Develop and maintain the Integrated Master Schedule (IMS) for the rail project.
- Monitor project progress against approved baselines and milestones.
- Analyze schedule performance and identify delays, critical path activities, and recovery plans.
- Coordinate with engineering, procurement, construction, systems, and commissioning teams to ensure schedule integration.
- Conduct schedule risk analysis and forecast project completion dates.
Cost Management
- Establish project cost control systems and procedures.
- Monitor project budgets, commitments, expenditures, and forecasts.
- Prepare Cost Performance Reports and Earned Value Analysis (EVM).
- Identify cost variances and recommend corrective actions.
- Manage project cash flow forecasts and financial reporting.
Progress Measurement & Reporting
- Develop project KPI dashboards and performance metrics.
- Produce weekly and monthly progress reports for management and client review.
- Present project status, trends, and forecasts to senior stakeholders.
- Ensure accurate progress measurement across all project workstreams.
Risk & Change Management
- Maintain project risk registers and mitigation plans.
- Support quantitative and qualitative risk assessments.
- Lead the project change management process.
- Evaluate schedule and cost impacts of change requests and variations.
- Track claims, variations, and contractual implications.
Contract & Commercial Support
- Support commercial teams in evaluating claims and change orders.
- Review contractor schedules, progress reports, and recovery plans.
- Assist in dispute resolution related to schedule and cost matters.
- Coordinate with contract management teams to ensure compliance.
Leadership & Stakeholder Management
- Lead and mentor Project Controls Engineers, Planners, Cost Engineers, and Reporting Specialists.
- Interface with client representatives, consultants, contractors, and project teams.
- Establish project control standards, procedures, and reporting frameworks.
- Drive continuous improvement initiatives across project controls functions.
Qualifications
Education
- Bachelor's Degree in Engineering, Construction Management, Project Management, or related discipline.
- Master's Degree is preferred.
Certifications (Preferred)
- PMP (Project Management Professional)
- PMI-SP (Scheduling Professional)
- AACE Certified Cost Professional (CCP)
- PRINCE2 or equivalent project management certification
- Minimum 18 years of project controls experience.
- At least 10 years in a leadership role on large-scale rail, metro, high-speed rail, railway infrastructure, or transportation projects.
