تسعى شركة رايدر ليفيت باكنال (RLB) في الرياض، المملكة العربية السعودية، إلى تعيين مدير مراقبة مشاريع (Project Controls Manager) ذي خبرة تجارية لدعم تنفيذ مشروع تطوير متعدد الاستخدامات.
نبذة عن الوظيفة
RLB KSA تبحث عن مدير مراقبة مشاريع ذي خبرة تجارية لدعم تنفيذ مشروع تطوير متعدد الاستخدامات في الرياض. تشترط الوظيفة خلفية في شركة استشارات إدارة مشاريع (PMC) من الدرجة الأولى، بالإضافة إلى خبرة لا تقل عن 5 سنوات كمدير مراقبة مشاريع. كما يجب أن يكون لدى المرشح دبلوماسية مثبتة في التعامل مع جهات العميل في الشرق الأوسط. يتضمن المشروع محفظة متعددة الاستخدامات راقية تشمل أصول ترفيهية وسكنية وبنية تحتية، ويتطلب العمل 6 أيام في الأسبوع.
المهام والمسؤوليات
- المسؤولية عن جميع عمليات وإجراءات البرنامج.
- تقديم تقارير الأداء، إدارة التغيير، وإدارة المخاطر لدعم تسليم المشروع بفعالية.
- تدريب فرق التسليم ومراقبة الامتثال لعمليات وإجراءات مراقبة المشاريع.
- إنشاء وإدارة نظام فعال لإدارة الوثائق لتخزين واسترجاع والتحكم في وثائق المشروع.
- ضمان امتثال ممارسات إدارة الوثائق للسياسات التنظيمية والإجراءات والمتطلبات التعاقدية.
- تقديم تقارير دقيقة وفي الوقت المناسب عبر البرنامج.
- الحفاظ على بيانات دقيقة للتكاليف والجداول الزمنية لدعم اتخاذ القرارات.
- تقديم تقارير مالية وتحليل الجداول الزمنية وتحليل المسار الحرج.
- العمل مع مدير الجودة لوضع معايير البرنامج ومؤشرات الأداء الرئيسية.
- إدارة منصة وأدوات تكنولوجيا المعلومات الخاصة بمراقبة المشاريع وضمان الامتثال والاستخدام الفعال.
- إعداد التقارير الشهرية ولوحات المعلومات والتقارير المخصصة حسب الحاجة.
- إدارة تطوير وصيانة خطط تنفيذ المشاريع (Project Execution Plans).
- إنشاء إجراءات التحسين المستمر والدروس المستفادة وتحديث خطط تنفيذ المشاريع حسب الحاجة.
- تطوير وتنفيذ إجراءات وعمليات إعداد التقارير على مستوى البرنامج.
- تحليل التقدم مقابل خطوط الأساس المعتمدة للتكاليف والجداول الزمنية.
- المساهمة في تطوير مؤشرات الأداء الرئيسية لقياس أداء البرنامج.
- إنشاء وإدارة عمليات إدارة المخاطر والفرص.
- إنشاء وقيادة عمليات إدارة التغيير.
- إنشاء وقيادة عمليات إدارة الوثائق والتحكم بها.
- الإبلاغ عن انحرافات الأداء عن الخطة المعتمدة والتوصية بالإجراءات التصحيحية.
- ضمان التنسيق والتكامل الفعالين بين جميع فرق تسليم البرنامج.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة المشاريع أو إدارة البناء أو أحد التخصصات الهندسية.
- العضوية المهنية في RICS أو CIOB أو APM أو ما يعادلها (مستحبة).
- خبرة لا تقل عن 15 عامًا في التسليم الفني ضمن شركة استشارات أو PMC أو جهة عميل.
- خبرة لا تقل عن 5 سنوات كمدير مراقبة مشاريع.
- خبرة سابقة في الشرق الأوسط إلزامية.
- قدرة مثبتة على تحديد وتطوير فرص الأعمال لشركة RLB KSA.
- منظم، مجتهد، استباقي، حازم، وذو فطنة تجارية.
- مهارات ممتازة في التواصل الكتابي والشفهي والعرض.

Role Overview:
RLB KSA is seeking an experienced and commercially focused Project Controls Manager to support the successful delivery of a major mixed-use development in Riyadh, Saudi Arabia.
A background in a tier-1 PMC is essential, as successful candidates will also be expected to contribute to the team's ongoing success by identifying and pursuing new opportunities to grow the business.
Must have demonstrable experience of having been employed as a Project Controls Manager for a minimum of 5 years.
Proven tact and diplomacy in dealings with client organizations in the Middle East is essential.
This will be an extremely rewarding role working for a company with excellent growth plans in the Middle East.
The Project comprises a high-end mixed-use portfolio of projects on a single master plan in Riyadh, KSA, comprising leisure and entertainment, residential, and infrastructure assets. This commission will require a 6-day workweek.
Requirements
Key Responsibilities:
Responsible for all programme processes and procedures.
Provide performance reporting, change control and risk management to support effective project delivery.
Provide training to delivery teams and monitor compliance with project controls processes and procedures.
Create, manage and maintain an effective document management system for the storage, retrieval and control of project documentation.
Ensure document management practices comply with organisational policies, procedures and contractual requirements.
Deliver timely and accurate reporting across the programme.
Maintain accurate cost and schedule data to support informed decision-making.
Provide financial reporting, schedule analysis and critical path analysis.
Work with the Quality Manager to establish programme benchmarks, standards and KPI measures.
Manage the project controls IT platform and toolset, ensuring compliance and effective utilisation.
Produce monthly reports, dashboards and ad hoc reports as required.
Manage the development and maintenance of Project Execution Plans.
Establish continuous improvement and lessons-learned procedures, and update Project Execution Plans as required.
Develop and implement programme-wide reporting procedures and processes.
Analyse progress against approved cost and schedule baselines.
Contribute to the development of KPI metrics for programme performance measurement.
Establish and manage risk and opportunity management processes.
Establish and lead change control processes.
Establish and lead document management and document control processes.
Report performance variances against the approved plan and recommend corrective actions.
Ensure effective coordination and integration across all programme delivery teams.
Candidate Requirements:
Degree in Project Management, Construction Management or an Engineering discipline.
Professional membership of RICS, CIOB, APM or equivalent is desirable.
Minimum 15 years of technical delivery experience within a consultancy, PMC or client organisation.
Minimum 5 years' experience as a Project Controls Manager.
Previous Middle East experience is essential.
Demonstrated ability to identify and develop business opportunities for RLB KSA.

Strong customer service, stakeholder management and client-facing skills.
