بارسونز تبحث عن مهندس MEP أول (Senior MEP Engineer) للانضمام إلى فريق إدارة المشاريع والإنشاءات (PMCM) في الرياض، المملكة العربية السعودية. في هذا الدور، ستشرف على أنظمة MEP المرتبطة بالطرق والأنفاق والبنية التحتية المساندة ضمن البرنامج.

المهام والمسؤوليات

  • تقديم الإشراف الفني والحوكمة لأنظمة MEP في جميع حزم الطرق والأنفاق والمرافق والهياكل ضمن البرنامج.
  • العمل كنقطة اتصال رئيسية (PMO) لجميع الأمور المتعلقة بـ MEP، وضمان التوافق بين استشاريي التصميم والمقاولين وأصحاب المصلحة.
  • مراجعة وضمان الجودة الفنية لتصاميم MEP لأنظمة تهوية الأنفاق، وإمدادات الطاقة، والإضاءة، وأنظمة مكافحة الحرائق، ومضخات الصرف الصحي، وSCADA، وتحويل المرافق، وأنظمة التحكم.
  • ضمان امتثال أنظمة MEP لمتطلبات الجهات المحلية والمعايير الدولية ذات الصلة ومعايير تصميم RCRC.
  • قيادة ودعم مراجعات التصميم وتقييمات قابلية الإنشاء وورش عمل الهندسة القيمية لأنظمة MEP.
  • تحديد وإدارة وتخفيف المخاطر الفنية والتكاملية والتسليمية المتعلقة بـ MEP على مستوى البرنامج.
  • تنسيق الواجهات بين أنظمة MEP والتخصصات المدنية والإنشائية وITS والمرور والمرافق.
  • دعم PMO في إعداد التقارير الفنية وأوراق القرار ولوحات المعلومات والملخصات التنفيذية المتعلقة بنطاق MEP.
  • توجيه استراتيجية التشغيل والاختبار والجاهزية التشغيلية والتسليم لأنظمة MEP، خاصة في الأنفاق والبنية التحتية الحيوية.
  • مراجعة منهجيات العمل (Method Statements) ومواد التسليم (Material Submittals) والمخططات التنفيذية وخطط الفحص والاختبار (ITPs) المقدمة من المقاولين في أعمال MEP.
  • دعم عمليات إدارة التكاليف والجدول الزمني والتغيير من خلال توفير مدخلات فنية وتقييمات أثر لأنظمة MEP.
  • التواصل مع الجهات الرسمية ومزودي الخدمات وأصحاب المصلحة لدعم الموافقات وأنشطة التنسيق.
  • توجيه وتقديم الدعم الفني للمهندسين المبتدئين والمتخصصين في الهيكل التنظيمي لـ PMO.
  • تعزيز السلامة في التصميم والاستدامة والمرونة والأداء طوال دورة حياة أنظمة MEP عبر البرنامج.

المهارات المطلوبة

  • درجة البكالوريوس في الهندسة الميكانيكية أو الهندسة الكهربائية أو تخصص ذي صلة.
  • 6 سنوات من الخبرة التراكمية في هندسة MEP في مشاريع الطرق والأنفاق والبنية التحتية واسعة النطاق.
  • مهندس معتمد (Chartered Engineer - CEng) أو تسجيل مهني معادل معترف به دولياً.
  • خبرة مثبتة في أنظمة MEP الخاصة بالأنفاق، بما في ذلك التهوية وتوزيع الطاقة والإضاءة وسلامة الحياة ومكافحة الحرائق والصرف وأنظمة التحكم.
  • فهم قوي لأنظمة MEP المرتبطة بالطرق والبنية التحتية الحضرية، بما في ذلك ممرات المرافق وإدارة الواجهات.
  • خبرة مثبتة في العمل ضمن أدوار على مستوى PMO أو البرنامج في برامج البنية التحتية الكبرى.
  • معرفة المعايير الدولية والإقليمية ذات الصلة بأنظمة MEP للطرق والأنفاق (مثل NFPA, IEC, BS, EN ومعايير الجهات السعودية المحلية).
  • خبرة في إدارة التصميم وضمان الجودة الفنية والتنسيق متعدد التخصصات.
  • مهارات تحليلية قوية وحل المشكلات وإدارة المخاطر.
  • مهارات ممتازة في التواصل الكتابي والشفهي، مع القدرة على مخاطبة أصحاب المصلحة رفيعي المستوى.

الشروط والمتطلبات

  • خبرة سابقة في برامج البنية التحتية الكبرى أو الطرق الحضرية ضمن دول مجلس التعاون الخليجي أو منطقة الشرق الأوسط.
  • خبرة في العمل مع عملاء من القطاع العام والجهات الرسمية.
  • الإلمام بالبنية التحتية للطرق الذكية والتكامل الرقمي.
  • شهادة PMP أو PRINCE2 أو ما يعادلها في إدارة المشاريع.

Job Description:

Parsons is looking for an amazingly talented Senior MEP Engineer to join our team. In this role, you will support the PMCM team by overseeing MEP systems associated with roads, tunnels, and associated infrastructure.

Responsibilities:

  • Provide MEP technical oversight and governance across all roads, tunnels, utilities, and structures packages within the program.

  • Act as the PMO focal point for all MEP-related matters, ensuring alignment between design consultants, contractors, and stakeholders.

  • Review and provide technical assurance for MEP designs for tunnel ventilation, power supply, lighting, firefighting systems, drainage pumping, SCADA, utility diversions, and control systems.

  • Ensure MEP systems comply with local authority requirements, relevant international standards, and RCRC design criteria.

  • Lead and support design reviews, constructability assessments, and value engineering workshops for MEP systems.

  • Identify, manage, and mitigate MEP-related technical, interface, and delivery risks at the program level.

  • Coordinate interfaces among MEP systems and civil, structural, ITS, traffic, and utility disciplines.

  • Support the PMO in preparation of technical reports, decision papers, dashboards, and executive summaries related to MEP scope.

  • Guide MEP commissioning strategy, testing, operational readiness, and handover, particularly for tunnel and critical infrastructure systems.

  • Review contractors’ method statements, material submittals, shop drawings, inspection and test plans (ITPs) related to MEP works.

  • Support cost, schedule, and change management processes by providing MEP technical inputs and impact assessments.

  • Liaise with authorities, utilities providers, and stakeholders to support approvals and coordination activities.

  • Mentor and provide technical guidance to junior engineers and discipline specialists within the PMO structure.

  • Promote safety in design, sustainability, resilience, and lifecycle performance of MEP systems across the program.

What Required Skills You’ll Bring:

  • Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, or related discipline.

  • 6 years of progressive experience in MEP engineering on large-scale roads, tunnels, and infrastructure projects.

  • Chartered Engineer (CEng) or equivalent internationally recognized professional registration.

  • Demonstrated experience in tunnel MEP systems, including ventilation, power distribution, lighting, life safety, firefighting, drainage, and control systems.

  • Strong understanding of MEP systems associated with roads and urban infrastructure, including utilities corridors and interface management.

  • Proven experience working within PMO or program-level roles on major infrastructure programs.

  • Knowledge of international and regional standards relevant to roads and tunnels MEP systems (e.g., NFPA, IEC, BS, EN, and local Saudi authority standards).

  • Experience in design management, technical assurance, and multidisciplinary coordination.

  • Strong analytical, problem‑solving, and risk management skills.

  • Excellent written and verbal communication skills, capable of engaging with senior stakeholders.

What Desired Skills You’ll Bring:

  • Previous experience in mega infrastructure or urban roads programs within the GCC or the Middle East region.

  • Experience working with public sector clients and authorities.

  • Familiarity with smart roads infrastructure and digital integration.

  • PMP, PRINCE2, or equivalent project management certification.
