شركة الشمس للطاقة (Alshams Energy) تبحث عن مدير مشروع (Project Manager) للعمل في مكة وجدة، السعودية. يتولى قيادة تخطيط وتنفيذ وتسليم مشاريع البنية التحتية لوقود الطائرات، مع الالتزام بمعايير السلامة الدولية والجداول الزمنية والميزانية.
المهام والمسؤوليات
- تحديد نطاق المشروع وأهدافه والتسليمات وهيكل توزيع العمل وفقاً لمتطلبات العقد.
- تطوير وصيانة الجداول الزمنية الأساسية المدمجة (باستخدام Primavera P6 أو MS Project)، وخطط الموارد، وتوقعات التدفق النقدي.
- قيادة تنفيذ أعمال البنية التحتية لوقود الطائرات: خزانات مزرعة الوقود، حفر وحلقات الهيدرانت، خطوط النقل، وحدات الضخ والترشيح، وموزعات الهيدرانت.
- تخطيط وتنسيق عمليات الربط والإغلاق مع عمليات المطار لتجنب تعطيل تزويد الطائرات بالوقود.
- الإشراف على الاختبارات وما قبل التشغيل والتشغيل والتسليم للعمليات، بما في ذلك إغلاق قائمة النقاط المعلقة.
- أداء أي واجبات ومسؤوليات أخرى يكلف بها المدير المباشر.
- مراجعة حِزم التصميم والمواصفات ووثائق الموردين للتأكد من الامتثال لمعايير المشروع والعميل.
- ضمان امتثال الأنظمة لمعايير JIG 1 و2 و4 وEI 1529 وEI 1540 وEI/JIG 1530 وAPI 650 وAPI 2610 وNFPA 407 ومتطلبات جودة الوقود التابعة لـ IATA، حسب الحالة.
- التنسيق مع المدير الفني بشأن الاستفسارات الفنية وتغييرات التصميم والانحرافات.
- إدارة عملية إدارة التغيير (MOC) لجميع التعديلات على أنظمة الوقود الحالية.
- قيادة ثقافة عدم الضرر عبر جميع أنشطة المشروع والمقاولين.
- ضمان تطبيق نظام تصريح العمل (Permit-to-Work) وتحليل سلامة الوظيفة وعزل المصادر والتحكم في الأعمال الساخنة والأماكن المحصورة على أنظمة الوقود الحية.
- دعم ورش عمل HAZOP وHAZID وSIL وتقييم المخاطر ومتابعة الإجراءات حتى الإغلاق.
- ضمان الضوابط البيئية لمنع الانسكاب وحماية التربة والمياه الجوفية وإدارة النفايات، والحفاظ على السجلات البيئية الأساسية.
- الامتثال لأنظمة هيئة الطيران المدني (GACA) ومتطلبات السلامة للعميل (بما في ذلك معايير أرامكو السعودية حيثما ينطبق) وقوانين الدفاع المدني السعودي.
- إدارة العقود مع العملاء والمقاولين الرئيسيين (EPC) والمقاولين من الباطن، بما في ذلك التغييرات والمطالبات والإشعارات.

الشروط والمتطلبات
- درجة البكالوريوس في الهندسة الميكانيكية أو الكيميائية أو المدنية أو البترول من جامعة معترف بها.
- خبرة لا تقل عن 10 سنوات في مشاريع النفط والغاز أو البنية التحتية للوقود، بما في ذلك 5 سنوات على الأقل في إدارة مشاريع وقود الطائرات أو مزارع الوقود أو أنظمة الهيدرانت.
- سجل مثبت في تسليم مشاريع في مطارات عاملة أو منشآت هيدروكربونية.
- تسجيل مهندس محترف لدى الهيئة السعودية للمهندسين (SCE).
- معرفة عمل قوية بمعايير JIG وEI وAPI وNFPA لأنظمة وقود الطائرات.
- إجادة اللغة الإنجليزية؛ واللغة العربية مفضلة للغاية.
- يفضل: شهادة PMP أو ما يعادلها في إدارة المشاريع.
- يفضل: شهادة NEBOSH IGC أو ما يعادلها في الصحة والسلامة والبيئة.
- يفضل: خبرة في العمل مع أرامكو السعودية أو هيئة الطيران المدني (GACA) أو شركة مطارات الرياض أو عملاء رئيسيين مماثلين.

Key Responsibilities
Project Planning and Delivery
- Define project scope, objectives, deliverables, and work breakdown structure in line with contract requirements.
- Develop and maintain integrated baseline schedules (Primavera P6 or MS Project), resource plans, and cash-flow forecasts.
- Lead execution of jet fuel infrastructure works: fuel farm tanks, hydrant pits and loops, transfer pipelines, pump and filtration skids, and hydrant dispensers.
- Plan and coordinate tie-ins and shutdowns with airport operations to avoid disruption to aircraft fuelling.
- Oversee testing, pre-commissioning, commissioning, and handover to operations, including punch-list closure.
- Perform any other duties and responsibilities as assigned by the direct manager.
- Review design packages, specifications, and vendor documents for compliance with project and client standards.
- Ensure systems comply with JIG 1, 2 and 4, EI 1529, EI 1540, EI/JIG 1530, API 650, API 2610, NFPA 407 and IATA fuel quality requirements, as applicable.
- Coordinate with the Technical Director on technical queries, design changes, and deviations.
- Manage the Management of Change (MOC) process for all modifications to existing fuel systems.
- Lead a zero-harm culture across all project activities and contractors.
- Ensure Permit-to-Work, Job Safety Analysis, isolation, hot work, and confined-space controls are applied on live fuel systems.
- Support HAZOP, HAZID, SIL, and risk assessment workshops and track actions to closure.
- Ensure environmental controls for spill prevention, soil and groundwater protection, and waste management, and maintain environmental baseline records.
- Comply with GACA regulations, client HSE requirements (including Saudi Aramco standards where applicable), and Saudi civil defense codes.
- Administer contracts with clients, EPC contractors, and subcontractors, including variations, claims, and notices.
- Control project budget, monitor earned value, and report cost and schedule variance with corrective actions.
- Support procurement of long-lead items such as pumps, filter-water separators, meters, valves, and tankage.
- Identify contract risks and discrepancies early, including insurance, bonding, and liability obligations, and escalate formally.
- Implement the project quality plan, inspection and test plans, and material traceability.
- Ensure welding, NDT, hydrotesting, internal tank coating, and pipeline cleanliness meet specification.
- Ensure fuel quality is protected through flushing, sampling, and certification before systems enter service.
- Act as the primary point of contact for the client on all project matters.
- Prepare and present weekly and monthly progress reports to senior management and client representatives.
- Coordinate with airport authorities, airlines, into-plane operators, and government entities.
- Lead, mentor, and evaluate the project team, and promote Saudization and knowledge transfer.
- Maintain project documentation, correspondence, and as-built records through the document control system.
Qualifications & Requirements
- Bachelor's degree in Mechanical, Chemical, Civil, or Petroleum Engineering from a recognized university.
- Minimum 10 years of experience in oil and gas or fuel infrastructure projects, including at least 5 years managing aviation fuel, fuel farm, or hydrant system projects.
- Proven delivery of projects at live, operational airports or hydrocarbon facilities.
- Professional Engineer registration with the Saudi Council of Engineers (SCE).
- Strong working knowledge of JIG, EI, API, and NFPA standards for aviation fuel systems.
- Fluency in English; Arabic is highly preferred.
- PMP or equivalent project management certification.
- NEBOSH IGC or equivalent HSE certification.
- Experience working with Saudi Aramco, GACA, Riyadh Airports Company, or similar major clients.
- Master's degree or MBA in engineering or project management.
