القدية تعلن عن وظيفة مدير الصحة العامة والمشاركة المجتمعية (Director - Public Health and Community Engagement) في مدينة القدية، الرياض.
نبذة عن الوظيفة
يتولى مدير الصحة العامة والمشاركة المجتمعية مسؤولية إنشاء وقيادة وظيفة الصحة العامة عبر مدينة القدية، وتطوير استراتيجيتها الخمسية ووضع السياسات والأنظمة اللازمة لحماية صحة السكان والموظفين والمقاولين والزوار. تشمل المسؤولية الترصد الوبائي وإدارة الفاشيات ومعايير الصحة المهنية والوقاية من الأمراض والمشاركة المجتمعية في الصحة. كما يمثل العمليات الطبية في قضايا الصحة العامة ويتعاون مع الجهات الحكومية ومقدمي الرعاية الصحية وأصحاب المصلحة الداخليين.
المهام والمسؤوليات
- تطوير وصيانة خطة الصحة العامة الخمسية لمدينة القدية، وإطار السياسات والمعايير والمحفزات للتدخل.
- ترجمة الأولويات الصحية الوطنية ومتطلبات وزارة الصحة إلى سياسات عملية للمدينة، وإعداد ملفات المخاطر السكانية ونماذج البيانات.
- تصميم والإشراف على أنظمة الترصد الوبائي عبر أصول القدية ومواقع مقدمي الرعاية المتعاقدين، وضمان الامتثال لمتطلبات الإبلاغ عن الأمراض الواجب الإبلاغ عنها.
- قيادة تحقيقات الفاشيات وترؤس فريق السيطرة عليها، والإشراف على تتبع المخالطين والوقاية ومتطلبات التطعيم، وتقديم توصيات بشأن إغلاق المواقع أثناء الحوادث الصحية.
- وضع معايير الصحة المهنية للموظفين والمقاولين ومقدمي الخدمات، وتحديد متطلبات المراقبة الصحية للأدوار ذات التعرض أو المتطلبات البدنية الخاصة.
- توضيح المسؤوليات عبر الصحة المهنية والصحة العامة والخدمات السريرية، وإدراج متطلبات الصحة المهنية ضمن عقود الرعاية الصحية المتعاقد عليها.
- الإشراف الاستراتيجي على برنامج 'منقذ حياة القدية' (Qiddiya Life Saver Program) ومبادرات المستجيبين غير المتخصصين، ووضع التوجيه والأهداف ومقاييس الأداء ومتطلبات الحوكمة.
- تطوير خطة شبكة مزيل الرجفان العام (Public Access Defibrillator) بما في ذلك التغطية والتوزيع والحوكمة والتوسع.
- قيادة وإدارة وتطوير فريق الصحة العامة، وتمثيل العمليات الطبية في قضايا الصحة العامة داخلياً وخارجياً.
- إعداد وتقديم التقارير وحالات الأعمال والتوصيات للإدارة العليا، وإدارة الميزانية والموارد والعقود وأولويات القسم.
- الحفاظ على علاقات قوية مع الجهات الحكومية ومقدمي الرعاية الصحية وأصحاب المصلحة الداخليين، وضمان الامتثال لسياسات الشركة والمتطلبات التنظيمية.
- تحديد وتقييم وإدارة ورفع مخاطر الصحة العامة، ودفع عجلة التحسين المستمر والابتكار والتميز التشغيلي.
الشروط والمتطلبات
- درجة ماجستير في الصحة العامة (Master of Public Health) أو مؤهل دراسات عليا معادل في الصحة العامة - إلزامي.
- يفضل الحصول على مؤهل في الصحة المهنية (Occupational Health) أو شهادة معادلة معترف بها.
- يفضل الحصول على تدريب في علم الأوبئة الميداني (Field Epidemiology Training) أو شهادة وبائيات تطبيقية معادلة.
- خبرة لا تقل عن 10 سنوات بعد التخرج في ممارسة الصحة العامة.
- خبرة مثبتة في تطوير خطة صحة عامة أو إطار سياسات أو برنامج من الصفر.
- خبرة عملية في الترصد الوبائي والتحقيق في الفاشيات.
- خبرة في قيادة أو المساهمة بشكل كبير في الاستجابة لفاشية.
- خبرة في العمل عبر منظمات أو وظائف متعددة حيث تتقاسم المسؤوليات والسلطات.
- يفضل خبرة في تأسيس وظيفة صحة عامة جديدة.
- يفضل خبرة في التجمعات الجماهيرية والفعاليات والوجهات الترفيهية أو الصحة العامة الموجهة للزوار.
- يفضل خبرة في الصحة المهنية.
- الإلمام بلوائح وزارة الصحة السعودية ومتطلبات الأمراض التي يجب الإبلاغ عنها أمر مفضل.
- ملاحظة: الخبرة العامة في الرعاية الصحية أو إدارة المستشفيات أو الإدارة السريرية وحدها لا تعوض خبرة الصحة العامة المطلوبة.

- Develop and maintain Qiddiya's five-year public health plan
- Establish the public health policy framework, standards, thresholds, and intervention triggers
- Translate national health priorities and Ministry of Health requirements into practical policies for Qiddiya City
- Develop population health profiles, risk assessments, and public health data models
- Advise the Executive Director on long-term strategy, resources, partnerships, and public health priorities
- Design and oversee disease surveillance systems across Qiddiya assets and contracted healthcare provider locations
- Ensure compliance with notifiable disease reporting requirements
- Lead outbreak investigations and chair the outbreak control team
- Oversee contact tracing, disease prevention, and vaccination requirements
- Provide recommendations regarding the closure of venues or assets during public health incidents
- Maintain effective reporting and escalation relationships with relevant health authorities
- Define the environmental health information required from internal and external partners
- Establish occupational health standards for Qiddiya employees, contractors, and service providers
- Define health surveillance requirements for roles with specific exposure or physical demands
- Clarify responsibilities across occupational health, public health, and clinical service delivery
- Include occupational health requirements within contracted healthcare services
- Monitor and verify that contracted providers deliver services according to agreed standards

- Develop the Public Access Defibrillator network plan, including coverage, placement, governance, and expansion
- Define the community health engagement approach for residents, employees, and visitors
- Establish measurement frameworks to assess the effectiveness and value of community health programs
- Lead, manage, and develop the public health team
- Represent Medical Operations on public health matters internally and externally
- Prepare and present reports, business cases, and recommendations to senior management
- Manage budgets, resources, contracts, and departmental priorities
- Maintain strong relationships with government authorities, healthcare providers, and internal stakeholders

Education
- Master of Public Health, or an equivalent postgraduate qualification in public health, is mandatory
- Occupational health qualification or recognized equivalent is preferred
- Field epidemiology training or an equivalent applied epidemiology certification is preferred
- Minimum of 10 years of post-qualification experience in public health practice
- Proven experience developing a public health plan, policy framework, or program from the beginning
- Practical experience in disease surveillance and outbreak investigation
- Experience leading or making a significant contribution to an outbreak response
- Experience working across multiple organizations or functions where responsibilities and authority are shared
- Experience establishing a new public health function is preferred
- Experience in mass-gathering, events, entertainment destinations, or visitor-focused public health is preferred
- Experience in occupational health is preferred
- Familiarity with Saudi Ministry of Health regulations and notifiable disease requirements is preferred
- General healthcare, hospital, or clinical management experience alone does not replace the required public health experience
- Strong strategic and population-level analytical thinking
- Ability to make informed decisions when information is incomplete
- Strong policy, planning, and professional writing skills
- Ability to prepare documents suitable for executive and regulatory review
- Strong negotiation, influencing, and stakeholder-management skills
- Good knowledge of surveillance systems, data models, and public health reporting
