Hotspot is a Saudi digital financing platform licensed by the Saudi Central Bank in the digital aggregation category. Individuals and businesses submit one application, reach multiple banks and finance companies, and compare offers in one place. We serve individuals with personal, auto and mortgage financing and credit cards, and small and medium enterprises with point of sale financing, bill discounting, revolving limits, term loans, electronic commerce financing and supply chain financing. Our platform connects customers, financiers and distribution partners through customer platforms, a financier portal, direct integrations and an artificial intelligence credit engine.

The Role:

We are looking for a Chief Information Officer to own Hotspot's technology end to end: strategy, architecture, security, operations and the team. Reporting to the Chief Executive Officer and sitting on the senior management team, you will turn business goals into a clear technology roadmap and deliver it. This is a hands-on leadership role for someone who has built and run financial technology platforms and is as comfortable going deep into systems as leading people.

What You Will Do:

• Set the information technology strategy and roadmap, and prioritise initiatives against business goals.
• Own the platform architecture across our customer platforms, financier portal, partner integrations and artificial intelligence credit engine, built for high availability and scale.
• Lead secure integrations with financiers, distribution partners and national data and verification services such as Nafath, Dakhli and the Saudi Credit Bureau.
• Develop the internal operating systems used by our sales, customer care and management teams.
• Keep systems and data compliant with Saudi Central Bank requirements and applicable laws, with data and systems hosted inside Saudi Arabia.
• Work with the Cybersecurity and Compliance teams on security governance and technology risk.
• Build and maintain the disaster recovery and business continuity plan.
• Develop and control the annual operating and capital technology budgets, with business cases and cost benefit analysis for major spending.
• Select and manage vendors, review hardware and software contracts, and oversee service levels.
• Hire, develop and lead the technology team, and set its structure, goals and operating procedures.
• Advise management on technology trends and their competitive and financial impact.

What We Are Looking For

• Proven experience building or leading technology at a financial technology company, bank or other regulated financial business.
• Strong hands-on technical background in systems architecture, cloud infrastructure, application programming interfaces and data. Engineering leadership, product and senior software engineering backgrounds are welcome.
• A track record of taking systems from business requirements through design, delivery and daily operation.
• Solid knowledge of Saudi Central Bank regulations, cybersecurity and data privacy requirements as they apply to technology.
• Experience in strategic planning, budgeting, project portfolio management and vendor management.
• Proven leadership in hiring, developing and motivating a collaborative team.
• Clear written and spoken communication, with the ability to explain technical ideas in plain business language.
• Strong negotiation, analytical and problem solving skills, with close attention to detail.
• A bachelor's degree in computer science or a related field; a master's degree in a related field is preferred.
• Availability for on-call support and periodic extra hours when needed.
