شركة Parsons Corporation تبحث عن خبير موانئ / قائد فريق للعمل في الخبر، المنطقة الشرقية، السعودية. سيتولى المرشح قيادة وتوجيه استراتيجي لمشروع هندسي مستقل في مجال الموانئ، وإدارة فريق متعدد التخصصات لضمان تسليم مشاريع البنية التحتية للموانئ والمحطات وفقاً للمتطلبات الفنية والتعاقدية واحتياجات العميل.

المهام والمسؤوليات

  • قيادة وإدارة فريق هندسي متعدد التخصصات عبر جميع تخصصات المشروع.
  • الإشراف على تنفيذ المشروع وضمان التوافق مع المتطلبات الفنية والتعاقدية واحتياجات العميل.
  • تقديم التوجيه الاستراتيجي والإرشاد الفني للبنية التحتية للموانئ والمحطات.
  • التنسيق مع الفرق الداخلية وأصحاب المصلحة الخارجيين والعميل لضمان تسليم المشروع بكفاءة.
  • ضمان مراقبة الجودة والامتثال للمعايير واللوائح وأفضل الممارسات المعمول بها.
  • مراقبة تقدم المشروع وتحديد المخاطر وتنفيذ استراتيجيات التخفيف.
  • دعم مراجعة والتحقق من التصاميم الهندسية ومخرجات العمل عبر التخصصات.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة المدنية (BEng, BSc) أو ما يعادلها.
  • خبرة مهنية لا تقل عن 25 عاماً، منها 15 عاماً على الأقل في مشاريع البنية التحتية للموانئ أو الأعمال البحرية أو المحطات.
  • سجل حافل في قيادة فرق هندسية متعددة التخصصات لمشاريع البنية التحتية الكبيرة والمعقدة.
  • معرفة قوية بالبنية التحتية للموانئ والأعمال البحرية وعمليات المحطات والتخصصات الهندسية ذات الصلة.
  • خبرة مثبتة في إدارة المشاريع ومراجعة التصاميم والتواصل مع أصحاب المصلحة وإدارة المخاطر وعمليات ضمان الجودة.
  • مهارات قيادية ممتازة، تواصل، تفاوض، وإدارة أصحاب المصلحة.
  • قدرات قوية في التفكير الاستراتيجي، حل المشكلات، اتخاذ القرارات، والتنظيم.
  • القدرة على العمل بفعالية في بيئات مشاريع سريعة الخطى ومعقدة وموجهة بالمواعيد النهائية.

المهارات المطلوبة

  • خبرة سابقة في دور قائد فريق أو مدير مشروع أو مهندس مستقل أو منصب قيادي مماثل في مشاريع الموانئ والمحطات الكبرى.
  • شهادة مهنية في الهندسة أو عضوية مهنية معتمدة أو ما يعادلها.
  • خبرة في العمل على مشاريع دولية في الموانئ أو الأعمال البحرية أو البنية التحتية للنقل.
  • المام بنماذج تسليم المشاريع مثل PPP أو الامتياز أو التصميم والبناء.
  • معرفة باللوائح والمعايير والمتطلبات التشغيلية لهيئات الموانئ الإقليمية والدولية.
  • خبرة في إدارة مجموعات متنوعة من أصحاب المصلحة عبر القطاعين العام والخاص.

Job Description

Parsons is seeking a highly experienced Port Expert / Team Leader to lead and provide strategic direction across the independent engineering port project. The successful candidate will be responsible for managing a multidisciplinary team, overseeing project execution, and ensuring the successful delivery of port and terminal infrastructure projects in accordance with technical, contractual, and client requirements.

What You'll Be Doing

  • Lead and manage a multidisciplinary engineering team across all project disciplines.
  • Oversee project execution, ensuring alignment with technical, contractual, and client requirements.
  • Provide strategic direction and technical guidance on port and terminal infrastructure.
  • Coordinate with internal teams, external stakeholders, and the client to ensure efficient project delivery.
  • Ensure quality assurance and compliance with applicable standards, regulations, and best practices.
  • Monitor project progress, identify risks, and implement mitigation strategies.
  • Support review and validation of engineering designs and deliverables across disciplines.


What Required Skills You'll Bring

  • Bachelor’s degree in Civil Engineering (BEng, BSc) or equivalent.
  • Minimum 25 years of professional experience, including at least 15 years of experience in port, marine, or terminal infrastructure projects.
  • Proven track record of leading large-scale multidisciplinary engineering teams and complex infrastructure projects.
  • Strong knowledge of port infrastructure, marine works, terminal operations, and associated engineering disciplines.
  • Demonstrated experience in project management, design review, stakeholder engagement, risk management, and quality assurance processes.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Strong strategic thinking, problem-solving, decision-making, and organizational capabilities.
  • Ability to work effectively in fast-paced, complex, and deadline-driven project environments.


What Desired Skills You'll Bring

  • Experience serving as Team Leader, Project Director, Independent Engineer, or similar leadership role on major port and terminal developments.
  • Professional Engineering certification, chartership, or equivalent professional accreditation.
  • Experience working on international port, marine, or transportation infrastructure projects.
  • Familiarity with PPP, concession, or design-build project delivery models.
  • Knowledge of regional and international port authority regulations, standards, and operational requirements.
  • Experience managing diverse stakeholder groups across public and private sector organizations.
