The Chief Information Officer (CIO) is a core member of a company’s senior management team, with comprehensive responsibility for enterprise information technology strategy, IT operations, digital transformation, information security, data governance, and the development of technical infrastructure.

This role is tasked with aligning corporate business strategy with information technology strategy. By building a stable, secure, scalable, and efficient digital infrastructure, the CIO drives the company’s digital development, enhances operational efficiency, and fosters long-term competitive advantage. The CIO typically reports directly to the CEO and collaborates with the Board of Directors and the senior management team to formulate enterprise-level technology and digital strategies.

Core Responsibilities

I. IT Strategy and Corporate Strategy

- Develop the company’s medium- to long-term information technology strategy and digital development roadmap;

- Ensure that the IT strategy remains aligned with the overall corporate business strategy;

- Evaluate the impact of emerging technologies on business models, operational efficiency, and competitive advantage;

- Provide decision-making support regarding technology strategy and digital initiatives to the CEO and senior management team;

- Establish mechanisms for prioritizing IT investments and allocating technical resources.

II. Enterprise Digital Transformation

- Lead enterprise-wide digital transformation projects;

- Drive the digitization, automation, and intelligent transformation of business processes;

- Identify opportunities to apply artificial intelligence, cloud computing, big data, and automation technologies;

- Facilitate the transition from legacy business systems to modern digital platforms;

- Measure the tangible value of digital projects in terms of business efficiency, customer experience, and revenue growth.

III. IT Operations Management

- Oversee the operation of the company’s IT infrastructure, application systems, and technical services;

- Establish a stable, efficient, and scalable IT operations framework;

- Ensure the availability, reliability, and continuous operation of mission-critical business systems;

- Optimize IT Service Management (ITSM) and technical support systems;

- Define performance metrics for IT operations and implement mechanisms for continuous improvement.

IV. Enterprise Architecture and Technical Infrastructure

- Formulate strategies for enterprise technology architecture and infrastructure development;

- Oversee the development of cloud computing, networking, data centers, and enterprise application platforms;

- Manage core business systems, including ERP, CRM, HRIS, and others;

- Drive system integration and the standardization of technical architecture;

- Ensure that the enterprise’s technical infrastructure is capable of supporting future business expansion.

V. Information Security and Risk Management

- Establish an enterprise-wide information security and cybersecurity strategy;

- Oversee identity and access management, data security, and security monitoring systems;

- Develop mechanisms for the identification, assessment, and response to cybersecurity risks;

- Collaborate with legal, compliance, and risk management teams to ensure IT operations meet relevant regulatory requirements;

- Establish emergency response mechanisms for major cybersecurity incidents and business continuity.

VI. Data Strategy and Governance

- Formulate enterprise data strategy and data governance frameworks;

- Enhance data quality, security, and accessibility;

- Build a unified data management and analytics system;

- Drive business intelligence (BI), advanced analytics, and data-driven decision-making;

- Explore the application of artificial intelligence and machine learning within enterprise operations.

VII. IT Budgeting and Vendor Management

- Develop annual IT budgets and long-term technology investment plans;

- Manage IT costs, technology investments, and resource allocation;

- Evaluate the business value and return on investment (ROI) of technology projects;

- Manage key technology vendors, cloud service providers, and strategic partners;

- Optimize technology procurement and vendor performance management.

VIII. Enterprise Project and Change Management

- Lead large-scale IT initiatives and cross-departmental digital transformation projects;

- Manage system implementations, platform migrations, technology upgrades, and enterprise-wide change initiatives;

- Establish frameworks for project governance, risk management, and delivery;

- Ensure major technology projects are completed on time and within budget;

- Facilitate the successful adoption of new digital tools and processes by employees and business units.

IX. Team Building and Organizational Leadership

- Build and lead enterprise-level IT and digital teams;

- Manage teams across IT operations, enterprise architecture, information security, data, application development, and technology projects;

- Develop IT directors, technical leads, and future digital leadership talent;

- Foster an organizational culture centered on technical innovation, service orientation, and continuous improvement;

- Optimize the IT organizational structure and talent allocation. Qualifications

Education

- Bachelor’s degree or higher in Computer Science, Information Technology, Information Systems, Engineering, Business Administration, or a related field.

- An MBA or a Master’s degree in Information Systems or Technology Management is preferred.

- Professional certifications such as CISSP, CISM, ITIL, TOGAF, or PMP are highly desirable.

Work Experience

- 20+ years of experience in Information Technology, enterprise IT, or digital transformation.

- 15+ years of experience in senior IT management.

- Prior experience in senior leadership roles-such as CIO, VP of IT, SVP of Technology, or IT Director-is preferred.

- Experience in IT management within large enterprises, multinational corporations, or high-growth companies.

- Proven track record in enterprise-level digital transformation, cloud migration, or the implementation of large-scale systems.
