Role Description

The HSE Manager is a full-time, on-site role based in Riyadh, Saudi Arabia. This role is responsible for managing and overseeing Health, Safety, and Environmental (HSE) activities across infrastructure construction projects, ensuring compliance with applicable safety regulations, project requirements, and approved HSE standards. The project scope includes earthworks, potable water, wastewater, stormwater drainage, irrigation, and firefighting networks, as well as civil works associated with electrical, street lighting, ICT, and chilled water networks. Daily responsibilities include developing and implementing HSE plans, conducting risk assessments, supervising safety teams, monitoring site compliance, investigating incidents, coordinating with project management and consultants, and ensuring effective implementation of preventive and corrective actions to maintain a safe working environment.

Qualifications

• Bachelor's degree in Engineering or a related engineering discipline
• Minimum of 8 years of experience in Health, Safety, and Environment (HSE), including at least 3 years in a supervisory or managerial role
• Previous experience managing HSE activities in infrastructure construction projects, particularly utility networks and related civil works
• Strong knowledge of occupational health and safety regulations, risk management, and emergency response procedures
• Proven ability to develop, implement, and monitor project HSE plans, policies, and procedures
• Experience in leading HSE teams, conducting safety inspections, and managing incident investigations
• NEBOSH, OSHA, or ISO 45001-related qualifications are preferred
• Strong leadership, communication, coordination, and problem-solving skills
• Saudi nationality is required
