شركة HanmiGlobal MENA تبحث عن مدير مساح كميات (Quantity Surveyor Manager) للانضمام إلى فريق إدارة البرامج والاستشارات (PMCM) في الرياض، السعودية، لقيادة أطر مسح الكميات والتحقق من التكاليف على مستوى البرنامج لأحد برامج تطوير الأراضي والبنية التحتية الضخمة متعددة الحزم لصالح جهة حكومية رئيسية.

المهام والمسؤوليات

  • تطوير وصيانة إطار عمل مسح الكميات على مستوى البرنامج، بما يشمل المعايير والإجراءات والمنهجيات والقوالب ومتطلبات التقارير.
  • ضمان التطبيق المتسق لممارسات مسح الكميات عبر جميع حزم المشاريع، مع تعزيز أفضل الممارسات في القياس والتقييم والتحقق من التكاليف والضمان التجاري.
  • مراجعة والتحقق من الكميات والقياسات والمسوحات وجداول الكميات والتقييمات وطلبات الدفع والتقييمات المؤقتة وحسابات الحساب النهائي المقدمة من المطورين الرئيسيين والمقاولين والاستشاريين وفرق الحزم.
  • توفير تحقق مستقل لتقييمات الدفع القائمة على الكميات وتقديرات التكاليف وجداول الأسعار والتقييمات التجارية لضمان الدقة والاتساق والامتثال للالتزامات التعاقدية.
  • تقييم الآثار الكمية والتكلفية الناتجة عن تغييرات التصميم وتعديلات النطاق والتباينات وأحداث التعويض ومقترحات القيمة الهندسية (Value Engineering).
  • دعم مدير التجارة الأول ومدير مراقبة المشاريع في التحقق من التكاليف والتقييمات التجارية والتنبؤ وحل القضايا والنزاعات التجارية المتعلقة بالكميات.
  • المساهمة بخبرات متخصصة في مسح الكميات ضمن المراجعات الفنية والتجارية متعددة التخصصات.
  • إعداد تقارير مسح الكميات والتقييمات الفنية والملخصات التنفيذية والتوصيات لإدارة PMCM والعميل.
  • التنسيق مع فرق التجارة والفنية ومراقبة المشاريع والمشتريات وحزم المشاريع لضمان اتخاذ القرارات المتكاملة وإعداد تقارير متسقة.
  • تعزيز التحسين المستمر من خلال أنظمة القياس الرقمية وأدوات إدارة التكاليف وتبادل المعرفة والدروس المستفادة.

الشروط والمتطلبات

  • درجة البكالوريوس في مسح الكميات، الإدارة التجارية، إدارة الإنشاءات، الهندسة المدنية أو مجال ذي صلة.
  • عضوية مهنية معتمدة (Chartered Professional) أو اعتماد مهني مكافئ.
  • خبرة مهنية لا تقل عن خمسة عشر (15) عامًا في مسح الكميات، التحقق من التكاليف، تنفيذ البنية التحتية، التطوير الحضري، المشاريع الرأسمالية الكبرى، أو البرامج الضخمة.
  • خبرة في مؤسسات PMCM أو PMC أو EPCM أو الاستشارات أو المطورين أو المقاولين أو جهات العميل، ويفضل أن تكون في مشاريع تطوير الأراضي والبنية التحتية الكبرى في المملكة العربية السعودية أو دول مجلس التعاون الخليجي.

Job Purpose

HanmiGlobal is seeking a highly qualified Quantity Surveyor Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will lead the program-wide quantity surveying and cost verification frameworks for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level leadership, governance, coordination, and commercial oversight for all quantity surveying activities across the program, ensuring all measurement verifications, valuation reviews, cost verifications, and payment certification supports are fully integrated, transparent, auditable, and compliant with contractual requirements, industry best practices, and Client's expectations, while supporting the successful delivery of the overall development program

Reports To: Program Director

Key Responsibilities

  • Develop and maintain the Program Quantity Surveying Framework, including standards, procedures, methodologies, templates, and reporting requirements
  • Ensure the consistent application of quantity surveying practices across all project packages while promoting best practices in measurement, valuation, cost verification, and commercial assurance
  • Review and verify quantities, measurements, take-offs, bills of quantities (BoQs), valuations, payment applications, interim valuations, and final account assessments submitted by Lead Developers, contractors, consultants, and package teams
  • Provide independent verification of quantity-based payment assessments, cost estimates, schedules of rates, and commercial evaluations to ensure accuracy, consistency, and compliance with contractual obligations
  • Assess the quantity and cost implications of design changes, scope modifications, variations, compensation events, and Value Engineering proposals
  • Support the Senior Commercial Manager and Project Control Manager in cost verification, commercial assessments, forecasting, and resolution of quantity-related commercial issues and disputes
  • Contribute specialist quantity surveying expertise to multidisciplinary technical and commercial reviews
  • Prepare quantity surveying reports, technical assessments, executive summaries, and recommendations for PMCM Management and the Client
  • Coordinate with commercial, technical, project controls, procurement, and package teams to ensure integrated decision-making and consistent reporting
  • Promote continuous improvement through digital measurement systems, cost management tools, knowledge sharing, and lessons learned

Requirements

Qualifications & Experience

  • Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Civil Engineering, or a related discipline
  • Chartered Professional membership or equivalent professional accreditation
  • Minimum of fifteen (15) years of professional experience in quantity surveying, cost verification, infrastructure delivery, urban development, major capital projects, or mega-programs
  • Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC
