نبذة عن الوظيفة

يتولى كبير مسؤولي أمن المعلومات (CISO) مسؤولية قيادة وظيفة الأمن السيبراني في المؤسسة، وحماية أصول المعلومات والأنظمة والخدمات، وضمان الامتثال لإطار الأمن السيبراني للبنك المركزي السعودي (SAMA CSF). يشرف على استراتيجية الأمن السيبراني والحوكمة وإدارة المخاطر والامتثال التنظيمي والاستجابة للحوادث، بهدف تحقيق والحفاظ على مستوى نضج أمن سيبراني مستهدف لا يقل عن المستوى 3.

المهام والمسؤوليات

  • تطوير وتنفيذ استراتيجية الأمن السيبراني والسياسات والمعايير والإجراءات بما يتوافق مع الأهداف التنظيمية والمتطلبات التنظيمية.
  • إنشاء وصيانة أطر حوكمة الأمن السيبراني، وتحديد الأدوار والمسؤوليات، ودمج متطلبات الأمن في المشاريع والمبادرات التجارية.
  • الإبلاغ عن مخاطر الأمن السيبراني ومستويات النضج وحالة الامتثال ومؤشرات الأداء الرئيسية إلى الإدارة العليا ولجنة الأمن السيبراني ومجلس الإدارة.
  • تطوير وإدارة ميزانية الأمن السيبراني، وقيادة فريق الأمن السيبراني، والإشراف على تطوير الموظفين وبرامج التوعية.
  • إنشاء والإشراف على عمليات إدارة مخاطر الأمن السيبراني، والحفاظ على سجل المخاطر، وإجراء تقييمات المخاطر، ومراقبة خطط التخفيف.
  • تقييم مخاطر الأمن السيبراني المرتبطة بالأطراف الثالثة والخدمات الخارجية والبيئات السحابية والتغييرات التكنولوجية الهامة.
  • ضمان الامتثال لـ SAMA CSF والمتطلبات التنظيمية المطبقة، وقيادة تقييمات نضج الأمن السيبراني والتدقيق الداخلي والخارجي.
  • إدارة خطط العمل التصحيحية، وتتبع نتائج التدقيق والتنظيم، والتنسيق مع إدارة الامتثال للإبلاغ التنظيمي.
  • الإشراف على مراقبة أحداث الأمن السيبراني، وكشف التهديدات، وإدارة الثغرات، واختبار الاختراق، وعمليات الأمن.
  • الموافقة على أنشطة الاستجابة لحوادث الأمن السيبراني وقيادتها، وضمان الإبلاغ التنظيمي في الوقت المناسب، وتنفيذ الدروس المستفادة بعد الحوادث.
  • الإشراف على ضوابط الأمن السيبراني عبر الشبكات والتطبيقات ونقاط النهاية وإدارة الهوية والخدمات السحابية.
  • الحفاظ على الاستقلال التنظيمي عن إدارة تقنية المعلومات، بما في ذلك خطوط الإبلاغ وإدارة الميزانية وتقييم أداء الموظفين.

الشروط والمتطلبات

  • سعودي الجنسية.
  • درجة البكالوريوس في الأمن السيبراني أو علوم الحاسب أو هندسة الحاسب أو نظم المعلومات أو مجال ذي صلة.
  • خبرة لا تقل عن 8 سنوات في الأمن السيبراني أو أمن المعلومات، بما في ذلك 3 سنوات على الأقل في دور قيادي أو إشرافي.
  • معرفة عملية بـ SAMA CSF وحوكمة الأمن السيبراني وإدارة المخاطر والامتثال التنظيمي.
  • التفرغ الكامل لدور CISO دون مسؤوليات متزامنة داخل إدارة تقنية المعلومات.
  • القدرة على استيفاء متطلبات الملاءمة المهنية والنزاهة والحصول على موافقة عدم الممانعة من البنك المركزي السعودي.
  • المؤهلات المفضلة: درجة الماجستير في الأمن السيبراني أو أمن المعلومات أو إدارة الأعمال أو مجال ذي صلة.
  • الشهادات المهنية مثل CISSP, CISM, CRISC, CGEIT أو ISO/IEC 27001 Lead Auditor / Lead Implementer.
  • خبرة سابقة في مؤسسة مالية خاضعة للتنظيم.
  • اعتماد مهني ذو صلة من الهيئة السعودية للمهندسين.
  • معرفة نظام حماية البيانات الشخصية السعودي (PDPL) وضوابط الهيئة الوطنية للأمن السيبراني (NCA).
  • متطلبات اللغة: إجادة تامة للغة العربية كتابةً ونطقاً، وإجادة متقدمة للغة الإنجليزية كتابةً ونطقاً.

Summary

The Chief Information Security Officer (CISO) is responsible for leading the organization's cybersecurity function, protecting information assets, systems, and services, and ensuring compliance with the Saudi Central Bank Cyber Security Framework (SAMA CSF). The role oversees cybersecurity strategy, governance, risk management, regulatory compliance, and incident response, with the objective of achieving and maintaining a minimum targeted cybersecurity maturity level of Level 3.

Job Responsibilities

  • Develop and implement the cybersecurity strategy, policies, standards, and procedures in alignment with organizational objectives and regulatory requirements.
  • Establish and maintain cybersecurity governance frameworks, define roles and responsibilities, and integrate security requirements into business projects and initiatives.
  • Report cybersecurity risks, maturity levels, compliance status, and key performance indicators to senior management, the Cybersecurity Committee, and the Board of Directors.
  • Develop and manage the cybersecurity budget, lead the cybersecurity team, and oversee employee development and awareness programs.
  • Establish and oversee cybersecurity risk management processes, maintain the risk register, conduct risk assessments, and monitor mitigation plans.
  • Assess cybersecurity risks associated with third parties, outsourced services, cloud environments, and significant technology changes.
  • Ensure compliance with SAMA CSF and applicable regulatory requirements and lead cybersecurity maturity assessments and internal and external audits.
  • Manage corrective action plans, track audit and regulatory findings, and coordinate regulatory reporting with the Compliance Department.
  • Oversee cybersecurity event monitoring, threat detection, vulnerability management, penetration testing, and security operations.
  • Approve and lead cybersecurity incident response activities, ensure timely regulatory reporting, and implement lessons learned following incidents.
  • Oversee cybersecurity controls across networks, applications, endpoints, identity management, and cloud services.
  • Maintain organizational independence from the Information Technology Department, including reporting lines, budget management, and employee performance evaluation.

Job Requirements

  • Saudi national.
  • Bachelor's degree in Cybersecurity, Computer Science, Computer Engineering, Information Systems, or a related discipline.
  • Minimum of 8 years of experience in cybersecurity or information security, including at least 3 years in a leadership or supervisory role.
  • Practical knowledge of SAMA CSF, cybersecurity governance, risk management, and regulatory compliance.
  • Full-time commitment to the CISO role, without concurrent responsibilities within the Information Technology Department.
  • Ability to meet applicable professional suitability and integrity requirements and obtain the required SAMA non-objection approval.

Preferred Qualifications

  • Master's degree in Cybersecurity, Information Security, Business Administration, or a related field.
  • Professional certifications such as CISSP, CISM, CRISC, CGEIT, or ISO/IEC 27001 Lead Auditor / Lead Implementer.
  • Previous experience in a regulated financial institution.
  • Relevant professional accreditation from the Saudi Council of Engineers.
  • Knowledge of the Saudi Personal Data Protection Law (PDPL) and National Cybersecurity Authority (NCA) controls.
