تعلن شركة HanmiGlobal MENA عن توفر فرصة وظيفية لشغل منصب Senior Telecom Engineer في الرياض، المملكة العربية السعودية. ستنضم إلى فريق إدارة البرامج والاستشارات الهندسية (PMCM) لتقديم خبرات فنية متخصصة في الاتصالات وتقنية المعلومات، وضمان الامتثال الفني لمشروع تطوير أراضٍ ضخم متعدد الحِزم نيابة عن جهة حكومية كبرى. ستعمل تحت إشراف المدير الفني (Technical Manager).

المهام والمسؤوليات

  • مراجعة تقارير هندسة الاتصالات، واستراتيجيات تقنية المعلومات والاتصالات (ICT)، ودراسات الشبكات، والرسومات التصميمية المعدة من المطورين الرئيسيين للتحقق من مطابقتها للمعايير المعتمدة ومتطلبات العميل.
  • تقييم شبكات الألياف الضوئية الأساسية، وقنوات الكابلات، وهياكل الشبكات من حيث الوظائف والموثوقية وقابلية التوسع والصيانة.
  • تقييم مقترحات البنية التحتية للمدن الذكية، وتكامل الأنظمة الذكية، ومبادرات البنية التحتية الرقمية لضمان قدرات مستقبلية وقابلة للتوسع.
  • دعم تنفيذ عمليات الحوكمة الفنية وضمان الامتثال الهندسي على مستوى البرنامج عبر جميع حِزم العمل.
  • التنسيق مع المدير الفني، وكبير مهندسي الكهرباء، والفرق الفنية للبرنامج لحل تعارضات الواجهات ودمج التصاميم متعددة التخصصات.
  • تقييم الآثار الفنية والتشغيلية ودورة الحياة لتغييرات التصميم ومقترحات الهندسة القيمية المتعلقة بالاتصالات المقدمة من المطورين الرئيسيين.
  • تقديم خبرات هندسية متخصصة خلال ورش العمل الفنية ومراجعات التصميم واجتماعات التنسيق لحل مشكلات تنفيذ المشروع.
  • التعاون مع المطورين الرئيسيين والاستشاريين ومقدمي خدمات الاتصالات والجهات التنظيمية لتبسيط اتصال الشبكة والحصول على الموافقات الرسمية.
  • إعداد ملاحظات المراجعة الفنية والتقييمات الهندسية والملخصات التنفيذية للمدير الفني وإدارة PMCM والعميل.
  • تحديد وتخفيف مخاطر الامتثال المتعلقة بالاتصالات وتقنية المعلومات، وتعزيز التميز الهندسي والتحول الرقمي والتحسين المستمر عبر البرنامج.

الشروط والمتطلبات

  • درجة البكالوريوس في هندسة الاتصالات، أو الهندسة الإلكترونية، أو هندسة الاتصالات، أو هندسة تقنية المعلومات والاتصالات (ICT)، أو الهندسة الكهربائية، أو تخصص ذي صلة.
  • عضوية مهنية معتمدة (Chartered Professional) أو اعتماد مهني مكافئ.
  • خمسة عشر (15) عامًا كحد أدنى من الخبرة المهنية في البنية التحتية للاتصالات، أو أنظمة تقنية المعلومات والاتصالات، أو شبكات الألياف الضوئية، أو البنية التحتية للمدن الذكية، أو مشاريع رأس المال الكبرى.
  • خبرة داخل مؤسسات إدارة البرامج والاستشارات الهندسية (PMCM) أو إدارة المشاريع (PMC) أو الاستشارات أو التطوير أو مشغلي الاتصالات أو جهات العميل، ويفضل أن تكون في مشاريع البنية التحتية وتطوير الأراضي على نطاق واسع في السعودية أو منطقة الخليج.

Job Purpose

HanmiGlobal is seeking a highly qualified Senior Telecom Engineer to join our program management and PMCM team in Saudi Arabia. In this role, you will deliver program-level telecommunications and ICT engineering expertise and technical governance for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level technical expertise, engineering assurance, and collaborative oversight for reviewing and monitoring all telecommunications, ICT, and smart infrastructure designs across the program, ensuring all fiber optic networks, communication systems, and digital infrastructure submissions are fully integrated and compliant with approved standards, service provider requirements, and operational needs under the direction of the Technical Manager, while supporting the successful delivery of the overall development program.

Reports To: Technical Manager

Key Responsibilities

  • Review telecommunications engineering reports, ICT strategies, network studies, and design drawings prepared by Lead Developers to verify compliance with approved criteria and Client's requirements.
  • Assess fiber optic backbone networks, telecommunications duct banks, and network architectures for functionality, reliability, scalability, and maintainability.
  • Evaluate smart city infrastructure proposals, intelligent systems integration, and digital infrastructure initiatives to ensure future-ready and scalable capabilities.
  • Support the implementation of program-level technical governance and engineering assurance processes across all package submissions.
  • Coordinate with the Technical Manager, Senior Electrical Engineer, and program technical teams to resolve interface conflicts and integrate multidisciplinary infrastructure designs.
  • Evaluate the technical, operational, and lifecycle impacts of design changes and telecommunications-related Value Engineering proposals submitted by Lead Developers.
  • Provide specialist engineering expertise during technical workshops, design reviews, and coordination meetings to resolve project implementation issues.
  • Collaborate with Lead Developers, consultants, telecom service providers, and regulatory authorities to streamline network connectivity and secure authority approvals.
  • Prepare technical review comments, engineering assessments, and executive summaries for the Technical Manager, PMCM Management, and the Client.
  • Identify and mitigate telecommunications and ICT-related compliance risks while promoting engineering excellence, digital transformation, and continuous improvement across the program

Requirements

Qualifications & Experience

  • Bachelor's Degree in Telecommunications Engineering, Electronic Engineering, Communications Engineering, ICT Engineering, Electrical Engineering, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • Minimum fifteen (15) years of professional experience in telecommunications infrastructure, ICT systems, fiber optic networks, smart city infrastructure, or major capital projects.
  • Experience within PMCM, PMC, consultancy, developer, telecommunications operators, or client-side organizations, preferably on large-scale infrastructure and land development projects in Saudi Arabia or the GCC region
