شركة Parsons Corporation تبحث عن Interface Manager للعمل في الرياض ضمن مكتب متكامل مع العميل. يتولى إدارة إطار التحكم في الواجهات عبر حزم البنية التحتية الرقمية في برنامج رئيسي.

المهام والمسؤوليات

  • تحديد إجراءات إدارة الواجهات وسير العمل والحوكمة لفرق التصميم والهندسة والإنشاء.
  • رئاسة اجتماعات تنسيق الواجهات وضمان الامتثال لمعايير المشروع ومتطلبات المخطط الرئيسي.
  • تحديد وتوثيق جميع الواجهات الفنية والتعاقدية (الألياف، الأبراج، مراكز البيانات، المرافق، الأنظمة الذكية).
  • صيانة وتحديث وثائق التحكم في الواجهات (ICDs) عبر التخصصات والمقاولين.
  • تتبع مخاطر الواجهات والمشكلات والتبعيات، والحفاظ على سجل واجهات مع خطط التخفيف.
  • ضمان كشف وحل التعارضات بشكل صحيح من خلال تكامل BIM/GIS.
  • مراجعة تسليمات CMP/DMP الخاصة بالمنطقة.
  • التنسيق بين مدراء التصميم والهندسة والإنشاء لحل تعارضات الواجهات.
  • تسهيل الموافقات وإدارة التغيير للتعديلات متعددة التخصصات.
  • مراقبة الالتزام بمعالم الواجهات ورفع التأخيرات أو الانحرافات.
  • دعم التشغيل والاختبار (IST وORAT) بضمان تسليم الواجهات المُحلَّة.
  • ضمان امتثال الواجهات للمعايير والكودات المطبقة (TIA، BICSI، SBC، IEC/IEEE، MOMRAH، CST).
  • التحقق من دمج اعتبارات السلامة والمرونة والأمن السيبراني في جميع الواجهات.
  • العمل كنقطة اتصال رئيسية لمواضيع الواجهات مع الجهات الرسمية (SEC، NWC، CST، MOMRAH، SDAIA، HCIS).
  • إدارة مواءمة الواجهات مع الامتيازات الخارجية (TowerCo، FiberCo، مشغلي مراكز البيانات، MNOs).
  • تمثيل قرارات وحالة الواجهات في لجان التوجيه للعميل/المالك.
  • ضمان مشاركة فرق التشغيل والصيانة في مراجعات الواجهات للتحقق من سهولة الوصول والصيانة.
  • دعم مراجعة رسومات الـ Red-Line وتكامل الـ As-built عبر المقاولين المتعددين.
  • تقديم أدلة إغلاق الواجهات لعمليات القبول المؤقت والنهائي.
  • قيادة فريق إدارة الواجهات وتوزيع المسؤوليات عبر الحزم.
  • تعزيز التعاون والشفافية بين التخصصات والمقاولين من فئة EPC والاستشاريين.
  • توجيه منسقي الواجهات المبتدئين وفرض التحسين المستمر في عمليات الواجهات.

الشروط والمتطلبات

  • درجة البكالوريوس في الهندسة أو تقنية المعلومات والاتصالات أو الاتصالات أو البنية التحتية الرقمية أو إدارة المشاريع؛ يُفضَّل الحصول على شهادات مهنية ذات صلة.
  • خبرة لا تقل عن 10 سنوات في وثائق التحكم بالواجهات وسجلات الواجهات والتنسيق متعدد التخصصات وحل تعارضات BIM/GIS وواجهات الجهات الرسمية/المشغلين وإغلاق المخاطر والتسليم.
  • خبرة مثبتة في قيادة البنية التحتية الرقمية على مستوى المدن، تشمل المخططات الرئيسية والخرائط الطرقية والشبكات الثابتة والمتنقلة وMMRs/POPs ومراكز البيانات والمرونة والمعايير وهندسة سلطة التصميم.
  • خبرة قوية في التسليم وإدارة الواجهات من مرحلة طلب العروض إلى التسليم، تشمل الاستشاريين وEPC والمرافق والجهات الرسمية ومشغلي شبكات الجوال وشركات الأبراج ومشغلي الألياف ومشغلي مراكز البيانات والاختبار والتحويل والجاهزية التشغيلية.

Job Description

The Interface Manager is a client‑facing role embedded within an integrated client-PMC office on a major program. You will establish and manage the interface control framework across all digital infrastructure packages.

Key Responsibilities

  • Define interface management procedures, workflows, and governance for design, engineering, and construction teams.
  • Chair interface coordination meetings and ensure compliance with project standards and masterplan requirements.
  • Identify and document all technical and contractual interfaces (fiber, towers, data centers, utilities, smart systems).
  • Maintain and update the Interface Control Documents (ICDs) across disciplines and contractors.
  • Track interface risks, issues, and dependencies; maintain an interface register with mitigation plans.
  • Ensure proper clash detection and resolution through BIM/GIS integration.
  • Review District's CMP/DMP submissions
  • Coordinate between design, engineering, and construction managers to resolve interface conflicts.
  • Facilitate approvals and change management for cross-disciplinary modifications.
  • Monitor adherence to interface milestones and escalate delays or deviations.
  • Support commissioning, IST, and ORAT by ensuring handover of resolved interfaces.
  • Ensure interfaces comply with applicable codes and standards (TIA, BICSI, SBC, IEC/IEEE, MOMRAH, CST).
  • Validate safety, resilience, and cybersecurity considerations are integrated at all interfaces.
  • Act as primary contact point for interface topics with authorities (SEC, NWC, CST, MOMRAH, SDAIA, HCIS).
  • Manage interface alignment with external concessionaires (TowerCo, FiberCo, DC operators, MNOs)
  • Represent interface decisions and status in client/owner steering committees.
  • Ensure O&M teams are engaged in interface reviews to validate accessibility and maintainability.
  • Support red-line drawing reviews and as-built integration across multiple contractors.
  • Provide interface closure evidence for Provisional Acceptance and Final Acceptance processes.
  • Lead the interface management team and assign responsibilities across packages.
  • Promote collaboration and transparency between disciplines, EPCs, and consultants.
  • Mentor junior interface coordinators and enforce continuous improvement in interface processes.


Qualifications & Experience

  • Bachelor’s degree in Engineering, ICT, Telecoms, Digital Infrastructure, or Project Management; relevant professional certifications preferred.
  • 10+ years ICDs, interface registers, cross-discipline coordination, BIM/GIS clash resolution, authority/operator interfaces, risk closure and handover evidence.
  • Proven city-wide digital infrastructure leadership, covering masterplans, roadmaps, fixed/mobile networks, MMRs/POPs, data centers, resilience, standards, and design authority governance.
  • Strong delivery and interface management experience, from RFP to handover, including consultants, EPCs, utilities, authorities, MNOs, tower companies, fiber operators, DC operators, testing, cutover, and operational readiness.
