تعلن شركة طيران قطر (Qatar Airways) عن توفر وظيفة مدير عمليات الشحن (Cargo Operations Manager) في الرياض، المملكة العربية السعودية.
نبذة عن الوظيفة
- المسؤول عن ضمان سير عمليات الشحن بسلاسة في المنطقة من خلال التنسيق والإشراف والتفاوض مع وكلاء المناولة الأرضية (GHA) ومقدمي الخدمات المحليين والموظفين داخل المحطات.
- متابعة وتطوير الالتزام باللوائح الصادرة عن السلطات المحلية والهيئات التنظيمية، وضمان الامتثال الصارم للوائح الاتحاد الدولي للنقل الجوي (IATA) لضمان حركة فعالة للشحنات الواردة والصادرة مع تقليل التكاليف التشغيلية وتحسين رضا العملاء باستمرار.
المهام والمسؤوليات
- تقديم التوصيات والمقترحات لتعزيز الخدمات المقدمة مع تقليل التكاليف التشغيلية في المنطقة، والمشاركة في لجنة تشغيل الخطوط الجوية لمعالجة قضايا البنية التحتية وغيرها.
- تنفيذ ووضع ومراقبة إجراءات التشغيل القياسية (SOP) مع وكلاء المناولة الأرضية في المنطقة لضمان عمليات شحن سلسة بمستويات جودة عالية، بما في ذلك تبسيط السياسات مع موظفي وكلاء المناولة لاتباع الإجراءات في غياب موظفي الشحن في المحطة المعنية.
- إدارة مؤشرات الأداء الرئيسية (KPI) واتفاقيات مستوى الخدمة (SLA) مع مقدمي الخدمات و/أو وكلاء المناولة الأرضية في الأسواق المحلية لضمان أن الأداء التشغيلي يلبي مستويات الخدمة المطلوبة.
- بالتعاون مع رئيس المحطة والرئيس الإقليمي، إدارة أنشطة المناولة الأرضية في المحطة/المنطقة وضمان تنفيذها بطريقة فعالة من حيث التكلفة والكفاءة والسلامة.
- ضمان تقليل التناقضات وعدم المطابقة لتقليل المطالبات والعقوبات في المحطة المعنية، مما يزيد من رضا العملاء ويقلل من مسؤولية الناقل.
- إدارة مسائل الامتثال للسلامة والأمن والعمليات في الأسواق المحلية.
- بناء علاقات قوية مع السلطات والهيئات التنظيمية، والتواصل مع الجهات الحكومية/الجمارك للحصول على التصاريح والامتثال للقضايا التنظيمية المتعلقة بعمليات الشحن.
- الحفاظ على أداء التوقيت للطائرات وضمان عدم حدوث تأخير بسبب العمليات الأرضية.
- ضمان التقييم المستمر لأفضل الممارسات في الصناعة، واكتشاف ما يمكن أن يضيف قيمة للعملية.
- دعم طلبات العروض (RFP) مع الإدارة المركزية والتعاقدات والمشتريات للعمليات الحالية أو الجديدة.
- ضمان علاقات عمل سلسة بين موظفي الشحن المحليين ومدير خدمات المطار، وتحقيق الكفاءة من خلال ضمان وجود اتفاقيات محلية واضحة وإجراءات تشغيلية محلية تحافظ على سير العملية بسلاسة.
الشروط والمتطلبات
- مؤهل ثانوي / مؤهل مهني / دبلوم أو أعلى مع خبرة لا تقل عن 5 سنوات في مجال ذي صلة.
- خبرة قوية في عمليات الشحن الجوي، والبضائع الخطرة، ولوائح AVI (الشحنات الحيوانية)، ومناولة البضائع القابلة للتلف.
- القدرة على بناء العلاقات والتأثير على الآخرين.
- فطنة تجارية وقدرة على تحديد اتجاهات السوق والصناعة.

Accountabilities
- Make recommendations and suggestions to enhance services offered whilst reducing operational costs incurred in the region. Further be a part of the airline operating committee to address infrastructure issues etc.
- Implement, establish and monitor standard operating procedures (SOP) with the GHA’s in the region to ensure smooth cargo operations with consistently high levels of quality. This also includes Streamlining polices with GHA staff in order to follow procedures in the absence of cargo staff at the respective station.
- Manage KPI and Service Level Agreements with the service providers and/ or GHAs in local markets to ensure the operational performance meets QR’s required service levels.
- In collaboration with Station and Regional Head, manage the station/ region’s ground handling activities and ensure that they are carried out on a cost effective, efficient and safe manner.
- Ensure discrepancies and non-conformances are minimized in order to reduce claims and penalties at the respective station to increase customer satisfaction and reduce carrier liability.
- Ensure management of Safety, Security, and Operational compliance matters in the local markets.
- Establish strong contacts with authorities and regulatory bodies. Liaise with local Government/ Customs Authorities to obtain permissions and to comply with regulatory issues related to Cargo operations.
- Maintain aircraft on time performance and ensure no delays occur due to ground operations.
- Ensure constant evaluation of best industry practices, detecting those that can add value to the operation.
- Support RFP (request of proposal) with HQ, Contracts and Procurement for existing or new operation.
- Ensure smooth working relations between local Cargo Staff and Airport Services Manager and that efficiency is achieved through ensuring well maintained and clear station agreements and Local Operating Procedure in place to safeguard a smooth operation.

Qualification
To Be Successful In This Role You Will Need
- High school qualification/ Vocational Qualification/ Diploma or higher with minimum 5 years of job-related experience
- Strong experience in Air Cargo Operations, dangerous goods, AVI regulations, perishable cargo handling, etc.
- Ability to build relationships and influence.
- Commercial acumen and ability to identify market and industry trends.
