شركة AtkinsRéalis تبحث عن مسؤول صحة وسلامة وبيئة ورفاهية (HSEW Officer) للعمل في المدينة المنورة، المملكة العربية السعودية، لدعم تنفيذ ومتابعة برامج الصحة والسلامة والبيئة والرفاهية على مشاريع تطوير ضخمة تشمل أبراجاً سكنية وتجارية وفندقية ومتعددة الاستخدامات.

المهام والمسؤوليات

  • مراقبة أنشطة الموقع اليومية لضمان الامتثال لمتطلبات HSEW الخاصة بالمشروع وإجراءات الشركة واللوائح السعودية.
  • إجراء تفتيشات سلامة دورية في الموقع والإبلاغ عن الممارسات والأوضاع غير الآمنة والمخاوف البيئية.
  • دعم تنفيذ خطط إدارة الصحة والسلامة والبيئة والرفاهية الخاصة بالمشروع.
  • التحقق من الاستخدام الصحيح لمعدات الحماية الشخصية (PPE) من قبل جميع العاملين في الموقع.
  • إجراء ملاحظات السلامة، ومحاضرات السلامة (Toolbox Talks)، وحملات توعية للقوى العاملة.
  • المساعدة في تحقيقات الحوادث والإصابات والحوادث الوشيكة ودعم أنشطة تحليل الأسباب الجذرية.
  • مراقبة تنفيذ وإغلاق الإجراءات التصحيحية والوقائية الناتجة عن التفتيش والتدقيق والحوادث.
  • ضمان وجود لافتات سلامة مناسبة، وحواجز، وضوابط دخول، وتدابير إدارة مرورية في الموقع.
  • الحفاظ على سجلات HSEW وتقارير التفتيش وملاحظات السلامة وسجلات الحوادث.
  • دعم أنشطة التأهب للطوارئ بما في ذلك التدريبات والإخلاء وتمارين الإنقاذ.
  • المساعدة في إجراءات الإرشاد والتوجيه الموقعي للموظفين الجدد.
  • المشاركة في اجتماعات السلامة والتفتيش والتدقيق والجولات الإدارية للمشروع.
  • التنسيق مع المهندسين المقيمين ومهندسي HSEW والمقاولين وفرق الموقع لتعزيز الامتثال والتحسين المستمر.
  • مراقبة مرافق رفاهية العمال ومبادرات الرفاهية.
  • تقديم مدخلات لتقارير HSEW الأسبوعية والشهرية وتتبع مؤشرات الأداء الرئيسية.
  • دعم تدقيق العملاء والتفتيش التنظيمي.
  • ضمان الامتثال لمتطلبات الجودة والبيئة والاستدامة الخاصة بالمشروع.

الشروط والمتطلبات

  • دبلوم أو بكالوريوس في الصحة والسلامة المهنية، العلوم البيئية، الهندسة، أو مجال ذي صلة.
  • شهادة NEBOSH International General Certificate (IGC) إلزامية.
  • يفضل شهادة IOSH Managing Safely أو ما يعادلها.
  • شهادة OSHA ميزة إضافية.
  • شهادات الإسعافات الأولية والسلامة من الحرائق مرغوب فيها.
  • التسجيل في الهيئة السعودية للمهندسين (SCE) ميزة إن أمكن.
  • خبرة مهنية من 5 إلى 10 سنوات في مجال HSE.
  • خبرة لا تقل عن 3 سنوات في مشاريع الأبراج والمباني الضخمة.
  • يفضل خبرة سابقة في المملكة العربية السعودية أو دول الخليج.
  • خبرة في العمل مع استشاريين ومقاولين وشركات إدارة مشاريع ومطورين.
  • خبرة مثبتة في مراقبة سلامة الموقع والامتثال لـ HSE من قبل المقاولين.

Overview

AtkinsRéalis is seeking an experienced HSEW Officer (Health, Safety, Environment & Wellbeing Officer) to support the implementation and monitoring of health, safety, environmental, and wellbeing programs on major high-rise residential, commercial, hospitality, mixed-use, and large-scale building developments in Madinah, Saudi Arabia. The successful candidate will work closely with project teams, contractors, and stakeholders to ensure safe construction practices, regulatory compliance, and the promotion of a proactive safety culture across all project activities.

Your role

  • Monitor day-to-day site activities to ensure compliance with project HSEW requirements, company procedures, and Saudi regulations.
  • Conduct routine site safety inspections and report unsafe acts, unsafe conditions, and environmental concerns.
  • Support the implementation of project Health, Safety, Environment, and Wellbeing Management Plans.
  • Verify proper use of Personal Protective Equipment (PPE) by all site personnel.
  • Conduct safety observations, toolbox talks, and workforce awareness campaigns.
  • Assist in accident, incident, and near-miss investigations and support root cause analysis activities.
  • Monitor implementation and closure of corrective and preventive actions arising from inspections, audits, and incidents.
  • Ensure adequate safety signage, barricading, access controls, and traffic management measures are maintained on site.
  • Maintain HSEW records, inspection reports, safety observations, and incident registers.
  • Support emergency preparedness activities including drills, evacuations, and rescue exercises.
  • Assist with new employee safety inductions and site orientation programs.
  • Participate in project safety meetings, inspections, audits, and management walkthroughs.
  • Coordinate with Resident Engineers, HSEW Engineers, contractors, and site teams to promote compliance and continuous improvement.
  • Monitor worker welfare facilities and wellbeing initiatives.
  • Provide input for weekly and monthly HSEW reports and KPI tracking.
  • Support client audits and regulatory inspections.
  • Ensure compliance with project quality, environmental, and sustainability requirements.

About You

  • Diploma or Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
  • NEBOSH International General Certificate (IGC) is mandatory.
  • IOSH Managing Safely or equivalent certification is preferred.
  • OSHA Certification is an advantage.
  • First Aid and Fire Safety certifications are desirable.
  • Registration with the Saudi Council of Engineers (SCE) is an advantage where applicable.
  • 5 to 10 years of professional HSE experience.
  • Minimum 3 years of experience on high-rise and major building construction projects.
  • Previous Saudi Arabia or GCC experience is highly preferred.
  • Experience working with consultants, contractors, PMCs, or developers.
  • Demonstrated experience in site safety monitoring and contractor HSE compliance.
