تعلن شركة AtkinsRéalis الرائدة عالمياً في الخدمات الهندسية عن حاجتها إلى مهندس حركة وطرق (Traffic and Roads Engineer) للعمل في الرياض ضمن فريق تسليم مشاريع النقل. سيكون لديك فرصة للمساهمة في تقديم مشروع نقل متعدد التخصصات، والتعاون عبر جميع مراحل دورة حياة المشروع مع فرق التصميم والهندسة والإشراف على البناء، مع التركيز على السلامة.
المهام والمسؤوليات
- مراجعة مقترحات المقاولين للامتثال لمتطلبات المشروع واللوائح ومواصفات أصحاب المصلحة، وتقديم توصيات فنية لإدارة الحركة والتحويلات المؤقتة وأعمال الطرق (المؤقتة والدائمة).
- تقييم دراسات تأثير الحركة المرورية، وتحليل السعة، ونمذجة الحركة لتقييم فعالية التحويلات.
- ضمان مراعاة خطط تحويل الحركة للسلامة وسهولة الوصول ووصول الطوارئ واستمرارية التشغيل والتوافق مع متطلبات اللوجستيات لتسليم المشروع.
- تحليل أحجام الحركة وأنماط السفر وأداء التقاطعات وسعة شبكة الطرق لمراجعة تخطيط التحويلات.
- ضمان امتثال خطط إدارة الحركة والتحويلات للوائح الوطنية والمعايير الدولية ومتطلبات السلامة المرورية.
- ضمان التنفيذ السليم لإجراءات السلامة لمستخدمي الطريق والمشاة والعاملين في البناء.
- إجراء المراجعات الفنية وضمان الجودة طوال تنفيذ المشروع.
- ضمان تصميم وتنفيذ أجهزة التحكم المروري واللافتات والعلامات والبنية التحتية المؤقتة بشكل صحيح.
- تقديم الإشراف الفني أثناء تنفيذ تحويلات الحركة، وضمان الامتثال للخطط المعتمدة ومعايير السلامة.
- إجراء عمليات التفتيش الميداني والتدقيق للتحقق من فعالية وسلامة تدابير تحويل الحركة.
- تحديد المخاطر والقيود التشغيلية والتعارضات المحتملة، وتطوير استراتيجيات التخفيف.
- دعم فرق البناء لضمان توافق تحويلات الحركة مع جداول المشروع ومراحله.
- التواصل مع العملاء والسلطات المحلية وشرطة المرور والمقاولين وأصحاب المصلحة للحصول على الموافقات على مخططات تحويل الحركة.
- المشاركة في اجتماعات التنسيق لضمان توافق استراتيجيات إدارة الحركة مع متطلبات المشروع.
- تقديم التوجيه الفني والدعم للفرق متعددة التخصصات.
- ضمان إلمام فريق إدارة المشاريع والبناء والإشراف على البناء بأعمال الحركة والطرق، وحضور محاضرات السلامة وإيجازات السلامة المرورية، واتباع قواعد وإجراءات السلامة أثناء أداء مهامهم.
- التنسيق مع مدير الصحة والسلامة والبيئة ورئيس البناء لإدراج أعمال الحركة والطرق ضمن التقارير.
- الحفاظ على موقف استباقي تجاه السلامة والمساهمة إيجابياً في ثقافة السلامة.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المدنية أو هندسة النقل أو تخصص ذي صلة، مع خبرة لا تقل عن 12 عاماً. يفضل درجة الماجستير في هندسة النقل أو هندسة المرور.
- يفضل العضوية المهنية في مؤسسة هندسية معترف بها.
- خبرة مثبتة في مشاريع الطرق الكبرى أو البنية التحتية أو التطوير الحضري، مع خبرة قوية في هندسة المرور وإدارة الحركة وتصميم التحويلات.
- خبرة موثقة في تطوير وتنفيذ خطط إدارة الحركة والتحويلات لمشاريع البناء المعقدة.
- خبرة في تقييمات تأثير المرور وتحليل المرور ونمذجة المرور.
- خبرة في التنسيق مع المقاولين والاستشاريين والجهات الحكومية.
- يفضل خبرة العمل في المملكة العربية السعودية أو منطقة الشرق الأوسط.

- معرفة قوية بأجهزة التحكم المروري ومعايير السلامة على الطرق وإدارة الحركة المؤقتة.
- مهارات ممتازة في التنسيق وإدارة أصحاب المصلحة.

- حكم هندسي قوي ومهارات اتصال وتقارير فنية.
- مستوى عالٍ من التنظيم والالتزام بالعمل.
- فهم جيد للهندسة العامة.

- خبرة في إعداد بيانات المنهجية (Method Statements) وتقييمات المخاطر.
- مهارات تنظيم شخصية ممتازة والعمل الجماعي.
- الاهتمام بالتفاصيل والدقة عند إنجاز أعمال الفحص والاختبار.
- القدرة على العمل في بيئة مكتبية سريعة الخطى تجمع بين أعمال الإشراف على البناء والأعمال الإدارية.

Your role
- Review contractor proposals for compliance with project requirements, regulations and stakeholder specifications, and provide technical recommendations for traffic management, temporary diversions and road works, both temporary and permanent.
- Evaluate traffic impact assessments, capacity analysis, and traffic modeling to evaluate diversion effectiveness.
- Ensure traffic diversion plans consider safety, accessibility, emergency access, operational continuity and compatibility with the logistics requirements for delivering the project.
- Analyze traffic volumes, travel patterns, intersection performance, and road network capacity to review diversion planning.
- Ensure traffic management and diversion plans comply with national regulations, international standards, and traffic safety requirements.
- Ensure proper implementation of safety measures for road users, pedestrians, and construction personnel.
- Conduct technical reviews and ensure quality assurance throughout project execution.
- Ensure traffic control devices, signage, markings, and temporary infrastructure are properly designed and implemented.
- Provide technical oversight during implementation of traffic diversions, ensuring compliance with approved plans and safety standards.
- Conduct site inspections and audits to verify effectiveness and safety of traffic diversion measures.
- Identify risks, operational constraints, and potential conflicts, and develop mitigation strategies.
- Support construction teams to ensure traffic diversions align with project schedules and phasing.
- Liaise with clients, local authorities, traffic police, contractors, and stakeholders to obtain approvals for traffic diversion schemes.
- Participate in coordination meetings to ensure alignment of traffic management strategies with project requirements.
- Provide technical guidance and support to multidisciplinary teams.
- Ensure that the PMCM Team, and specially the Construction Supervision Team are well informed of the traffic and road works, attend the toolbox talks and traffic safety briefs, and follow the safety rules and procedures while undertaking their duties.
- Coordinate with the HSE Manager and Head of Construction for incorporating the traffic and road works within the reports.
- Keep a proactive Safety aptitude and behaviour, and contribute in positive to the a culture of safety.
- Degree in Civil Engineering, Transportation Engineering, or related discipline, with a minimum of 12 years of experience. Master's degree in Transportation Engineering or Traffic Engineering is preferred.
- Professional membership with a recognized engineering institution is preferred.
- Proven experience in major road, infrastructure, or urban development projects, with strong expertise in traffic engineering, traffic management, and detour design. Ability to manage complex traffic challenges in large infrastructure environments.
- Demonstrated experience in developing and implementing traffic management and detour plans for complex construction projects.
- Experience in traffic impact assessments, traffic analysis, and traffic modelling.
- Strong knowledge of traffic control devices, road safety standards, and temporary traffic management.
- Experience coordinating with contractors, consultants, and government authorities. Excellent coordination and stakeholder management skills.
- Strong analytical and problem-solving abilities.
- Strong engineering judgement, communication and technical reporting skills.
- High level of organisation and commitment to your work.
- Good understanding of general engineering.
- Good knowledge of inspection and testing techniques with regard to temporary and permanent road works.
- Experience of carrying out method statements and risk assessments.
- Excellent personal organisational skills and team work.
- Attention to detail and accuracy when completing inspection and examination testing paperwork.
- Used to work in a fast-paced office environment combining construction supervision works and administration work.
- Open to adapt to flexible working hours arrangements.
- Experience working in the KSA or wider Middle East region is preferred.
