تسعى شركة AtkinsRéalis لتعيين مهندس HSEW (Health, Safety, Environment & Wellbeing) للإشراف على تنفيذ مشاريع سكنية وتجارية وضيافة ضخمة متعددة الاستخدامات في المدينة المنورة، السعودية. يتولى المرشح مسؤولية ضمان الامتثال لمتطلبات الصحة والسلامة والبيئة والرفاهية، وتعزيز ثقافة سلامة استباقية، ومراقبة أداء المقاولين، ودعم تحقيق أهداف Zero Harm عبر جميع أنشطة المشروع.
المهام والمسؤوليات
- مراقبة وإنفاذ الامتثال لمتطلبات HSEW الخاصة بالمشروع ومعايير الشركة واللوائح السعودية المطبقة.
- مراجعة وتقييم خطط إدارة HSEW للمقاولين، وتقييم المخاطر، وبيانات الأسلوب، وخطط الطوارئ، وأنظمة تصريح العمل.
- إجراء تفتيش ميداني منتظم ومراجعات وملاحظات سلامة للتحقق من الامتثال لإجراءات HSE المعتمدة.
- ضمان التنفيذ الكافي للوحات الإرشادية والحواجز وضوابط الدخول وإدارة المرور وترتيبات الطوارئ.
- دعم التحقيق في الحوادث والإصابات والحوادث الوشيكة والمساعدة في تحديد الأسباب الجذرية والإجراءات التصحيحية.
- الحفاظ على تقارير تفتيش HSEW وسجلات المراجعة وسجلات الحوادث وإحصائيات أداء السلامة.
- إجراء تعريفات السلامة في الموقع ومراقبة كفاءة القوى العاملة والامتثال للتدريب.
- تعزيز برامج التوعية بالصحة والسلامة والبيئة والرفاهية طوال المشروع.
- التحقق من الامتثال لمتطلبات معدات الحماية الشخصية (PPE) وممارسات العمل الآمنة.
- المشاركة في محادثات toolbox talk وحملات السلامة ومبادرات إشراك القوى العاملة.
- مراقبة الإجراءات التصحيحية للمقاولين والتحقق من إغلاق ملاحظات HSE وعدم المطابقات.
- المساعدة في إعداد تقارير HSEW الأسبوعية والشهرية ومؤشرات الأداء الرئيسية ولوحات الأداء.
- المشاركة في تفتيش العميل وجولات السلامة ومراجعات الإدارة.
- دعم تدريبات الطوارئ في المشروع وتقييم جاهزية الاستجابة للطوارئ.
- التنسيق مع المهندسين المقيمين وفرق ضمان الجودة / مراقبة الجودة والمقاولين وأصحاب المصلحة لضمان الامتثال لـ HSE.
- المساعدة في تنفيذ مبادرات الاستدامة والبيئة المتماشية مع أهداف المشروع.
- دعم أنشطة تسليم المشروع وضمان حفظ جميع وثائق HSE بشكل صحيح.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة أو الصحة والسلامة المهنية أو العلوم البيئية أو تخصص ذي صلة.
- شهادة NEBOSH International General Certificate (IGC) إلزامية.
- يفضل شهادة ISO 45001 Internal Auditor أو Lead Auditor.
- شهادات IOSH Managing Safely أو OSHA أو ما يعادلها تُعتبر ميزة إضافية.
- العضوية في IOSH أو IIRSM أو ASSP أو منظمات مهنية مماثلة مرغوب فيها.
- يفضل التسجيل لدى الهيئة السعودية للمهندسين (SCE).
- خبرة مهنية من 10 إلى 15 سنة في مجال HSE.
- خبرة لا تقل عن 5 سنوات في مشاريع بناء شاهقة وكبيرة الحجم.
- يفضل خبرة سابقة في السعودية أو دول مجلس التعاون الخليجي.
- خبرة في العمل مع الاستشاريين وشركات إدارة المشاريع والمطورين والمقاولين.
- خبرة مثبتة في الإشراف على التشييد ومراقبة أداء المقاولين في مجال HSE.
- فهم شامل لمخاطر التشييد المرتبطة بمشاريع الأبراج الشاهقة.
- معرفة بممارسات الإدارة البيئية والاستدامة في مشاريع التشييد.
- خبرة في التأهب للطوارئ والاستجابة للأزمات وتخطيط الإخلاء.
- إلمام بأنظمة إعداد تقارير HSE والمراجعات ومراقبة الامتثال.

The successful candidate will be responsible for ensuring compliance with HSEW requirements, promoting a proactive safety culture, monitoring contractor performance, and supporting the achievement of Zero Harm objectives across all project activities.
Your role
- Monitor and enforce compliance with project HSEW requirements, company standards, and applicable Saudi regulations.
- Review and assess contractor HSEW Management Plans, Risk Assessments, Method Statements, Emergency Response Plans, and Permit-to-Work systems.
- Conduct regular site inspections, audits, and safety observations to verify compliance with approved HSE procedures.
- Ensure adequate implementation of safety signage, barricading, access controls, traffic management, and emergency arrangements.
- Support incident, accident, and near-miss investigations and assist in identifying root causes and corrective actions.
- Maintain HSEW inspection reports, audit records, incident logs, and safety performance statistics.
- Conduct site safety inductions and monitor workforce competency and training compliance.
- Promote Health, Safety, Environment, and Wellbeing awareness programs throughout the project.
- Verify compliance with personal protective equipment (PPE) requirements and safe work practices.
- Participate in toolbox talks, safety campaigns, and workforce engagement initiatives.
- Monitor contractor corrective actions and verify close-out of HSE observations and non-conformances.
- Assist in preparing weekly and monthly HSEW reports, KPIs, and performance dashboards.
- Participate in client inspections, safety walkthroughs, and management reviews.
- Support project emergency drills and evaluate emergency response preparedness.
- Coordinate with Resident Engineers, QA/QC teams, contractors, and project stakeholders to ensure HSE compliance.
- Assist in implementing sustainability and environmental initiatives aligned with project objectives.
- Support project handover activities and ensure all HSE documentation is properly maintained.
- Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- NEBOSH International General Certificate (IGC) is mandatory.
- ISO 45001 Internal Auditor or Lead Auditor certification is preferred.
- IOSH Managing Safely, OSHA, or equivalent HSE certification is advantageous.
- Membership in IOSH, IIRSM, ASSP, or similar professional organizations is desirable.
- Registration with the Saudi Council of Engineers (SCE) is preferred.
- 10 to 15 years of professional HSE experience.
- Minimum 5 years of experience on major high-rise and building construction projects.
- Previous experience in Saudi Arabia or GCC countries is highly preferred.
- Experience working with consultants, PMCs, developers, and contractors.
- Demonstrated experience in construction supervision and contractor HSE performance monitoring.
- Thorough understanding of construction hazards associated with high-rise building developments.
- Knowledge of environmental management and sustainability practices within construction projects.
- Experience in emergency preparedness, crisis response, and evacuation planning.
- Familiarity with HSE reporting systems, audits, and compliance monitoring.
