  • التكامل الرقمي وحوكمة الشبكة الذكية: إنشاء وفرض التسلسل الهرمي لبيانات الأصول الرئيسية وتسمياتها وتصنيفاتها الهيكلية لجميع أصول النفايات الصلبة ضمن الإطار المؤسسي. التعاون مع مدير SAP-EAMS لضمان التقاط بيانات القياس عن بعد، ومقاييس وقت التشغيل الميكانيكي، وبيانات الاستشعار، وسجلات الصيانة في قاعدة بيانات SAP Enterprise Asset Management المركزية. الإشراف على نشر وتكوين تقنيات البنية التحتية للمدينة الذكية بما في ذلك شبكات استشعار الحاويات الذكية (IoT) ومصفوفات تتبع الضغط الهوائي وأنظمة القياس عن بعد للأساطيل المدمجة.

الشروط والمتطلبات

  • شهادات مهنية إلزامية: Certified Asset Management Assessor (CAMA) أو دبلوم معهد إدارة الأصول (IAM) أو مدير نفايات معتمد (Chartered Waste Manager) أو مهندس معتمد/محترف (CEng / PE).
  • خبرة لا تقل عن 20 عاماً في قيادة متميزة وتصاعدية في مجال إدارة أصول البنية التحتية أو الهندسة المالية البلدية أو تشغيل المرافق واسعة النطاق.
  • خبرة لا تقل عن 8 سنوات في منصب تنفيذي علياً أو مدير، مع إدارة مباشرة لمحافظ أصول متعددة التخصصات وميزانيات تشغيل ورأسمالية بملايين الدولارات (OPEX/CAPEX).
  • سجل مثبت في قيادة التسليم التشغيلي والتكامل التقني ونمذجة دورة الحياة لأنظمة النفايات الهوائية الآلية واسعة النطاق أو مراكز إعادة التدوير الإقليمية أو شبكات المرافق الذكية على مستوى المدينة.

  • إلمام عميق باللوائح البيئية الوطنية في المملكة العربية السعودية وقوانين الامتثال المحلية لإدارة النفايات البلدية وأهداف الاقتصاد الدائري.

The Director - Waste Management is the ultimate technical, financial, and lifecycle authority responsible for the strategic governance of a massive, next-generation solid waste infrastructure portfolio spanning a multi-district smart city footprint.

With a mandate requiring over 20 years of distinguished experience, this executive leader ensures that advanced waste assets-including city-wide automated vacuum waste collection (AVAC) pneumatic networks, smart sorting hubs, material recovery facilities (MRFs), and automated bin systems-are managed as a sustainable, data-driven capital portfolio. Operating at the intersection of urban asset management and Saudi Arabia's Vision 2030 sustainability pillars, this role focuses on maximizing Total Cost of Ownership (TCO), driving automated cross-charge cost recovery models, enforcing data integrity inside the central asset registry, and managing the multi-decade capital replacement lifecycle in an extreme desert climate.

Key Responsibilities

  • Capital Planning & Asset Lifecycle Strategy (LCP)
  • Formulate and continuously update the 10-to-30-year Capital Asset Replacement Plan (CARP) for all solid waste and municipal cleansing infrastructure city-wide.
  • Drive advanced asset degradation modeling and predictive performance matrices tailored to the intense heat, dust, pneumatic wear, and heavy-use profiles of the region's waste assets.
  • Conduct rigorous Total Cost of Ownership (TCO) and financial trade-off analyses to optimize capital expenditure versus operational maintenance (CAPEX vs. OPEX) for large-scale waste machinery and automated networks.
  • Partner directly with the Service Charge Director to establish accurate, audited long-term infrastructure sinking funds paid for by commercial entities, mega-entertainment districts, and residential neighborhoods.
  • Digital System Integration & Smart Grid Governance
  • Establish and enforce the master asset data hierarchy, naming conventions, and structural classifications for all solid waste infrastructure within the enterprise framework.
  • Partner with the SAP-EAMS Director to ensure that automated flow telemetry, mechanical runtime metrics, sensor data, and maintenance histories are flawlessly captured in the central SAP Enterprise Asset Management database.
  • Oversee the deployment and configuration of smart-city infrastructure technology, including IoT-enabled bin sensor networks, pneumatic pressure tracking arrays, and integrated fleet telemetry systems inside the unified asset management platform.
  • Financial Cross-Charging & Vendor Performance Governance
  • Translate raw automated waste-volume and weight-tracking database metrics into equitable cost-allocation and financial cross-charging models for corporate finance teams.
  • Deliver audited waste-generation data frameworks to the Service Charge Director to enable automated utility billing and cost recovery across international commercial partners, theme parks, hospitality hubs, and distinct sub-developments.
  • Design and enforce strict technical Key Performance Indicators (KPIs) and data-logging compliance protocols for Tier-1 external Operations & Maintenance (O&M) contractors and specialized waste management vendors.
  • Lead independent operational and technical audits on waste infrastructure to verify that contract partners are completing preventative maintenance according to ISO 55001 standards.
  • Stage-Gate Assurance & Asset "Vesting" Handover
  • Act as the final technical sign-off authority on the Stage-Gate Handover Committee for all solid waste capital projects transitioning from construction contractors into live operations.
  • Oversee the "Digital Vesting" process for waste networks, verifying that all technical manuals, structural as-built documentation, pneumatic safety certifications, and warranty tracking sheets are successfully integrated into the asset platform before formal operational sign-off.


Job Requirements & Qualifications

Education & Professional Credentials

  • Bachelor’s Degree in Environmental Engineering, Civil Engineering, Mechanical Engineering, or a highly relevant quantitative technical asset management discipline from an accredited institution.
  • Master’s Degree in Engineering Management, Asset Management, Sustainable Infrastructure, or an MBA from a globally recognized institution is highly preferred.
  • Professional Certifications: Mandatory possession of senior professional credentials, such as Certified Asset Management Assessor (CAMA), Institute of Asset Management (IAM) Diploma, Chartered Waste Manager, or Chartered/Professional Engineer (CEng / PE).


Experience

  • Minimum of 20+ years of progressive, distinguished leadership experience in infrastructure asset management, municipal engineering finance, or large-scale utility operations.
  • At least 8 years in a senior executive or director-level capacity, directly managing multi-disciplinary asset portfolios and multi-million-dollar infrastructure operating and capital budgets (OPEX/CAPEX).
  • Proven track record of spearheading the operational handover, technical integration, and lifecycle modeling of giga-scale automated vacuum waste systems, regional recycling hubs, or city-wide smart utility networks.
  • Extensive experience aligning physical utility performance metrics with corporate financial structures, enterprise ERP engines, and ISO 55001 asset governance frameworks.
  • Deep familiarity with Saudi Arabia’s national environmental regulations, localized municipal waste compliance laws, and circular economy targets.


Technical & Soft Skills

  • Deep technical command over reliability-centered maintenance (RCM), predictive degradation analytics, and advanced fluid/pneumatic mechanical logistics under extreme climate conditions.
  • Executive-level fluency in enterprise technology platforms, specifically SAP (PM and MM modules), GIS mapping systems, and IoT smart-city network integrations.
  • Exceptional executive presence and stakeholder management skills, with a demonstrated ability to translate complex mechanical and data engineering concepts into clear, high-level business cases for financial executives and executive steering committees.
