- ضمان الموافقة على خطط الفحص والاختبار (ITPs) وبيانات الأساليب وإجراءات العمل وتنفيذها بفعالية.
- مراقبة اعتماد المواد والاختبارات المخبرية وعمليات التفتيش الميداني وفقًا لمتطلبات الجهات المختصة والمشروع.
- التخطيط وإجراء التدقيق الداخلي وتدقيق الموردين ودعم التدقيق الخارجي/العميل/الجهات المختصة.
- قيادة إدارة حالات عدم المطابقة، وتحليل الأسباب الجذرية (RCA)، وتنفيذ الإجراءات التصحيحية والوقائية.
- تتبع الإبلاغ عن مؤشرات الأداء الرئيسية للجودة والاتجاهات والدروس المستفادة ومبادرات التحسين المستمر.
- التعاون الوثيق مع مديري المشاريع ومديري البناء والمهندسين والمقاولين وفرق الموقع.
- العمل كنقطة اتصال رئيسية لشؤون الجودة مع العملاء والاستشاريين والمقاولين والموردين والجهات التنظيمية.
- تقديم خدمات استشارية واستشارات جودة للفرق الوظيفية الأخرى والاستشاريين الآخرين والعميل.
- تقديم تدريب وتوجيه حول معايير الجودة وإجراءاتها وأفضل ممارسات الجودة وأدوات الجودة لفرق المشروع والموقع.
- مراقبة تقدم المشروع وتحديد المخاطر والتأخيرات والمشكلات المحتملة.
- تعزيز ثقافة استباقية للجودة والتعاون والعمل الجماعي والتحسين المستمر عبر فرق المشروع والمقاولين.
- إعداد وعرض تقارير أداء المشروع الدورية للإدارة العليا والعملاء.
- المشاركة في اجتماعات مراجعة المشروع والعروض التقديمية التنفيذية.
- بناء والحفاظ على علاقات قوية مع العملاء والمقاولين والجهات المختصة وأصحاب المصلحة الآخرين.
- تحديد فرص تحسين الكفاءة التشغيلية وتحسين التكاليف.
- تصعيد القضايا الحرجة وتقديم التوصيات الاستراتيجية.
- ضمان الامتثال لمتطلبات الحوكمة التنظيمية وإعداد التقارير.
الشروط والمتطلبات
- درجة البكالوريوس في الهندسة المعمارية أو المدنية أو إدارة الجودة أو تخصص ذي صلة.
- شهادة مدقق رئيسي في ISO 9001 (يفضل).
- عضوية مهنية في مؤسسة هندسية معترف بها (يفضل).
- خبرة لا تقل عن 15 سنة، منها 10 سنوات على الأقل في إدارة الجودة ضمن مشاريع المباني و/أو النقل.
- خبرة مثبتة في إدارة عمليات الجودة الميدانية في مشاريع طرق أو نقل واسعة النطاق.
- مهارات قيادية وتواصلية وإدارة أصحاب المصلحة جيدة.
- معرفة عميقة بأنظمة إدارة الجودة (QMS/IMS) ومعايير ISO وممارسات الجودة في البناء وأدوات الجودة مثل RCA وFMEA والتدقيق وتقنيات التحسين المستمر.
- خلفية استشارية قوية مع العملاء، ويفضل في بيئات الاستشارات الهندسية.
- خبرة في التنسيق مع المقاولين والاستشاريين والجهات الحكومية، مع مهارات ممتازة في التنسيق وإدارة أصحاب المصلحة.
- معرفة عميقة بتقنيات الفحص والاختبار المتعلقة بالأعمال المؤقتة والدائمة.
- حكم هندسي جيد ومهارات اتصال وتقارير فنية.
- قدرة قوية على التفاوض وحل النزاعات واتخاذ القرارات وحل المشكلات.
- مستوى عالٍ من التنظيم والالتزام بالعمل.
- مهارات تنظيمية شخصية ممتازة وعمل جماعي.
- معتاد على العمل في بيئة مكتبية سريعة الخطى تجمع بين الإشراف على البناء والأعمال الإدارية.
- الاستعداد للتكيف مع ترتيبات ساعات العمل المرنة.
- خبرة في المملكة العربية السعودية أو منطقة الشرق الأوسط (يفضل).

Your role
- The Project Quality Manager requires a strong background in site operations and consultancy services to head the QA/QC function of the PMCM Team and lead quality assurance initiatives across multidisciplinary projects. This role will ensure compliance with regulatory standards, drive continuous improvement, and support project delivery excellence both on-site and in client-facing environments. The duties have continuity through the complete lifecycle of the project, from engineering/design, temporary works until hand-over through construction and testing&commissioning, and provides leadership to achieve successful project delivery.
- Act as the Quality Management Representative of the PMCM for site operations.
- In coordination with the Head of Construction, manage construction supervision teams, including Resident Engineers, Discipline Engineers, Inspectors, and support staff.
- Lead the implementation and maintenance of the Integrated Management System (IMS) for the Project.
- Ensure full compliance with processes, procedures, regulations, specifications, employer's requirements, and relevant authority standards.
- Ensure proper documentation and record management practices are maintained, ensuring complete traceability of the PMCM activities through definition and supervision of the required procedures.
- Oversee QA/QC activities for the project across assets and disciplines.
- Earthworks, subgrade, and embankments.
- Ensure Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented.
- Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements.
- Plan and conduct internal audits, vendor audits, and support external/client/authority audits.
- Lead non-conformance management, root cause analysis (RCA), and corrective/preventive action implementation.
- Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives.
- Collaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams.
- Act as the primary point of contact for quality matters with (a) Clients and consultants, (b) Contractors and suppliers, and (c) Authorities and regulatory bodies.
- Provide quality consultancy and advisory services to the other functional teams, other consultants, and client.
- Deliver quality training and mentoring to project and site teams on: (a) Quality standards and procedures, (b) Construction quality best practices, (c) Quality tools.
- Monitor project progress and identify potential risks, delays, and issues.
- Promote a proactive quality, collaboration, team work and continuous improvement culture across project teams and contractors.
- Prepare and present periodic project performance reports to senior management and clients.
- Participate in project review meetings and executive-level presentations.
- Build and maintain strong relationships with clients, contractors, authorities, and other stakeholders.
- Identify opportunities for operational efficiencies and cost optimization.
- Escalate critical issues and provide strategic recommendations.
- Ensure compliance with organizational governance and reporting requirements.
- Bachelor's Degree in Architectural, Civil Engineering, Quality Management, or a related discipline.
- ISO 9001 Lead Auditor certification (preferred).
- Professional membership with a recognized engineering institution is preferred.
- 15+ years of experience, with at least 10 on quality management within buildings and/or transportation projects.
- Proven experience managing site-based quality operations on large-scale road or transportation projects.
- Good leadership, communication, and stakeholder management skills.
- In-depth knowledge of Quality Management Systems (QMS / IMS), ISO standards, construction quality practices, quality tools such as RCA, FMEA, audits, and continuous improvement techniques.
- Strong consultancy and client-facing background, preferably within engineering consultancy environments.
- Experience coordinating with contractors, consultants, and government authorities. Excellent coordination and stakeholder management skills.
- In depth knowledge of inspection and testing techniques with regard to temporary and permanent works.
- Good engineering judgement, communication and technical reporting skills.
- Strong ability on negotiation, conflict resolution, decision-making and problem-solving.
- High level of organisation and commitment to your work.
- Excellent personal organisational skills and team work.
- Used to work in a fast-paced office environment combining construction supervision works and administration work.
- Open to adapt to flexible working hours arrangements.
- Experience working in the KSA or wider Middle East region is preferred.
