شركة Mace، المتخصصة في الاستشارات الإنشائية وإدارة المشاريع، تبحث عن Senior Project Management - Governance للعمل في الرياض، المملكة العربية السعودية، ضمن أحد أكبر البرامج في المنطقة والذي يشمل تطويراً متعدد الاستخدامات يحتوي على مرافق رياضية وترفيهية وفنية مع البنية التحتية المرتبطة.
المهام والمسؤوليات
- قيادة تطوير وتنفيذ وتحسين أطر حوكمة البرامج، وضمان فعالية اتخاذ القرار والمساءلة والمواءمة مع الأهداف الاستراتيجية.
- إنشاء وإدارة مجالس الحوكمة واللجان ودورات التقارير، مع الحفاظ على سجلات واضحة للقرارات والإجراءات والموافقات والتصعيدات.
- العمل كقائد حوكمة مركزي عبر فرق العميل والبرنامج والتسليم والتجارة والمالية والمشتريات وضوابط المشروع، لتحقيق التنسيق والتعاون.
- مراقبة الامتثال لمتطلبات الحوكمة والصلاحيات المفوضة والضوابط المالية وبروتوكولات المشتريات وأطر الضمان.
- تقديم تقارير ثاقبة وتحليلات حوكمة وتوصيات لدعم اتخاذ القرار على المستوى التنفيذي وأداء البرنامج.
- دفع الاتساق والشفافية وأفضل الممارسات في الحوكمة عبر مسارات العمل المتعددة وشركاء التسليم والاستشاريين والمقاولين.
- قيادة مراجعات الحوكمة والتدقيق وأنشطة الضمان ومبادرات تحسين العمليات لتعزيز الضوابط والفعالية التنظيمية.
- إدارة وتطوير فرق عالية الأداء، وتعزيز ثقافة السلامة والمساءلة والتحسين المستمر والتسليم التعاوني داخل بيئة برامج معقدة.
- العمل بشكل تعاوني نحو الهدف المشترك للتحول إلى صافي انبعاثات كربونية صفرية، والمشاركة في التحديد الاستباقي وإدارة الانبعاثات الكربونية المرتبطة وتخفيضاتها أثناء تنفيذ العمل.
الشروط والمتطلبات
- درجة البكالوريوس في إدارة المشاريع، الهندسة، إدارة الإنشاءات، المالية، إدارة الأعمال، الاقتصاد، أو تخصص ذي صلة.
- شهادة مهنية مثل PMP, PRINCE2, MSP, APM, RICS, ACCA, CIMA, CPA أو ما يعادلها (مرغوبة).
- خبرة واسعة في PMO وإدارة البرامج وضوابط المشاريع والحوكمة أو الضمان ضمن بيئات مشاريع معقدة.
- 10-15+ سنة خبرة في حوكمة البرامج، إدارة المشاريع، المالية، الإدارة التجارية، المخاطر، الضوابط، أو التخصصات ذات الصلة.
- خبرة مثبتة في التسليم على برامج كبيرة متعددة المسارات ضمن بيئات البنية التحتية والعقارات والتطوير والإنشاءات أو المشاريع العملاقة.
- فهم قوي لدورات حياة المشاريع وأطر الحوكمة والضوابط والتقارير وإدارة الأداء وعمليات اتخاذ القرار التنفيذية.
- فطنة مالية وتجارية مثبتة، تشمل إعداد الميزانيات والتنبؤ ومراقبة التكاليف وتحليل التباين وموافقات الاستثمار والإشراف على الحوكمة.
- استيفاء معايير التأشيرة اللازمة للمملكة العربية السعودية وامتلاك خبرة عمل ذات صلة في مشاريع/برامج عالية القيمة ضمن شركة استشارات إدارة مشاريع، وهو مطلوب للهجرة وموافقة العميل.

You’ll Be Responsible For
- Lead the development, implementation, and continuous improvement of programme governance frameworks, ensuring effective decision-making, accountability, and alignment with strategic objectives.
- Establish and manage governance forums, committees, and reporting cycles, maintaining clear records of decisions, actions, approvals, and escalations.
- Act as the central governance lead across client, programme, delivery, commercial, finance, procurement, and project controls teams, driving alignment and collaboration.
- Monitor compliance with governance requirements, delegated authorities, financial controls, procurement protocols, and assurance frameworks.
- Provide insightful reporting, governance analysis, and recommendations to support executive-level decision-making and programme performance.
- Drive consistency, transparency, and governance best practice across multiple workstreams, delivery partners, consultants, and contractors.
- Lead governance reviews, audits, assurance activities, and process improvement initiatives, strengthening controls and organisational effectiveness.
- Manage and develop high-performing teams, fostering a culture of safety, accountability, continuous improvement, and collaborative delivery within a complex programme environment.
- Works collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.
- Bachelor’s degree in project management, engineering, construction management, finance, business administration, economics, or a related discipline.
- Professional certification such as PMP, PRINCE2, MSP, APM, RICS, ACCA, CIMA, CPA, or equivalent is desirable.
- Extensive PMO, programme management, project controls, governance, or assurance experience within complex project environments.
- 10-15+ years’ experience across programme governance, project management, finance, commercial management, risk, controls, or related disciplines.
- Proven delivery experience on large-scale, multi-workstream programmes within infrastructure, real estate, development, construction, or giga-project environments.
- Strong understanding of project lifecycles, governance frameworks, controls, reporting, performance management, and executive decision-making processes.
- Demonstrated financial and commercial acumen, including budgeting, forecasting, cost control, variance analysis, investment approvals, and governance oversight.
- Necessary visa criteria for the Kingdom of Saudi Arabia and have relevant work experience working on high-valued projects/programmes for a project management consultancy business, which are required for immigration and client approval.
